This edited volume provides an assessment of an increasingly fragmented aid system. Development cooperation is fundamentally changing its character in the wake of global economic and political transformations and an ongoing debate about what constitutes, and how best to achieve, global development. This also has important implications for the setup of the aid architecture. The increasing number of donors and other actors as well as goals and instruments has created an environment that is increasingly difficult to manoeuvre. Critics describe today's aid architecture as 'fragmented': inefficient, overly complex and rigid in adapting to the dynamic landscape of international cooperation. By analysing the actions of donors and new development actors, this book gives important insights into how and why the aid architecture has moved in this direction. The contributors also discuss the associated costs, but also potential benefits of a diverse aid system, and provide some concrete options for the way forward.

This paper analyzes the impact of donor fragmentation on the quality of government bureaucracy in aid-recipient nations. A formal model of a donor's decision to hire government administrators to manage donor-funded projects predicts that the number of administrators hired declines as the donor's share of other projects in the country increases, and as the donor's "altruism" (concern for the success of other donors' projects) increases. These hypotheses are supported by cross-country empirical tests using an index of bureaucratic quality available for aid-recipient nations over the 1982-2001 period. Declines in bureaucratic quality are associated with higher donor fragmentation (reflecting the presence of many donors, each with a small share of aid), and with smaller shares of aid coming from multilateral agencies, a proxy for donor "altruism." This paper--a product of Public Services, Development Research Group--is part of a larger effort in the group to identify ways in which donors inadvertently undermine institutional development in aid recipient countries.

This paper shows that donors that maximize relative aid impact spread their budgets across many recipient countries in a unique Nash equilibrium, explaining aid fragmentation. This equilibrium may be inefficient even without fixed costs, and the inefficiency increases in the equality of donors budgets. The paper presents empirical evidence consistent with theoretical results. These imply that, short of ending donors maximization of relative aid impact, agreements to better coordinate aid allocations are not implementable. Moreover, since policies to increase donor competition in terms of aid effectiveness risk reinforcing relativeness, they may well backfire, as any such reinforcement increases aid fragmentation.

Leading governments undertook extraordinary measures to offset the 2008 economic crisis, shoring up financial institutions, stimulating demand to reverse recession, and rebalancing budgets to alleviate sovereign debt. While productive in and of themselves, these solutions were effective because they were coordinated internationally and were matched with sweeping global financial reforms. Unfortunately, coordination has weakened after these initial steps, indicating one of the crisis's adverse effects will be a significant reduction in development cooperation. Urging advanced nations to improve their support for development, the contributors to this volume revisit the causes of the 2008 collapse and the ongoing effects of recession on global and developing economies. They reevaluate the international response to crisis and suggest more effective approaches to development cooperation. Experts on international aid join together to redesign the cooperation system and its governance, so it can accept new actors and better achieve the Millennial Development Goals of 2015 within the context of severe global crisis. In their introduction, José Antonio Alonso and José Antonio Ocampo summarize different chapters and the implications of their analyses, concluding with a frank assessment of global economic imbalance and the ability of increased cooperation to rectify these inequalities.

The agenda of external actors often includes a number of objectives that do not necessarily and automatically go together. Fostering security and stability in semi-authoritarian regimes collides with policies aimed at the support of processes of democratization prone to conflict and destabilization. Meanwhile, the promotion of national self-determination and political empowerment might lead to forms of democracy, partially incompatible with liberal understandings. These conflicting objectives are often problematized as challenges to the effectiveness of international democracy promotion. This book presents systematic research about their emergence and effects. The contributing authors investigate (post-) conflict societies, developing countries, and authoritarian regimes in Southeast Europe, Latin America, Africa, and Asia. They identify the socio-economic and political conditions in the recipient country, the interaction between international and local actors, and the capacity of international and local actors as relevant for explaining the emergence of conflicting objectives. And they empirically show that faced with conflicting objectives donors either use a ‘wait and see’-approach (i.e. not to act to overcome such conflicts), they prioritize security, state-building and development over democracy, or they compromise democracy promotion with other goals. However, convincing strategies for dealing with such conflicts still need to be devised. This book was published as a special issue of Democratization.

The relationship between aid and state building is highly complex and the effects of aid on weak states depend on donors’ interests, aid modalities and the recipient’s pre-existing institutional and socio-political conditions. This book argues that, in the case of Afghanistan, the country inherited conditions that were not favourable for effective state building. Although some of the problems that emerged in the post-2001 state building process were predictable, the types of interventions that occurred—including an aid architecture which largely bypassed the state, the subordination of state building to the war on terror, and the short horizon policy choices of donors and the Afghan government—reduced the effectiveness of the aid and undermined effective state building. By examining how foreign aid affected state building in Afghanistan since the US militarily intervened in Afghanistan in late 2001 until the end of President Hamid Karzai’s first term in 2009, this book reveals the dynamic and complex relations between the Afghan government and foreign donors in their efforts to rebuild state institutions. The work explores three key areas: how donors supported government reforms to improve the taxation system, how government reorganized the state’s fiscal management system, and how aid dependency and aid distribution outside the government budget affected interactions between state and society. Given that external revenue in the form of tribute, subsidies and aid has shaped the characteristics of the state in Afghanistan since the mid-eighteenth century, this book situates state building in a historical context. This book will be invaluable for practitioners and anyone studying political economy, state building, international development and the politics of foreign aid.

Climate change has become one of the most important global issues of our time, with far-reaching natural, socio-economic, and political effects. To address climate change and development issues from the perspective of evaluation, an international conference was held in Alexandria, Egypt. This book distills the essence of that timely conference, building on the experiences of more than 400 reports and studies presented. Developing countries may be particularly vulnerable to the expected onslaught of higher temperatures, rising sea levels, changing waterfall patterns, and increasing natural disasters. All societies will have to reduce their vulnerability to these changes, and this book describes how vulnerabilities may be addressed in a systematic manner so that governments and local communities may better understand what is happening. Different approaches are also discussed, including the use of human security as a criterion for evaluation as well as ways to deal with risk and uncertainty. Evaluating Climate Change and Development presents a rich variety of methods to assess adaptation through monitoring and evaluation. The volume deals with climate change, development, and evaluation; challenges and lessons learned from evaluations; mitigation of climate change; adaptation to climate change; vulnerability, risks and climate change; and presents a concluding chapter on the road ahead. Collectively the authors offer a set of approaches and techniques for the monitoring and evaluation of climate change.

This open access handbook analyses the role of development cooperation in achieving the 2030 Agenda in a global context of 'contested cooperation'. This monumental book examines Afghan society in conflict, from the 1978 communist coup to the fall of Najibullah, the last Soviet-installed president, in 1992. This edition, newly revised by the author, reflects developments since then and includes material on the Taliban and Osama bin Laden. It is a book that now seems remarkably prescient.
