The 1995 conference on the review and extension of the Nuclear Non-Proliferation Treaty may well mark an important turning point. The treaty itself, but also the wider international regime built around it are at stake. The Future of the International Nuclear Non-Proliferation Regime deals with various aspects of the problems of nuclear proliferation and the international struggle against it. Authors from Europe, the United States and Australia have contributed to this book, which was produced under the auspices of the Netherlands Institute of International Relations `Clingendael'. The reader is first offered regional case studies on North Korea, South Asia, the Middle East and the former Soviet Union, followed by chapters on nuclear safeguards and export controls systems and contributions on a Comprehensive Test Ban Treaty and security guarantees. The two concluding chapters evaluate and propose policies to strengthen the non-proliferation regime beyond 1995. It will be of interest to policy-makers, students of international relations and journalists.

Leading international security scholars and policy advisors from universities, think-tanks, and nuclear weapons laboratories in the United States analyze the future of nuclear weapons proliferation. In April 1995, the earlier 1970 Nuclear Non-Proliferation Treaty was renewed indefinitely and without change to the original clauses of the treaty. The authors examine the continuing relevance or irrelevance of the old treaty, the role of coercive sanctions in enforcing restraint, and the impact of biological, chemical and missile proliferation on the nuclear motives and ambitions of various states. Attention is given to proliferation conditions in the former Soviet republics, East and South Asia and the Middle East.

This volume offers a critical historical assessment of the negotiation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and of the origins of the nonproliferation regime. The NPT has been signed by 190 states and was indefinitely extended in 1995, rendering it the most successful arms control treaty in history. Nevertheless, little is known about the motivations and strategic calculi of the various middle and small powers in regard to their ultimate decision to join the treaty despite its discriminatory nature. While the NPT continues to be central to current nonproliferation efforts, its underlying mechanisms remain under-researched. Based on newly declassified archival sources and using previously inaccessible evidence, the contributions in this volume examine the underlying rationales of the specific positions taken by various states during the NPT negotiations. Starting from a critical appraisal of our current knowledge of the genesis of the nonproliferation regime, contributors from diverse national and disciplinary backgrounds focus on both European and non-European states in order to enrich our understanding of how the global nuclear order came into being. This book will be of much interest to students of nuclear proliferation, Cold War history, security studies and IR.

Originally published in 1987, this book is concerned with the possible acquisition of nuclear weapons by states not in possession of them and the international concern caused by this. Since 1968, the international arrangements designed to prevent this had been based upon the Nuclear Non-Proliferations Treaty, which had over 130 states as signatories at the time of publication. The initial period of application of this treaty ended in 1995, and a conference was held then to discuss its extension. This volume was the first public attempt to explore the problems surrounding this conference, to examine issues likely to determine its outcome, and to analyse the consequences if the conference were to fail to reach any agreement on extension. The international contributors were among the foremost students and practitioners in the area, and brought unique knowledge and experience to the subject. The result was a pathbreaking attempt to investigate a critical problem for international security in the 1990s, and to identify methods whereby international nuclear non-proliferation arrangements could be extended into the next century.

The nuclear non-proliferation treaty had recently undergone its third formal review by its signatories, who had assessed its effectiveness and considered how it might better be implemented. This book, originally published in 1987, written by experts many of whom were leading participants in the nuclear non-proliferation treaty regime at the time, examines the whole range of issues connected with nuclear non-proliferation and the treaty. It looks at non-proliferation from the point of view of nuclear nations, non-nuclear nations and the nuclear industry. It assesses the work of the international monitoring bodies and reconsiders the place of non-proliferation in the changing balance of global nuclear power. It concludes by discussing the way forward.

This work provides a comprehensive examination of the current state and future prospects for nuclear disarmament at the turn of the century. The work juxtaposes a sober review of progress made during the last decade with a proactive agenda of proposals for new disarmament initiatives in the next decade. Taken together, the contributions to this volume suggest that, contrary to current conventional wisdom, the increasing global cache of nuclear weapons and the waning progress on nuclear disarmament of recent years need not become the defining features of the post-Cold War era. Rather, by examining the new conditions that have emerged at the dawn of the of the 21st century through both national and issue-based perspectives, this work reveals how the likelihood of continuing uncertainty and change in world affairs creates opportunities, as well as the need, for renewed progress toward significant nuclear disarmament.

Like shifting sands of a desert, the global nuclear landscape changes every few years across its three main constituents - nuclear energy, non-proliferation and disarmament. Each of these has seen phases of cautious optimism, deep scepticism and outright pessimism over the last two decades. This book offers a bird’s eye view on all the three, even as the individual authors offer a worm’s eye view on each specific topic within the larger ambit. The first section of the book examines developments in the nuclear energy sector. A broad-brush scan of the contemporary drivers and challenges for nuclear energy at a global level, as also that of India, reveals a positive trend line. There is also cautious optimism around the concept, developments and prospects of small modular reactors. It remains to be seen how effectively and quikcly licensing and regulation issues are resolved for the new concepts to become commericially viable. The second part of the book is devoted to non-proliferation. Vertical nucluear and missile proliferation amongst nuclear armed states, and horizontal proliferation cases of Iran and possibilities in East Asia are considered. Nuclear terrorism and the state of the NPT are also examined. Collectively, these issues reflect a mood of pessimism on non-proliferation at this juncture. Neither is there much to cheer on nuclear disarmament. The last section of the book examines the consequences of use of nuclear weapons, concepts of CBMs and arms control, and recent disarmament initiatives. A tentative exploration of the prospects of disarmament in the wake of Russia-Ukraine conflict is also undertaken. A hope that good sense will prevail, and fear that it might not, seem to coexist at this moment. It is in India's interest to proactively shape the landscape across these three elements. The book seeks to provide the basis to do so.

In 1995 a Conference is to be convened to review and extend the Treaty on the NonProliferation of Nuclear Weapons (NPT). The Future of the NPT brings together a distinguished group of individuals, including the elected President of the 1995 NPT Conference, to analyse four crucial agenda areas relevant to the Conference: the preConference activities to be undertaken by both States Parties and the Conference Secretariat; those security issues that relate to a review of the treaty, such as nuclear disarmament and security assurances; peaceful uses and verification questions; and regional issues. With nuclear nonproliferation currently occupying a prominent position on the international security agenda, the 1995 Conference offers a unique opportunity for a constructive discussion on these areas and it is hoped that this volume will provide a contribution to that end.

This book presents different views on nuclear disarmament and arms control and a brief history of nuclear non-proliferation policy and the nuclear test ban issue. It describes the preparations for and results of the 1990 Non-Proliferation Treaty Review Conference and the 1991 Partial Test Ban Treaty Amendment Conference. With a view to 1995, it assesses the chances for consensus or dissension regarding regarding nuclear proliferation and the test ban, and the prospects for an extension of NPT. It concludes by examining the future and the threat of a new North-South divide over these issues.
