Based on research carried out over the three decades, this book compares the post-war political economies of Cambodia, Laos and Vietnam in the context of their individual and collective impact on contemporary efforts at regional integration. Ethnic Chinese in Southeast Asia, like Jews in Central Europe until the Holocaust, have been remarkably successful as an entrepreneurial and professional minority. Whole regimes have sometimes relied on the financial underpinnings of Chinese business to maintain themselves in power, and recently Chinese businesses have led the drive to economic modernization in Southeast Asia. But at the same time, they remain, as the Jews were, the quintessential “outsiders.” In some Southeast Asian countries they are targets of majority nationalist prejudices and suffer from discrimination, even when they are formally integrated into the nation.

Southeast Asian Affairs, of which there are now thirty in the series, is an annual review of significant developments and trends in the region. The contributions can be divided into two braod categories. There are those which provide an analysis of major developments during 2002 in individual Southeast Asian countries and in the region generally. Then there are the theme articles of a more specialised nature which deal with topical problems of concern.

Taken together, the essays show how government, business and labor interact in the process of economic development.
