The third of October 2020 marked the 90th anniversary of the Brazilian Revolution of 1930. Although this event is recognized in Brazilian historiography as an important landmark in the construction of contemporary Brazil, debate, discourse and indeed publications commemorating the event have been much less numerous and profound than would be expected. Comparisons have been made with what took place in 1980, the year of the revolutions fiftieth anniversary, where meaningful historical judgements were made across a wide spectrum of society and the political establishment. It is pertinent to ask why there is no longer the appetite for substantive discussion on the Vargas period. Perhaps it is due to the new political climate in Brazil in the last decade, especially with regard to various projects aimed at labour and trade union reform, the main legacies of the revolutionary period which today are considered by many as obstacles to the modernization of the labour market and the country's economic development. Given the economic imperatives and aims of the 1930 Revolution, a re-evaluation of the Vargas Period will assist in better understanding the contemporary economic issues that face Brazil today. The exercise is neither one of nostalgia or exaltation of this past period, but rather to offer a (positive and negative) overview of Vargas legacy and the vast historiography that surrounds it. Scholars, politicians, business and the Brazilian workforce need to learn from past economic choices in order to better understand the challenges that contemporary Brazil faces. Recently proposed reforms have strong overtones to the revolutionary agenda of the 1930s, namely the forging of a New Brazil and the necessity of avoiding political schism. The Great Depression was one of the worst crises of the twentieth century. For some time, the very survival of the country appeared to be at stake. Businesses failed, banks closed, people lost their homes, and thousands lined up at soup kitchens across the United States. Franklin D. Roosevelt proposed a new deal, and in 1932 he was elected president. Many of his New Deal policies shaped the country in ways that are still visible today, like Social Security and the 40-hour work week. The government struggled to help the people and to keep the economy stable. The Great Depression could not be legislated out of existence, however. Only a world war was able to vanquish it.

Existing economic indicators and indexes assess economic activity but no single indicator measures the general macro-economic performance of a nation, state, or region in a methodologically simple and intuitive way. This paper proposes a simple, yet informative metric called the Economic Performance Index (EPI). The EPI represents a step toward clarity, by combining data on inflation, unemployment, government deficit, and GDP growth into a single indicator. In contrast to other indexes, the EPI does not use complicated mathematical procedures but was designed for simplicity, making it easier for professionals and laypeople alike to understand and apply to the economy. To maximize ease of understanding, we adopt a descriptive grading system. In addition to a Raw EPI that gives equal weights to its components, we construct a Weighted EPI and show that both indexes perform similarly for U.S. data. To demonstrate the validity of the EPI, we conduct a review of U.S. history from 1790 to 2012. We show that the EPI reflects the major events in U.S. history, including wars, periods of economic prosperity and booms, along with economic depressions, recessions, and even panics. Furthermore, the EPI not only captures official recessions over the past century but also allows for measuring and comparing their relative severity. Even though the EPI is simple by its construction, we show that its dynamics are similar to those of the Chicago Fed National Activity Index (CFNAI) and The Conference Board Coincident Economic Index® (CEI).

The first major history of Chile’s most significant peasant rebellion and the violent repression that followed In 1934, peasants turned to revolution to overturn Chile’s oligarchic political order and the profound social inequalities in the Chilean countryside. The brutal military counterinsurgency that followed was one of the worst acts of state terror in Chile until the military dictatorship of Augusto Pinochet (1973–1990). Using untapped archival sources, award-winning scholar Thomas Miller Klubock exposes Chile’s long history of political violence and authoritarianism and chronicles peasants’ movements to build a more just and freer society. Klubock further explores how an amnesty law that erased both the rebellion and the military atrocities lay the foundation for the political stability that characterized Chile’s multi-party democracy. This historical amnesia or olvido, Klubock argues, was a precondition of national reconciliation and democratic rule, which endured until 1973, when conflict in the countryside ended once again with violent repression during the Pinochet dictatorship.
