Since the oil boom of the 1970s, the Gulf Cooperation Council States have attempted to achieve economic stability and realise their development goals. Such efforts have so far been in vain, however, as these states' autocratic governments have closed off their political systems with the support of international allies, especially the United States. In this timely and exhaustive analysis of the political economies of the GCC since the 1970s to the present, Yousef Khalifa Al-Yousef examines the factors responsible for the failure of the states to achieve lasting change in development and security. Focusing on institutional structures where oil wealth has been confined to the few, and the consequences of failed legitimacy at home that has led to dependence on foreign powers, Al-Yousef charts the consistent disparities between governance and the needs of the local population, to the detriment of genuine development. Al-Yousef concludes that the only way to ensure stability and growth in the region is to dismantle the alliance of autocracy, oil and foreign powers. Instead, democracy and reform are key to ensuring stability in the region.

This book examines the challenges facing the development of tourism in the six member states of the Gulf Cooperation Council (GCC): Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE). This region, which largely comprises the Arabian Peninsula, possesses some of the fastest growing economies in the world and is remarkably unique. It shares similar associations and affinities: tribal histories, royal kinship, political associations, Bedu cultural roots, Islamic heritage, rapid urbanization, oil wealth, rentier dynamics, state capitalist structures, migrant labour, economic diversification policies and institutional restructuring. Therefore, this volume takes the study of tourism away from its normative unit of analysis, where tourism in the region is being examined within the context of the Middle East and the wider Islamic and Arab world, towards an enquiry focusing on a specific geo-political territory and socially defined region. Although international tourism development in the region embodies a range of challenges, complexities and conflicts, which are deeply contextualized in this volume, the approach overall does not endorse the normative ‘Gulf bashing’ position that has predominated within the critical enquiries in the region. It presents a forward-looking and realistic assessment of international tourism development, examining development potentialities and constructive ways forward for GCC states and the region as a whole. This edited volume provides a real attempt to examine critically ways in which tourism and its development intersect with the socio-cultural, economic, political, environmental and industrial change that is taking place in the region. By doing so, the book provides a theoretically engaged analysis of the social transformations and discourses that shape our contemporary understanding of tourism development within the GCC region. The Gulf Cooperation Council (GCC) countries own 30 percent of the world’s proven oil reserves and largely depend on oil for their income. Yet the GCC faces serious challenges. The global demand for oil is expected to continue declining, and the average long-run oil price could become lower than its historical average in the future. This book is a research-based, structural macroeconomic analysis, providing evidence-based and future-facing policy recommendations for GCC governments. First, it analyzes historical data to explain the macroeconomic performance and economic policies of the GCC countries from 1970 to 2019. Then it presents ten-year dynamic stochastic projections from 2020 to 2030. The book examines debt sustainability and optimal fiscal policies – i.e., government spending and taxation. It also analyses structural issues, such as savings and productivity, from an institutional perspective, taking into account education, the labor market, and pension funds, as well as other factors that have a close effect on economic performance. The past ten years have seen rapid growth in the economic and maritime importance of the Arabian GCC states and an equally rapid modernisation of their domestic laws. Nevertheless, much of the maritime law and procedure in the region remains unknows or misunderstood both outside and even inside the region. Since the region is likely to remain significant in terms of maritime commerce, a better understanding of the law and regulations is required. The Maritime Laws of Arabian Gulf Cooperation States is intended as a guide not only for lawyers concerned with maritime law in the Gulf region, but also for all sectors of the shipping community with an involvement in the region. After a brief description of the historical maritime and legal background, Volume I discusses in detail the operation and application of GCC maritime law. The major areas are analysed and placed in the context of the accepted regime of international maritime law. The author finally draws some important general conclusions and looks to the future of maritime law in the Gulf - including the movement for the unification of the laws of the GCC.
