When the Imperial Japanese Navy destroyed Russia's battle fleet during the Russo-Japanese War, it marked the emergence of Japan as one of the world's major naval powers. Every war leaves an imprint in history, but few have had such a pervasive impact in so many respects as the Russo-Japanese War of 1904-1905. The Russo-Japanese War was the major conflict of the earliest decade of the twentieth century. Japan was closed to the world until 1854 and its technology then was literally medieval. Great Britain, France and Russia divided the globe in the nineteenth century, but Japan was catching up. Its army and navy were retrained by Western powers and equipped with the latest weapons and ships. Japan wanted to further emulate its European mentors and establish a protectorate over Korea, yet Japanese efforts were blocked by Imperial Russia who had their own designs on the peninsula. The Russo-Japanese War started with a surprise Japanese naval attack against an anchored enemy fleet still believing itself at peace. It ended with the Battle of Tsushima, the most decisive surface naval battle of the 20th century. A companion volume to 'Baron Kaneko and the Russo-Japanese War' (Lulu.com, 2009), this book relates the story of Baron Suematsu's one-man campaign in Europe using the spoken and written word against the dangerous bogey of Yellow Peril which fueled European paranoia about China and Japan and their presumed sinister intentions of world domination. Kaneko and Suematsu had similar missions, though Kaneko who was sent to the United States was also tasked with persuading President Theodore Roosevelt to broker a peace settlement while Suematsu was more directly involved in the fight against Yellow Peril which originated in Europe. Kaneko was a lawyer with a knowledge of economics, while Suematsu was a historian with a literary bent. Both men were also politicians and close to the Meiji oligarch Ito Hirobumi. They were the two prongs of Japan's first ever public diplomacy initiative, and both succeeded to a considerable degree.

This book offers an assessment of the naval policies of emerging naval powers, and the implications for maritime security relations and the global maritime order. Since the end of the Cold War, China, Japan, India and Russia have begun to challenge the status quo with the acquisition of advanced naval capabilities. The emergence of rising naval powers is a cause for concern, as the potential for great power instability is exacerbated by the multiple maritime territorial disputes among new and established naval powers. This work explores the underlying sources of maritime ambition through an analysis of various historical cases of naval expansionism. It analyses both the sources and dynamics of international naval competition, and looks at the ways in which maritime stability and the widespread benefits of international commerce and maritime resource extraction can be sustained through the twenty-first century. This book will be of much interest to students of naval power, Asian security and politics, strategic studies, security studies and IR in general.

Despite the growing number of publications on the Russo-Japanese War, an abundance of questions and issues related to this topic remain unsolved, or call for a reexamination. This 30-chapter volume, the first in the two-volume project Rethinking the Russo-Japanese War, provides a comprehensive reexamination of the origins of the conflict, the various dimensions of the nineteen-month conflagration, the legacy of the war, and its place in the history of the twentieth century. Such an enterprise is not only timely but unique. It has benefited from a multinational team of thirty-two scholars from twelve nations representing a broad disciplinary background. The majority of them focus on topics never researched before and without exception provide a novel and critical view of the war. This reexamination is, of course, facilitated by a century-long perspective as well as an impressive assortment of primary and secondary sources, many of them unexplored and, in a number of cases, unavailable earlier.
