EU membership provides member states with a new perception of their place in the world; their foreign policies very much influenced by their involvement in the politics of Brussels. The candidate countries also go through the same experience. The membership prospect however, presented a serious challenge to Turkish foreign policy and it was obvious from the moment Turkey was declared as a candidate country in 1999 that its membership perspective was linked to the solution of problems in its domestic and foreign relations. In this book, Özlem Terzi examines the influence of the European Union on the making of Turkish foreign policy since it was declared a candidate country. By comparing an issue specific analysis alongside an actor-based focus, Terzi questions whether such a transformation in the self-perceptions of Turkish policy makers is actually taking place, and whether the policy making process with respect to foreign policy issues expands to include new actors, like the civil society, thus democratizing the way foreign policy is made. Turkey has been a critical case to study to assess the impact of EU conditionality on non-member states, but has lost its visibility following the debates on the detachment of Turkey from the EU gradually since 2005. This book studies Turkey–EU relations in the area of foreign policy from 1987 when Turkey applied for full membership and expanding to the present-day retrenchment of Turkey from the EU. With the end of Cold War discipline the world has entered a new era. Parameters have changed; new handicaps as well as new opportunities have been created for countries. Turkey as a neighbor of former USSR, a member of NATO and located at the center of a sensitive region covered by Caucasus, Balkans and Middle East, has been affected by the end of Cold War radically. Turkey has lost some of her bargaining cards in the new era and therefore has needed new arguments. This need encouraged Turkey to take active steps in Post Cold War era. Interestingly, this kind of approach was increasingly voiced at various international occasions since the Justice and Development Party (Adalet ve Kalkınma Partisi-AKP) came to power in 2002. However, once one looks back in history, Turkey during the 1900s conducted a very different foreign policy strategy and viewed its close neighbors with suspicion and mistrust. This study argues that there has been a reassessment in Turkish foreign policy which has helped Turkey to acquire a new role in the Middle Eastern region. In this regard, this research aims to analyze whether there has been a changeover in Turkish Foreign policy and if so, what were the consequences regarding Turkey’s relations with its neighbors. Along with that purpose, this paper will elaborate on the factors which have shaped Turkish foreign policy, primarily on economic aspirations. Furthermore, the goal of this research is to focus particularly on Turkey’s relations towards its Middle Eastern neighbors. In this context this study provides an overview about the different phases Turkish foreign policy has undergone and examines Turkey’s changing role in the Middle East. Consequently, this research will help to understand fully Turkey’s recent involvement regarding the Arab uprisings and increasing commitment to the Middle East. This study is relevant in order to follow up Turkey’s increasing new role in the international arena. Nowadays, Turkey fills the news and headlines either in the Middle East, Europe, Asia and even in Africa . In order to understand recent discussions about Turkey one has to look behind Turkish foreign policy and in this sense, this paper provides a certain insight about former and current foreign policy goals of Turkey. Today, Turkey is caught between two sets of challenges. The first set includes the typical conventional challenges that relate to national security, territorial integrity and political stability. The second set of challenges has to do with maintaining the pace of political reform, gaining access to markets, ensuring economic stability and growth in the region, as well as securing energy supplies. Above all, but closely related to these challenges, is of course the ultimate challenge for Turkey: EU membership. How will Turkey respond to these challenges? What are Turkey's immediate foreign policy concerns and options? What are the new patterns of Turkish foreign policy making and behaviour? Can Turkey indeed play the role of a model for the region's transformation towards democratisation and engineer an 'intercivilisational dialogue'?
