The Belt and Road Initiative (BRI) is an ambitious infrastructure construction program designed and financially supported by the Chinese government. It spans the globe and is active in about 150 countries, affecting the international order, government policies, and ordinary people’s daily lives. The BRI uses a version of China’s domestic development model, set in an international environment. Using a wealth of documents, cases, multi-country input-output models, and a project database created by the authors, this book provides a complete picture of the BRI: its benefits, risks, and implications. The book explores the institutional roots of the problems of the BRI (including debt problems), argues that the debt problem is a soft budget constraint problem, and discusses the redesign and reorganising of its future versions. This book aims to help policymakers, researchers, students, and everyone interested in political science, economics, and country-specific research to understand and rethink the advantages and risks of the BRI.

China’s Belt and Road Initiative (BRI) is completing a decade. There have been varied responses to the Initiative from countries and regions besides the emergence of alternative initiatives and narratives. This sets the stage for evaluating the robustness of the Initiative, its implementation as well as its implications from the perspective of individual countries and regions across the globe. This book begins by examining China’s domestic, economic, maritime and strategic interests as drivers for the Initiative. BRI has been analysed in country-specific, regional and continental contexts. It brings out the experiences and responses from South Asia, Eurasia, East Asia, Southeast Asia, the Arab world, Latin America, the Caribbean as well as from Europe and Africa. Further, BRI has been studied in the larger context of the US-China competition. The final section explores BRI in the context of the twin challenges of recent times, i.e., the pandemic and Russia-Ukraine conflict. The book concludes with an epilogue which outlines the broad trends related to BRI that have emerged from this study of ICWA.

This book systematically discusses the contribution of the Belt and Road Initiative (BRI) to China’s transition from an emerging to an advanced economic and financial system after more than five years. From a historical perspective, it explains to what extent the BRI plan is effective enough to help China bounce back from its economic slowdown and the financial implications in a policy trilemma context. Using a Caribbean case study and a Constructivist theoretical approach, The Myth of China’s No Strings Attached Development Assistance shows that the frequently mentioned “no strings attached” nature of China’s development assistance to its partners in the Global South is nothing more than a myth. This claim is supported by empirical data from Trinidad and Tobago and by comparisons with similar situations in Africa and Latin America. On their basis, the authors propose a critical re-reading of a reality that many scholars are accustomed to watch through the reassuring but distorting lens of academic routine. Despite contrary claims in the literature, Beijing’s development assistance to the Commonwealth Caribbean states is accompanied by clear political, economic, and social conditionalities. Through them, China is constructing a cognitive and normative space conducive to a new regional order that should be politically friendly, economically profitable, and socially open to its government, companies, and citizens.
