The 'modernization' of the NHS is at the heart of the UK government's policies for public sector services. This modernization programme represents the most radical and ambitious restructuring of the NHS since its inception in 1948. The new Primary Care Groups and Trusts (PCG/Ts) are the main organizational mechanism for delivering the modernization agenda and are therefore key to the success or otherwise of these reforms. To date there has been no comprehensive evaluation of how PCG/Ts have been performing in implementing the modernization programme; this book fills that important gap in knowledge. It provides a strong text of first evidence about the performance of PCG/Ts to date; this forms the basis for discussions about future success and a benchmark for future research. The World Health Organization defines health inequities as differences in health outcomes that are systematic, avoidable, and unjust; and the result of poor social policies, unfair economic arrangements, and bad politics. This volume describes the role that evaluations can play in addressing health inequities. A key focus is on the types of capacities that need to be built to evaluate inequities. Bringing alive these questions around evaluation capacities are theory and practice studies from China, Chile, and India. The impact that social determinants such as work, environment, race and class have on health.

The paper exploits panel data finite mixture (latent class) models to measure consumer equity in healthcare access and utilization. The finite mixture approach accounts for unobservable consumer heterogeneity, while generalized linear models address a retransformation problem of logged dependent variable. Using the data of the Japan Household Panel Survey (2009–2014), we discover that consumers separate into latent classes in the binary choice models for healthcare use and generalized linear models for outpatient/inpatient healthcare expenditure. The results reveal that healthcare access in Japan is pro-poor for the most sick consumers, while utilization of outpatient care is equitable with respect to disposable income.

Decision Science and Technology is a compilation of chapters written in honor of a remarkable man, Ward Edwards. Among Ward's many contributions are two significant accomplishments, either of which would have been enough for a very distinguished career. First, Ward is the founder of behavioral decision theory. This interdisciplinary discipline addresses the question of how people actually confront decisions, as opposed to the question of how they should make decisions. Second, Ward laid the groundwork for sound normative systems by noticing which tasks humans can do well and which tasks computers should perform. This volume, organized into five parts, reflects those accomplishments and more. The book is divided into four sections: `Behavioral Decision Theory' examines theoretical descriptions and empirical findings about human decision making. `Decision Analysis' examines topics in decision analysis.`Decision in Society' explores issues in societal decision making. The final section, `Historical Notes', provides some historical perspectives on the development of the decision theory. Within these sections, major, multi-disciplinary scholars in decision theory have written chapters exploring some very bold themes in the field, as an examination of the book's contents will show. The main reason for the health of the Decision Analysis field is its close links between theory and applications that have characterized it over the years.
