Pt. 1: This volume describes those JCS activities related to developments in Vietnam during the period 1960-1963, when the United States expanded its initial military commitment to Southeast Asia. In 1960, the United States increased its military advisory strength in South Vietnam in response to increased Communist infiltration and to more sustained guerrilla attacks in the south and its contingency planning effort to deploy regular US forces to both Laos and South Vietnam to counter any threat by Communist Army units from the north or from China. President Kennedy's called for a new emphasis upon guerrilla warfare at first received only lukewarm support from the Joint Chiefs of Staff. After the failed Bay of Pigs episode very early in the Kennedy administration, the President lost faith in the advice of the Joint Chiefs of Staff and appointed General Maxwell Taylor to serve as his intermediary with the Joint Chiefs, until he assumed the Chairman responsibilities in October 1962. The Kennedy administration's policy was marked by clashes between factions in the Defense Department, including the Joint Chiefs of Staff, the State Department, and the White House. By 1963, these differences involved the support the US should provide for the Republic of Vietnam under its President, Ngo Dinh Diem. The history ends with the killing of Diem by a coup followed by the coincidental murder of President Kennedy a short time later.

This study investigates the significant effect of mobility, counter-mobility, survivability, and topographic engineering on the American Civil War Campaign of Chancellorsville. The operations occurred near Fredericksburg, Virginia, in April and May of 1863. In the battle, the Confederate Army of Northern Virginia decisively defeated the Union Army of the Potomac. Engineer-related considerations contributed immensely to the Confederate victory. Engineer battlefield functions influenced the operations of both armies. The Union Engineer Brigade constructed numerous pontoon bridges to overcome the river obstacles prior to and following the battle. This capability allowed the Union Army to initially surprise and envelop the Confederate Army. The natural obstacles of the rivers and forests and manmade obstacles of abatis hindered maneuver. Survivability was a significant factor during the fighting. At Chancellorsville, the Confederates used entrenchments for the first time in open operations. This strengthened their economy of force in front of the Union Army and gave “Stonewall” Jackson mass during his successful enveloping attack. Finally, topographic engineering was important through map production and reconnaissance by engineers. This study concludes that the Confederate Army integrated the engineer battlefield functions more effectively than the Union Army. In part, this explains the decisive Confederate victory.

Council of War: A History of the Joint Chiefs of Staff, 1942–1991 follows in the tradition of volumes previously prepared by the Joint History Office dealing with JCS involvement in national policy, the Korean War, and the Vietnam War. Adopting a broader view than earlier volumes, it surveys the JCS role and contributions from the early days of World War ii through the end of the Cold War. Written from a combination of primary and secondary sources, it is a fresh work of scholarship, looking at the problems of this era and their military implications. The main prism is that of the Joint Chiefs of Staff, but in laying out the JCS perspective, it deals also with the wider impact of key decisions and the ensuing policies.
