Floro Ernesto Caroleo and Francesco Pastore This book was conceived to collect selected essays presented at the session on “The Labour Market Impact of the European Union Enlargements. A New Regional Geography of Europe?” of the XXII Conference of the Italian Association of Labour Economics (AIEL). The session aimed to stimulate the debate on the continuity/ fracture of regional patterns of development and employment in old and new European Union (EU) regions. In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.

Selected by Princeton University as Noteworthy Book in Industrial Relations and Labor Economics for 2010. Are immigrants from the new EU member states a threat to the Western welfare state? Do they take jobs away from the natives? And will the source countries suffer from severe brain drain or demographic instability? In a timely and unprecedented contribution, this book integrates what is known about post-enlargement migration and its effects on EU labor markets. Based on rigorous analysis and hard data, it makes a convincing case that there is no evidence that the post-enlargement labor migrants would on aggregate displace native workers or lower their wages, or that they would be more dependent on welfare. While brain drain may be a concern in the source countries, the anticipated brain circulation between EU member states may in fact help to solve their demographic and economic problems, and improve the allocative efficiency in the EU. The lesson is clear: free migration is a solution rather than a foe for labor market woes and cash-strapped social security systems in the EU.

One of the most important consequences of EU enlargement in May 2004 was to extend the principle of the free movement of labour to the citizens of the central and eastern European new member states. In this book a team of labour economists and migration experts sheds light on the dimensions, characteristics and impacts of cross-border labour migration in selected sending (Hungary, Latvia and Poland) and receiving (Austria, Germany, Sweden and the UK) countries. Separate contributions detail the policy responses by governments, employers and trade unions in these countries to the challenges posed by both inward and outward migration. By setting out and analyzing the facts for seven countries, which vary greatly in their geographical situation, policies, and outcomes, the book contributes to the debate on this crucial issue in the ongoing process of European integration.

This book explains the role of formal labour market institutions in keeping the labour utilisation in Central and Eastern Europe above the level characteristic for Western European states. It provides an innovative and enriching take on labour utilisation at large and how various formal labour market institutions can affect the ongoing trend in labour utilisation in a way that is not covered by the extant literature. The impact of labour market institutions on labour market outcomes is analysed throughout 12 chapters, both from a cross-country perspective and in detailed case-studies, by 21 labour market experts from various CEE countries. Most chapters are based on empirical methods yet are presented in an easy-to-follow way in order to make the book also accessible for a non-scientific audience. The volume explores three key questions: How can labour utilisation be increased by labour market institutions? Which CEE countries managed to create a labour market institutional framework beneficial for labour utilisation? How should the labour market institutions in CEE countries be reformed in order to increase labour utilisation? The book argues that the legacy of transition reforms and a centrally planned past is still relevant in explaining common patterns among CEE countries and concludes that increasing the stock of skills accumulated by the employed and improving utilisation of these skills seems to be the first-best solution to increase labour utilisation. The book will be of interest to post-graduate researchers and academics in the fields of labour economics, regional economics, and macroeconomics as well as scholars interested in adopting an institutional analysis approach. Additionally, due to the broader policy implications of the topic, the book will appeal to policymakers and experts interested in labour economics.

Since the 2004 enlargement of the European Union over half a million Polish migrants have registered to work in the United Kingdom, constituting one of the largest migration movements in contemporary Europe. Drawing on research undertaken across a wide range of disciplines - history, economics, sociology, anthropology, film studies and discourse analysis - and focusing on both the Polish and British aspects of this phenomenon - both emigration and immigration - this edited collection investigates what is actually new about this migration flow, what its causes and consequences are, and how these migrants' lives have changed by moving to the United Kingdom. This volume extends and deepens our knowledge about cross-border mobility and its role in an enlarged EU. More specifically, its main purpose is to enlighten the growing and yet rather uninformed debate about the role of post-enlargement migration for economic adjustment in the crisis-stricken labor markets of the Eurozone and the EU as a whole. The book addresses the political economy aspects of post-enlargement migration, including its broader political contexts, redistributive impacts, but also nationalization of the enlargement agenda. It also covers the experience of receiving and sending countries with post-enlargement migration and its role during the current crisis. This book examines innovative theoretical perspectives and novel labour market policy responses to Europe's changing work demands, employment careers and life courses. It presents creative ideas and recommendations for flexicurity policies at various levels and in different social and economic contexts. The driving factors determining the performance of dissimilar pathways in Europe are identified in regard to their impact on the flexibility/security nexus. The book explores how, to what extent and with what consequences the international crisis of 2007-2008 and the recession which followed have affected European SMEs (small and medium enterprises) in both the well established market economies of the old member countries and in the post-transformation new member countries, and what can be done at the institutional and political level to uphold them.

The Fifth Enlargement that took place in 2004 and 2007 was a milestone in the history of the European Union. Not only because of the large number of acceding countries but also because of their recent political and economic experience. Ten of them had undergone a profound transition from a totalitarian regime to democracy, and from a centrally planned economy to a market-based system. Most of them had income levels signi?cantly below those of the then EU-15. Now, 6 years later, we can clearly see that the process of European integration, both before and after 2004, was what enabled Europe to overcome the gaps between various parts of the continent. The enlargement made Europe a better and wealthier place and streng- ened its position in the world. Integration into the European Union has always been one of the strongest incentives for reform in the new Member States. Particularly important in my view have been the development of ?nancial markets through foreign direct investment and capital in?ows, and the opening of labour markets – which was a two-way phenomenon, with markets being opened up in acceding as well as the incumbent Member States. The Fifth Enlargement was thus an exercise of glo- lisation in miniature, a practice run for the Union to tackle the challenges of the ever smaller world.
