Based on cutting-edge research, this edited volume examines how citizens and political elites perceive the legitimacy of regional integration in Europe and the Americas. It analyses public opinion and political discourse on the EU, NAFTA and MERCOSUR, arguing that legitimation patterns shape the development of regional governance.

Combining normative analysis and theory-driven empirical research in a comparative framework, this volume clarifies and explains the connections between regional international governance, legitimacy and democracy. It focuses on the quality of democracy and the legitimacy of policy making in multilevel regional systems. The volume offers a much-needed clarification of confusing concepts such as legitimacy, democracy and 'civil society' in non-national political systems. In the late 1980s regional integration emerged as one of the most important developments in world politics. It is not a new phenomenon, however, and this 1999 book presents an analysis of integration across time, and across regions. Walter Mattli examines projects in nineteenth- and twentieth-century Europe, but also in Latin America, North America and Asia since the 1950s. Using the tools of political economy, he considers why some integration schemes have succeeded while many others have failed; what forces drive the process of integration; and under what circumstances outside countries seek to join. Unlike traditional political science approaches, the book stresses the importance of market forces in determining the outcome of integration; but unlike purely economic analyses, it also highlights the impact of institutional factors. Twenty years after NAFTA, the consensus seems to be that the regional project in North America is dead. The trade agreement was never followed up by new institutions that might cement a more ambitious regional community. The Security and Prosperity Partnership (SPP), launched with some fanfare in 2005, was quietly discontinued in 2009. And new cooperative ventures like the US‐Canada Beyond the Border talks and the US‐Mexico Merida Initiative suggest that the three governments have reverted to the familiar, pre‐NAFTA pattern of informal, incremental bilateralism. One could argue, however, that NAFTA itself has been buried, and yet the region somehow lives on, albeit in a form very different from regional integration in other parts of the world. A diverse group of contributors, from the United States, Canada, and Mexico, with experience in academia, government service, think tanks and the private sector bring to bear a sophisticated and much needed examination of regional governance in North America, its historical origins, its connection to the regional distribution of power and the respective governments’ domestic institutions, and the variance of its forms and function across different issue areas. The editors begin by surveying the literature on North American regional politics, matching up developments there with parallel debates and controversies in the broader literatures on comparative regional integration and international policy coordination more generally. Six contributors later explore the mechanisms of policy coordination in specific issue-areas, each with an emphasis on a particular set of actors, and with its own way of characterizing the relevant political and diplomatic dynamics. Chapters on the political context for regional policy coordination follow leading to concluding remarks on the future of North America. At a time when scholarly interest in North America seems to be waning, even while important and interesting political and economic developments are taking place, this volume will reinvigorate the study of North America as a region, to better understand its past, present and future.

This book analyzes regional integration in South America with a focus on the Mercosur and Brazilian foreign policy from the 1990s. It reviews the history of the Mercosur and identifies the results achieved by the bloc, as well as the causes of difficulties and the reasons for stalemates over nearly 30 years of its existence. The authors identify the complex interrelation between domestic and foreign factors that have shaped Brazilian foreign policy. From 1991 onwards, relations between Latin American countries have changed while the Mercosur developed from a free trade area to a customs union. While intrabloc trade grew, there were huge difficulties in the form of regional institutional affirmation and cooperation. This history is of the utmost importance to understanding regionalism and politics in Latin America. Why do international organizations (IOs) look so different, yet so similar? The possibilities are diverse. Some international organizations have just a few member states, while others span the globe. Some are targeted at a specific problem, while others have policy portfolios as broad as national states. Some are run almost entirely by their member states, while others have independent courts, secretariats, and parliaments. Variation among international organizations appears as wide as that among states. This book explains the design and development of international organization in the postwar period. It theorizes that the basic set up of an IO responds to two forces: the functional impetus to tackle problems that spill beyond national borders and a desire for self-rule that can dampen cooperation where transnational community is thin. The book reveals both the causal power of functionalist pressures and the extent to which nationalism constrains the willingness of member states to engage in incomplete contracting. The implications of postfunctionalist theory for an IO's membership, policy portfolio, contractual specificity, and authoritative competences are tested using annual data for 76 IOs for 1950-2010.
