Public services have been a target for reform in Western-style democracies for more than three decades. This volume documents and examines the case of School Business Managers (SBMs) as an example of a growing but scarcely-acknowledged phenomenon: the government-backed creation of new 'professions' within the public sector for groups of support workers not formally recognised as such. The dawn of the millennium saw the beginning of an unprecedented professional project as the New Labour government set about the systematic creation of a pool of suitably skilled and qualified School Business Managers in England. Current anxiety about the future of news makes it opportune to revisit the notion of professionalism in journalism. Published in 1998. Social provision in all European countries has faced increasing scrutiny during the 1990s. Focusing on gendered aspects of welfare state restructuring, each contributor examines the way in which the welfare state of his or her country has been restructed over the past decade, concentrating on services for elderly people and for children. Each chapter outlines the shifts in the mixed economy of welfare and describes the degree to which there has been greater decentralization moves towards a different style of public management or the introduction of market principles. The changes in the provision of services for elderly people and children is described for the same period. Finally, women's position as paid providers of services, as unpaid carers and as recipients of services is analyzed. This book investigates the idea that the move towards "marketization" in many countries is having a disproportionately detrimental effect on women whose leverage on the market tends to be weak.

Introducing the institutional logics perspective to street-level analysis, this book examines how street-level workers deal with the institutional logics that guide their organization – whether they follow or challenge them. While doing so, the book develops a theoretical framework to study street-level workers’ institutional agency within organizations from different institutional backgrounds. The book conceptualizes street-level workers as institutional entrepreneurs and presents an original process model to capture deinstitutionalization efforts in street-level discourse. This ordinal model accounts for embedded agency and institutional entrepreneurship as well as for more gradual moves towards deinstitutionalization through the hybridization of institutional logics. The author tests the model empirically using interview data and discusses how street-level workers diverge from the institutional logic of their organization in almost two thirds of their statements, indicating a tendency towards institutional entrepreneurship. The book finally combines two literature strands: institutionalism and implementation research, showing how street-level workers may be perceived as institutional entrepreneurs.
