An international team of specialists in politics, policy, and activism provide an indispensable guide to the persistent challenges and emerging issues posed by the global HIV/AIDS epidemic, now in its fourth decade. The HIV/AIDS epidemic is at a critical turning point. Compelling new findings herald the potential to eventually grind the epidemic to a halt through a combination of expanded treatment coverage and new biomedical approaches to prevention. At the same time, the severe global economic downturns have negatively affected wealthy donor nations that have provided the funds and technical support for programs in the developing world. It is against this backdrop that this landmark three-volume set was developed. It provides a broad overview of the critical political issues surrounding HIV/AIDS, inspects key areas of policy and policymaking, and spotlights the most important forms of activism and community mobilization. The volumes reflect an eclectic and wide-ranging set of issues written by an international team comprising dozens of authors from nations including the United States, the United Kingdom, Ghana, South Africa, Brazil, Cambodia, Norway, and Qatar. The international contributors represent a variety of disciplines and bring with them a range of styles and methodological approaches appropriate to their specific topics and disciplines. An important addition to academic and public libraries, this expansive work will benefit students and other readers interested in politics, policymaking, public health, activism, and community mobilization, both in the United States and globally.

This independent evaluation of the IMF’s role and performance in the determination and use of aid to low-income countries in sub-Saharan Africa is presented at a ground-level view. Country performance has improved in many sub-Saharan Africa countries over the period, and the report details the role of the IMF’s programs, as well as perceptions of that role. The report is an important contribution to following through on the IMF’s commitment to its Poverty Reduction Strategy and makes three main recommendations for improving the coherence—actual and perceived—of the IMF’s policies and actions relating to aid to sub-Saharan Africa going forward.

This paper analyzes the macroeconomics of HIV/AIDS. The paper highlights that the mortality and morbidity associated with AIDS make it unlike most other types of sickness and disease. The paper describes the most common approaches used in accounting for growth in the context of an HIV/AIDS epidemic. The impact of HIV/AIDS on education and the accumulation of human capital is discussed. The paper also discusses the impact of HIV/AIDS on the public sector, and elaborates certain demographic events specific to the HIV/AIDS pandemic.

Since the 1980s HIV/AIDS has occupied a singular position because of the rapidly emergent threat and devastation the disease has caused, particularly in sub-Saharan Africa. New infections continue to create a formidable challenge to households, communities, and health systems: last year alone, 2.7 million new infections occurred globally. Sub-Saharan Africa remains the epicenter of the suffering, with around two-thirds of infected individuals worldwide found there, and a disproportionate number of deaths and new infections. For years there have been widespread and concerted efforts to prevent the spread of HIV/AIDS, identify a cure, and understand and mitigate the deleterious social and economic ramifications of the disease. Despite these efforts, and some apparent successes, there is still a long way to go in terms of altering behaviors in order to realize the objective of dramatic reductions in the spread of HIV/AIDS in Africa. The authors in this volume examine the HIV/AIDS crisis in Africa, which persists despite major strides in averting deaths due to antiretroviral therapy. They tell an important story of the distinct nature of the disease and its socioeconomic implications.
