Exploring the divergent aspects of the rule of neoliberalism in Turkey since 1980s, each chapter in this book highlights a specific dimension of this socio-economic process and together, these essays construct a thorough examination of the whirlwind of changes recently experienced by Turkish society. With particular focus on the new ways in which social power operates, expert contributors explore new discourses and subjectivities around environmentalism, health, popular culture, economic policies, feminism and motherhood, urban space and minorities, class and masculinities. By questioning the primary influence of the state in these micro-political matters, they engage with concepts of neoliberalism and governmentality to provide a fresh, grounded and analytical perspective on the routes through which social power navigates the society. This sustained examination of the new axes of power and subjectivity, with a particular eye on the formation of new political spaces of governance and resistance, deepens the analysis of Turkey’s experiment with neoliberal globalization.

The 'neoliberal' economic policy of President Recep Tayyip Erdogan's AKP Party, which has delivered extraordinary growth in Turkish GDP over the last decade, has been one of the foundations of the party's popular appeal. Here, a group of experts on Turkish political economy show how these policies have also had a detrimental impact on the environment, sustainability and the long-term health of the Turkish economy. Since the Gezi uprisings in June 2013 and AKP's temporary loss of parliamentary supremacy after the June 2015 general elections, sharp political clashes, ascending police operations, extra-judicial executions, suppression of the media and political opposition, systematic violation of the constitution and fundamental human rights, and the one-man-rule of President Erdogan have become the identifying characteristics of Turkish politics. The failed coup attempt on 15th July 2016 further impaired the situation as the government declared emergency rule at the end of which a political regime defined as the “Presidential Government System” was established in July 2018. Turkey's New State in the Making examines the historical specificities of the ongoing AKP-led radical state transformation in Turkey within a global, legal, financial, ideological, and coercive neoliberal context. Arguing that rather than being an exception, the new Turkish state has the potential to be a model for political transformations elsewhere, problematizing how specific policies the AKP adapted to refract social dispositions have been radically redefining the republican, democratic and secular features of the modern Turkish state.

In Queer in Translation, Evren Savcı analyzes the travel and translation of Western LGBT political terminology to Turkey in order to illuminate how sexual politics have unfolded under Recep Tayyip Erdoğan's AKP government. Under the AKP's neoliberal Islamic regime, Savcı shows, there has been a stark shift from a politics of multicultural inclusion to one of securitized authoritarianism. Drawing from ethnographic work with queer activist groups to understand how discourses of sexuality travel and are taken up in political discourse, Savcı traces the intersection of queerness, Islam, and neoliberal governance within new and complex regimes of morality. Savcı turns to translation as a queer methodology to think Islam and neoliberalism together and to evade the limiting binaries of traditional/modern, authentic/colonial, global/local, and East/West—thereby opening up ways of understanding the social movements and political discourse that coalesce around sexual liberation in ways that do justice to the complexities both of what circulates under the signifier Islam and of sexual political movements in Muslim-majority countries.

Despite its some of its more liberal and democratic characteristics - when compared to many other countries in the Middle East - the more conservative elements within Turkish politics and society have made gains over the past decades. As a result, like many others in the region, Turkish society has multiple standards when naming, evaluating and reacting to men who have sex with men. Cenk Ozbay argues that overall, self-identified gay men (as well as men who practice clandestine same-sex acts) are most of the time marginalised, ostracised and rendered 'immoral' in both everyday practices and social institutions. He offers in this book an analysis of the concept of masculinity as central to redefining boundaries of class, gender and sexuality, particularly looking at the dynamics between self-identified gay men and straight-acting male prostitutes, or 'rent boys'. A result of in-depth interviews with both self-identified gay men and rent boys, Ozbay explores the changing discourses and meaning of class, gender and queer sexualities, and how these three are embedded within urban and familial narratives.

This book presents gendered readings of cultural manifestations that relate to the Ottoman era as a preferred past and a model for the future. By means of claims of authenticity and the distribution of imaginaries of a homogenous desirable alternative to everyday concerns, as well as invoking an imperial past at the national level. In this mode of thinking, shaped around a polarised worldview, Republican ideals serve as a counter-image to the promoted splendour and harmony of the Ottomans. Yet, the stereotypical gender roles inextricably linked with this neo-Ottoman imaginary remain largely unacknowledged, dissimulated in the construction of the desire of an idealised past. Our adaption of a cultural studies perspective in this volume puts special emphasis on agency, gender, and authority. It provides a shared ground for the interrogation, through the contributions comprising this project of knowledge production about the past in light of what constitutes acceptable legitimacy in interpreting not only the canonical literature, but history at large.
