Called the scum—escoria—of society by the Cuban government, a false portrayal accepted and spread by some in the American media, Mariel refugees faced extraordinary challenges upon entering U.S. society. Yet, despite the obstacles placed before them, the overwhelming majority of these immigrants successfully transitioned to their new lives as Americans and many have emerged as leading professionals, scholars, writers, artists, and businesspeople. This book shares their hardships and successes while profoundly illustrating the human impact of international power struggles.

Florida and the Mariel Boatlift of 1980 recounts first-hand the drama and political intrigue that erupted when more than thirty thousand Cuban refugees fled to Florida and the stories of the first responders who aided them.

This paper presents an empirical analysis of the effect of the Mariel Boatlift on the Miami labor market, focusing on the wages and unemployment rates of less-skilled workers. The Mariel immigrants increased the population and labor force of the Miami metropolitan area by 7 percent. Most of the immigrants were relatively unskilled: as a result, the proportional increase in labor supply to less-skilled occupations and industries was much greater. Nevertheless, an analysis of wages of non-Cuban workers over the 1979-85 period reveals virtually no effect of the Mariel influx. Likewise, there is no indication that the Boatlift lead to an increase in the unemployment rates of less-skilled blacks or other non-Cuban workers. Even among the Cuban population wages and unemployment rates of earlier immigrants were not substantially effected by the arrival of the Mariels.

The 1980 Cuban influx represented a unique challenge to federal refugee policy mechanisms and to prevalent concepts of policy analysis and evaluation. The persistence of unworkable policies across two Presidential administrations suggests that organizational, structural, and decisional rather than personality or motivational factors were principally determinative of policy failure. This work suggests elements of a causal theory based on these factors, and a mode of normative evaluation based on mixed analytical strategies that attend to both decisional process and institutional structure.

This work provides an examination of US refugee policy since the 1960s, particularly as it has been applied to Cuba, Haiti and Central America. The authors also address world-wide refugee problems, proposing ideas for the 21st century.

The inspiration for this book came from a collaborative research project on immigration, begun in 2001, when we were colleagues at University of Nebraska- Lincoln (Bodvarsson was a Visiting Professor there in 2001–05). Our project dealt with the application of Say’s Law to the supply of immigrant labor, meaning that when the supply of immigrant labor grows in an area, the new immigrants, being consumers, bolster labor demand and help to offset the lower wages they may bring about. Our test case was the seemingly obscure Dawson County, Nebraska, where the meatpacking industry experienced a relatively huge increase in Hispanic-born labor supply around 1990. We found for Dawson County this ‘‘demand effect’’ to be signi?cant and our results for this test case generalizable to other, more prominent, test cases. This inspired us to study the famous Mariel Boatlift, where Miami’s labor force grew suddenly by 7% due to the arrival of nearly 125,000 Cuban refugees in the spring of 1980. In that study, we showed that the Marielitos exerted a signi?cant demand effect, which we argue helps to account for the stylized fact that the Mariel in?ux had a relatively benign effect on the Miami labor market. We had the privilege of presenting both studies at various conferences in the USA, Norway, Taiwan and Israel, and these studies have been published in Labour Economics and the Research in Labor Economics series (both studies are discussed in detail in this book).

The Secret Fidel Castro is neither a history of the Cuban revolution nor a biography of Fidel Castro. The book was written following what intelligence services call a CPP (short for Comprehensive Personality Profile), similar to the ones intelligence services keep on foreign leaders. It focuses on different aspects of Castro's actions and personality which, for some reasons, have been either ignored, misunderstood, or misrepresented. The main thesis of this book is that there are many different Castros. The most widely known is the symbolic, public one, as it has been portrayed in official Cuban propaganda, Castro-friendly biographies, and mainstream American media. But there are also many secret Castros, highly different from the public one. The Secret Fidel Castro focuses on little known aspects of Castro's personality, important in the better understanding of the man and his actions?what really makes him tick.

Thirty-three million people in the United States speak some variety of Spanish, making it the second most used language in the country. Some of these people are recent immigrants from many different countries who have brought with them the linguistic traits of their homelands, while others come from families who have lived in this country for hundreds of years. John M. Lipski traces the importance of the Spanish language in the United States and presents an overview of the major varieties of Spanish that are spoken there. Varieties of Spanish in the United States provides—in a single volume—useful descriptions of the distinguishing characteristics of the major varieties, from Cuban and Puerto Rican, through Mexican and various Central American strains, to the traditional varieties dating back to the sixteenth and eighteenth centuries found in New Mexico and Louisiana. The distillation of an entire academic career spent investigating and promoting the Spanish language in the United States, this valuable reference for teachers, scholars, students, and interested bystanders serves as a testimony to the vitality and legitimacy of the Spanish language in the United States.
