Britain's coalition government of 2010–2015 ushered in an enduring age of austerity and a "moral mission" of welfare reform as part of a drive for deficit reduction. Stricter controls were applied to both domestic welfare and international migration and asylum, which were presented as two sides of the same coin. In Scandinavian countries immigration is a sensitive issue and legislators’ approach to the questions it has raised has varied over the years. Whatever immigrant and integration policies are adopted in a democratic society, it is clear that the legislation and the authorities have to ensure that the individual rights of the immigrants residing in its territory are respected. With Canada as a point of reference, this book draws attention to weaknesses in the regulation and implementation of integration provisions threatening the immigrants’ individual rights in the EU member states of Denmark, Finland and Sweden. Over the past decades, European states have increasingly limited irregular migrants’ access to welfare services as a tool for migration control. Still, irregular migrants tend to have access to certain basic services, although frequently of a subordinate, arbitrary, and unstable kind. Drawing on in-depth ethnographic fieldwork conducted in Norway, this book sheds light on ambiguities in the state’s response to irregular migration that simultaneously cut through law, policy, and practice. Carefully examining the complex interplay between the geopolitical management of territory and the biopolitical management of populations, the book argues that irregularised migrants should be understood as precariously included in the welfare state rather than simply excluded. The notion of precarious inclusion highlights the insecure and unpredictable nature of the inclusive practises, underscoring how limited access to welfare does not necessarily contradict restrictive migration policies. Taking the situated encounters between irregularised migrants and service providers as its starting point for exploring broader questions of state sovereignty, biopolitics, and borders, Migration Control and Access to Welfare offers insightful analyses of the role of life, territory, and temporality in contemporary politics. Through case-study research, Majka Ryan offers a systematic microanalysis of discretion in a specific context of residence-based welfare conditionality derived from the labour movement directive 2004/38/EC. The latter is utilised in the coordination of social security benefits for mobile EU citizens across Europe. Ryan reveals that in Ireland and other jurisdictions, official rights, be they supranational or local, when translated into practice are shaped by different political, organisational and decision-making actors, consequently leading to an uneven distribution of substantive rights and unequal outcomes for different groups of people, disproportionately affecting those who must prove their deservingness. This book evidences how residence-based welfare conditions create a context where power is exercised freely by street-level decision-makers and illustrates how that power affects different groups in society, and consequently, how through those practices, the hegemonic discourses around legitimacy of access to public resources are reproduced.

Seeking to re-imagine the meaning and significance of the international border, Opening the Floodgates makes a case for eliminating the border as a legal construct that impedes the movement of people into this country. Open migration policies deserve fuller analysis, as evidenced by President Barack Obama’s pledge to make immigration reform a priority. Kevin R. Johnson offers an alternative vision of how U.S. borders might be reconfigured, grounded in moral, economic, and policy arguments for open borders. Importantly, liberalizing migration through an open borders policy would recognize that the enforcement of closed borders cannot stifle the strong, perhaps irresistible, economic, social, and political pressures that fuel international migration. Controversially, Johnson suggests that open borders are entirely consistent with efforts to prevent terrorism that have dominated immigration enforcement since the events of September 11, 2001. More liberal migration, he suggests, would allow for full attention to be paid to the true dangers to public safety and national security.
