The Muslim Brotherhood is a phenomenon worthy of investigation given its geographical reach and the depth of its social and political influence, not only in the Arab and Muslim regions, but throughout the whole world. An analytical view of the historical circumstances surrounding the Group's emergence in Egypt is key to understanding the factors that have shaped its followers, its ideological vision and its tools of change. An examination of the social, economic and cultural environment which witnessed the inception of the Muslim Brotherhood is of special importance, as it allows us to envision the overall conditions that prevailed in Egypt at the time of the Group’s founding. The organizational structure of the Muslim Brotherhood, with its institutional and administrative structures, is of exceptional importance to the leaders of the Group. On the one hand it represents the main tool for translating the Group's principles and ideas into practice on the ground, whilst on the other it serves to implement its political project to assume power and achieve empowerment within society. Ever since its inception, the Group has been intent on linking its organizational structure to its ideological character on the basis that maintaining the cohesion and continuity of its structure would require a belief in the Group's ideology and the values it champions. It has also been keen to secure a pivotal role for the Supreme Guide (Murshid) in the construction of its organization and movement, though the nature of that role has differed from one Supreme Guide to another, subject to his charisma, leadership qualities and ability to influence Group members. The Group has relied on organizational units such as offices, committees and departments to boost its penetration of society, and accorded special priority to social causes, which in turn has furnished it with a social backing to be employed in support of its political agenda, as was the case with the 2012 legislative and presidential elections in Egypt. Although the Muslim Brotherhood exploited the 25 January uprising in 2011 to assume power, it failed in the test of governance, and it became evident that its organizational and administrative structure could not furnish the expertise, cadres and leaders required to enable it to exercise power on the ground. This ultimately led to the 30 June uprising against it in 2013 and the subsequent developments and repercussions that weakened the Group’s organizational and administrative structure, which has subsequently stagnated, blighted by fragmentation and division.

Throughout history, religious groups, such as the Muslim Brotherhood, have risen in popularity during times of crises in countries all over the world – much like conservative political parties. In this context, pure Islam, based on worship, respect, principles of religion and countering idolatry, must be differentiated from the religion promoted by groups like the Muslim Brotherhood. The group attempts to exploit religion to serve its own interests and to seize power. The Brotherhood’s goals may be fixed, but their interests are subject to change. The issue for religious groups like the Muslim Brotherhood is their belief that any criticism of them is also a criticism of religion, despite the fact their ideas are merely human interpretations, which can be true or false. As a result, the exploitation of religion has become one of the defining characteristics of our modern era. There are many narratives surrounding the inception of the Muslim Brotherhood in the UAE, however the correct account dates back to 1962, when Abdul Badie Saqr, a Qatari citizen of Egyptian origin, came to the UAE. The Qatari Brotherhood had also established a presence in Dubai in 1961, playing a major role in the establishment of the UAE’s Muslim Brotherhood group. When Abdul Badie Saqr arrived in the UAE, he was accompanied by Yusuf Al-Qaradawi, Abdul Mueizz Al-Sattar, Ahmad Al-Assal and Kamal Naji. The Muslim Brotherhood in the UAE followed in the footsteps of its parent group in Egypt, and its branch in Kuwait. While the Kuwaiti model was followed in the Arab Gulf region, the Egyptian model was the superior example, in both political and religious contexts.

Why do some groups in the Arab and Muslim societies think that talk about religion ends where talk about progress and development begins? Why have referential concepts disappeared and given way to destructive ideas like those espoused by political religious groups?
