The text for the NEW SOLDIER deals with the causes, symptoms and solutions to global terrorism, particularly Jihadist Islamic-based terrorism. The book is an expanded version of the essay “A Fearful Symmetry: A New Global Balance of Power?” for which the author was awarded the 2007 Grand Prize by the St Cyr Foundation, which supports the St. Cyr military academy established by Napoleon Bonaparte – in effect, France’s West Point. The work was unanimously awarded the First (Grand) Prize by a jury of four distinguished panelists, and later translated and published in French under the title, “Une Symétrie de la Peur : Vers un Nouvel Equilibre Mondial Des Puissances ? “ (Paul Wormser, trans.)(CLD Éditions, November 2008). The New Soldier is, in essence, a traditional soldier but one who is endowed with compassion, empathy and cultural understanding. This soldier is better able to navigate through the unknown terrain of ideological, emotional and psychological conflicts within the realm of global terrorism. The New Soldier is a strategic tool in combating global terrorism, and may be immediately deployed in multilateral forces. The practical uses of the New Soldier in the context of fragile states, particularly in terms of stabilizing and reconstructing war-torn or collapsed states by multilateral forces is analyzed in great depth in the book.

Based on unprecedented access to the Ghanaian military barracks and inspired by the recent resurgence of coups in West Africa, Agyekum assesses why and how the Ghana Armed Forces were transformed from an organization that actively orchestrated coups into an institution that accepts the authority of the democratically elected civilian government. Since the end of bipolarism, the concept of asymmetric warfare, and of asymmetric conflict in general, has been increasingly applied with regard to armed forces activities and tasks. This book presents the findings of comparative empirical research conducted in selected military units by a group of distinguished experts on military organization, who hail from the eight participating countries: Bulgaria, Cameroon, Denmark, Finland, Italy, Lithuania, the Philippines and Spain. It discusses remarks made by military leaders with extensive experience in the field regarding current doctrines on military leadership and their applicability in the field, as well as proposals and suggestions for new directions. “It is a complex relation, always based on respect and politeness, but often with mismatched interests.” (Army Colonel). “It makes you realize that there is a cultural gap. You must firstly understand who you are going to relate to, and the culture of these people, and then try to establish a certain kind of relationship. Often the platoon commander states his objective and must try to establish a relationship, contact with the village chief.” (Army Lieutenant, Platoon Commander). “[In Afghanistan] We had meals with the locals, sometimes the food didn’t taste good, but you had to eat it if you wanted to be welcomed back again” (Army Captain, Company Commander). These are just some of the many voices stemming from the ground in diverse international asymmetric conflict theatres (in Iraq, in Kosovo, in Afghanistan...), comments by military officers, commanders at different hierarchical levels, asked to reflect on their experiences as military leaders in crisis response operations. This book traces the development and impact of regional economic communities (RECs) in Africa and addresses a timely question: do REC members, and the REC itself, positively influence member states’ behaviors towards other members and more broadly, regionally and continentally due to REC membership? ‘Changing member states’ behaviors’ is measured across three ‘interconnected, fundamental dimensions of societal-systems’ proposed by Marshall and Elzinga Marshall in CSP’s Global Repot 2017. These are i) the persistence of conflict or its counterpoint, achieving peace, ii) fostering democratization and better governance, and iii) achieving socio-economic development and (as proposed by this research, a fourth dimension), iv) being active participants in multilateralism? Is membership in a REC ultimately beneficial to the member and other countries in the region? While there are no clear and obvious – at least, discernible traditional – benefits such as increase in trade (perhaps because Africa’s overall trade relative to the world is about 3 percent), there are other non trade benefits (e.g., decrease in conflict, coercion to take certain actions towards peace and refrain from others, coups and wars) presenting in REC member states. These in/actions, abilities, coercions, exclusions and cooperation instances are outlined and discussed in the book.

Contemporary war is as much a quest for decisive technological, organizational, and doctrinal superiority before the fighting starts as it is an effort to destroy enemy militaries during battle. Armed forces that are not actively fighting are instead actively reengineering themselves for success in the next fight and imagining what that next fight may look like. This book commences with an analysis of the current state of child soldiering internationally. Thereafter the proscriptive content of contemporary norms on the prohibition of the use and recruitment of child soldiers is evaluated, so as to determine whether these norms are capable of better enforcement. An 'issues-based' approach is adopted, in terms of which no specific regime of law, such as international humanitarian law (IHL), is deemed dominant. Instead, universal and regional human rights law, international criminal law and IHL are assessed cumulatively, so as to create a mutually reinforcing web of protection. Ultimately, it is argued that the effective implementation of child soldier prohibitive norms does not require major changes to any entity or functionary engaged in such prevention; rather, it requires the constant reassessment and refinement of all such entities and functionaries, and here, some changes are suggested. International judicial, quasi-judicial and non-judicial entities and functionaries most relevant to child soldier prevention are critically assessed. Ultimately the conclusions reached are assessed in light of a case study on the use and recruitment of child soldiers in the Democratic Republic of the Congo.
