'The Next Step: A Plan for Economic World Federation' is a non-fiction book by Scott Nearing. He was an American radical economist, educator, writer, political activist, pacifist, vegetarian and advocate of simple living. His central argument in the book can be best summed up by the following excerpt: "Economic emancipation is the objective. The means for its attainment is a society organized in terms of producers groups, and living in accordance with the highest known standards of intelligent social direction."

"Scott Nearing lived one hundred years, from 1883 to 1983--a life spanning most of the twentieth century. In his early years, Nearing made his name as a formidable opponent of child labor and military imperialism. Having been fired from university jobs for his independence of mind, Nearing became a freelance lecturer and writer, traveling widely through Depression-era and post-war America to speak with eager audiences. In 1933, the World Monetary and Economic Conference brought together the nations of the world: it failed. Trade and currency warfare led to economic nationalism and a turn from globalization that culminated in war. During the Second World War, a new economic order emerged - the embedded liberalism of Bretton Woods, the International Monetary Fund and the International Bank for Reconstruction and Development - and the post-war General Agreement on Tariffs and Trade. These institutions and their rules created a balance between domestic welfare and globalization, complemented by a social contract between labour, capital and the state to share the benefits of economic growth. Yet this embedded liberalism reflected the interests of the 'west' in the Cold War: in the 1970s, it faced collapse, caused by its internal weaknesses and the breakdown of the social contract, and was challenged by the Third World as a form of neo-colonialism. 13E 2006, the 6th in this series of IFIP conferences, marked the congregation of researchers and practitioners in the areas of e-Commerce, e-Business, and e-Government. The conference was sponsored by IFIP TC 6 in cooperation with TC 8 and TC 11. The conference provided a forum for researchers, engineers and interested users in academia, industry, and government to discuss the latest research, cutting-edge practice and upcoming trends in the growing areas of e-Commerce, e-Business, and particularly e-Government. Sophisticated applications as well as the underlying technology that supports such applications were discussed and demonstrated. The conference attracted a wide range of participants representing a significant community of researchers and practitioners from a broad range of countries. The conference was organized along parallel tracks, each track focusing on specific aspects of current research, industry applications, and public administration.
