The core business of the European Union is the creation of an integrated European market. The scale of this project is enormous, covering a wide variety of national ‘models' of capitalism, many of which are marked by a heavy reliance on non-market institutions to govern and co-ordinate economic activity. Since the early 1980s, governments worldwide have taken many measures to expand the role of markets. Recent political events reflect widespread disenchantment with neoliberal policies, but it remains doubtful whether populist leaders will deliver the market restraints that many of their voters expect. This book explains the resilience of marketization processes by highlighting the role of profiteers- namely those who, like the organizer of a cock fight, benefit from contests regardless of who wins. By setting up shop on the sidelines, profiteers accumulate resources that boost political efforts to maintain and expand the arena of competition. Evidence comes from the evolution of support for shareholder rights relating to takeover bids among key interest groups and political parties in three countries since the late nineteenth century.

We have long been told that corporations rule the world, their interests seemingly taking precedence over states and their citizens. Yet, while states, civil society, and international organizations are well drawn in terms of their institutions, ideologies, and functions, the world's global corporations are often more simply sketched as mechanisms of profit maximization. In this book, John Mikler re-casts global corporations as political actors with complex identities and strategies. Debunking the idea of global corporations as exclusively profit-driven entities, he shows how they seek not only to drive or modify the agendas of states but to govern in their own right. He also explains why we need to re-territorialize global corporations as political actors that reflect and project the political power of the states and regions from which they hail. We know the global corporations' names, we know where they are headquartered, and we know where they invest and operate. Economic processes are increasingly produced by the control they possess, the relationships they have, the leverage they employ, the strategic decisions they make, and the discourses they create to enhance acceptance of their interests. Since the 1970s early exit from work has become a major challenge in modern welfare states. Governments, employers, and unions alike once thought of early retirement as a peaceful solution to the economic problems of mass unemployment and industrial restructuring. Today governments and international organizations advocate the postponement of retirement and an increase in activity among older workers. Comparing the USA, eight European countries, and Japan, this book demonstrates significant cross-national differences in early retirement across countries and over time. The study evaluates the impact of major variations in welfare regimes, production systems, and labor relations. It stresses the importance of the 'pull factor' of extensive welfare state provisions, particularly in Continental Europe; the 'push factor' of labor shedding strategies by firms, particularly in Anglo-American market economies; and the role of employers and worker representatives in negotiating retirement policies, particularly in coordinated market economies. Over the last three decades, early retirement has become a popular social policy and employment practice in the workplace, adding to the fiscal crises and employment problems of today's welfare states. Attempts to reverse early retirement policies have led to major reform debates. Unilateral government policies to cut back on social benefits have not had the expected employment results due to resistance from employers, workers, and their organizations. Successful reforms require the cooperation of both sides. This study provides comprehensive empirical analysis and a balanced approach to studying both the pull and the push factors affecting early exit from work needed to understand the development of early retirement regimes.
