This new edition offers a timely update to the leading textbook dedicated to all aspects of U.S. food policy. The update accounts for experience with policy changes in the 2014 Farm Bill and prospects for the next Farm Bill, the publication of the 2015–2020 Dietary Guidelines for Americans, the removal of Generally Recognized as Safe (GRAS) status for trans fats, the collapse of the Trans Pacific Partnership (TPP) treaty, stalled child nutrition reauthorization legislation, reforms in food-labeling policy, the consequences of the 2016 presidential election and many other developments. The second edition offers greater attention both to food justice issues and to economic methods, including extensive economics appendices in a new online Companion Website. As with the first edition, real-world controversies and debates motivate the book’s attention to economic principles, policy analysis, nutrition science and contemporary data sources. The book assumes that the reader's concern is not just the economic interests of farmers and food producers but also includes nutrition, sustainable agriculture, food justice, the environment and food security. The goal is to make U.S. food policy more comprehensible to those inside and outside the agri-food sector whose interests and aspirations have been ignored. The chapters cover U.S. agriculture, food production and the environment, international agricultural trade, food and beverage manufacturing, food retail and restaurants, food safety, dietary guidance, food labeling, advertising and federal food assistance programs for the poor. The author is an agricultural economist with many years of experience in the nonprofit advocacy sector, the U.S. Department of Agriculture and as a professor at Tufts University. The author's blog on U.S. food policy provides a forum for discussion and debate of the issues set out in the book.

The current structure of the global food system is increasingly recognized as unsustainable. In addition to the environmental impacts of agricultural production, unequal patterns of food access and availability are contributing to non-communicable diseases in middle- and high-income countries and inadequate caloric intake and dietary diversity among the world's poorest. To this end, there have been a growing number of academic and policy initiatives aimed at advancing food system transformation, including the 2021 UN Food Systems Summit, the Sustainable Development Goals (SDGs), and several UN Climate conferences. Yet, the policy pathways for achieving a transformed food system are highly contested, and the enabling conditions for implementation are frequently absent. Furthermore, a broad range of polarizing factors affect decisions over the food system at domestic and international levels - from debates over values and (mis)information, to concerns over food self-sufficiency, corporate influence, and human rights. This volume explicitly analyses the political economy dynamics of food system transformation with contributors who span several disciplines, including economics, ecology, geography, nutrition, political science, and public policy. The chapters collectively address the range of interests, institutions, and power in the food system, the diversity of coalitions that form around food policy issues and the tactics they employ, the ways in which policies can be designed and sequenced to overcome opposition to reform, and processes of policy adaptation and learning. Drawing on original surveys, interviews, empirical modelling, and case studies from China, the European Union, Germany, Mexico, South Asia, sub-Saharan Africa, and the United States, the book touches on issues as wide ranging as repurposing agricultural subsidies, agricultural trade, biotechnology innovations, red meat consumption, sugar-sweetened beverage taxes, and much more.

This book analyses EU food law from a regulatory, economic and managerial perspective. It presents an economic assessment of strategies of food safety regulation, and discusses the different regulatory regimes in EU food law. It examines the challenges of food safety in the internal market as well as the regulatory tools that are available. The book’s generic theorising and measurement of regulatory effects is supplemented by detailed analysis of key topics in food markets, such as health claims, enforcement strategies, and induced risk management at the level of the organizations producing food. The regulatory effects discussed in the book range from classical regulatory analysis covering e.g. effects of ex-ante versus ex-post regulation and content-related versus information-related regulation to new regulatory options such as behavioral regulation. The book takes as its premise the idea that economic considerations are basic to the design and functioning of the European food supply arena, and that economic effects consolidate or induce modification of the present legal structures and principles. The assessments, analyses and examination of the various issues presented in the book serve to answer the question of how economic theory and practice can explain and enhance the shaping and modification of the regulatory framework that fosters safe and sustainable food supply chains. ​ ​

This book explores the shifting relations of food provisioning in Turkey from a comparative global political economy perspective. It offers in-depth ethnographic analysis, interviews and historical insights into the ambiguities and diversities that simultaneously affect the changing conditions of food and agriculture in Turkey. Specific issues examined include the commodification of land, food and labour; the expansion and deepening of industrial standardization; the expansion of a supermarket model; and concomitant changes in, as well as the simultaneous co-existence of, traditional methods of production and marketing. Contrasting observations are drawn from diverse locales to provide examples of convergence, divergence and cohabitation in relation to transnationally advocated industrial models. Commodification of Global Agrifood Systems and Agro-Ecology employs a form of comparative perspective that allows the particular processes of restructuring of agrifood relations in Turkey to be simultaneously distinguished from, yet related to, changes taking place in global power dynamics. Yıldız Atasoy explores agrifood transformation in Turkey with a unique approach that considers a plurality of intertwined normative influences, ontological beliefs, cultural–religious narratives, political struggles and critical–interpretive positions. Based on original research, the book treats changes in food provisioning as an analytical thread capable of uncovering how the normative acceptability of capitalized agriculture and techno-scientific innovation is entangled with processes of class formation, growing inter-capitalist competition and Islamic politics. Such processes, in turn, frame income/wealth generation, landscape management, agro-ecological dynamics and labour practices, as well as the taste and smell of place.

A popular myth about the travails of Africa holds that the continent's long history of poor economic performance reflects the inability of its leaders and policymakers to fulfill the long list of preconditions to be met before sustained growth can be achieved. These conditions are said to vary from the necessary quantity and quality of physical and human capital to the appropriate institutions and business environments. While intellectually charming and often elegantly formulated, that conventional wisdom is actually contradicted by historical evidence and common sense. It also suggests a form of intellectual mimicry that posits a unique path to prosperity for all countries regardless of their level of development and economic structure. In fact, the argument underlining that reasoning is tautological, and the policy prescriptions derived from it are fatally teleological: low-income countries are by definition those where such ingredients are missing. None of today's high-income countries started its growth process with the "required" and complete list of growth ingredients. Unless one truly believes that the continent of Africa-and most developing countries-are ruled predominantly if not exclusively by plutocrats with a high propensity for sadomasochism, the conventional view must be re-examined, debated, and questioned. This volume-the second of the lOxford Handbook of Africa and Economics-reassesses the economic policies and practices observed across the continent since independence. It offers a collection of analyses by some of the leading economists and development thinkers of our time, and reflects a wide range of perspectives and viewpoints. Africa's emergence as a potential economic powerhouse in the years and decades ahead amply justifies the scope and ambition of the book.
