On the basis of these findings, this dissertation concludes that the dynamics of state withdrawal from the oil sector in post-Soviet context are determined primarily by structural organization of domestic oil industry inherited from the Soviet era, resulting balance of power between the state and private sectoral actors, and general mode of state-society relations in each country.

This book addresses energy research from four distinct International Political Economy perspectives: energy security, governance, legal and developmental areas. Energy is too important to be neglected by political scientists. Yet, within the mainstream of the discipline energy research still remains a peripheral area of academic enquiry seeking to plug into the discipline’s theoretical debates. In Kazakhstan, the oil industry plays a crucial role in its economic and political life due to the country’s considerable oil revenues and accompanying conflicting interests. As an arena of political struggle, this industry provides a good test case for uncovering regime maintenance techniques. This book examines the ways in which the post-Soviet Kazakh regime has managed to sustain itself in power, and the regime maintenance techniques it has used in the process of establishing and upholding its position. It scrutinizes the tools that the Kazakh regime employed in order to bring the country’s oil industry under its control and, while doing so, shifts the emphasis from the prevalent zhuz-horde, tribe, and clan-based approaches to Kazakh politics towards corporatism and patron-client mechanisms of control. Based on extensive field work in Kazakhstan and in-depth interviews with high ranking representatives of companies working in Kazakhstan’s oil and gas industry, both local and foreign, the National Oil Company and its subsidiaries, government agencies, foreign diplomats, journalists and representatives of oppositional parties and NGOs, this book provides a comprehensive study of the issues of politics of oil and state-business relationships in Kazakhstan.

The collapse of the Soviet Union and the Soviet bloc had a profound effect on Turkey economically and politically. On the one hand, the collapse further marginalized Turkey's position in Western Europe, as some of the newly liberated Central and Eastern European countries raced ahead of Turkey to join the European Union. On the other hand, the collapse presented Turkey with new opportunities and challenges stemming from geographic proximity and cultural/historical ties with countries that emerged from the Soviet bloc and from the former Soviet Union. This book explores power in international relations, in a world characterized by the growing competition of major powers for smaller nations. Focusing on the major powers and smaller countries of Eurasia, it argues that power in international relations is different from coercion and is rather a social contract between a leader state and follower states where reciprocity is key and where leadership relationships cannot be adequately explained by focusing solely on the leader. It challenges the perception that genuine regional leadership is quite common, contending instead that it is rare; that much more often major powers make claims for leadership; and that regional leadership does not indicate the status of a particular state, but rather the social role of the leader, which is recognized by its followers, a role which is always relative and based on communication and constant interaction with followers. The book highlights the important role followers play in recognizing regional power, the importance for a state's regional leadership strategy in creating and holding a valuable position attractive for followers and delivering greater value to followers compared to other potential leaders.
