Focused on unique features of economic development, this edited volume examines the nature and structure of corporate governance of several key state-owned enterprises in China and public sector units in India in five strategic sectors: oil and natural gas, steel, coal, electricity generation, and banking industries.

There has been a major revival of interest in State Capitalism: what it is, where it is found, and why it is seemingly becoming more ubiquitous. As a concept, it has evolved from radical critiques of the Soviet Union, to being deployed by neo-liberals to describe market reforms deemed imperfect, to settle into a middle ground, as a pragmatic way to describe the state assuming a role as an active economic agent, in addition to its regulatory, social, and security functions. The latter is the central focus of this book, although due attention is accorded to the origins of state capitalism and how it has changed over the years, as well as contemporary ways in which state capitalism may be theorized. This economic agency may assume direct forms, for example, via state owned enterprises. However, it may also be indirect, for example, actively serving private interests through promoting insider firms, who may occupy monopolistic market positions and perform outsourced state functions. In turn, this leads to raising salient governance questions. The latter may encompass agency tensions between public ownership, and political or even private interest control; it may also include issues of transparency and monitoring. Although state capitalism has often been depicted as the preserve of states in the global south, be they developmental or predatory, many forms of state capitalism are visible in mature economies, be they liberal or coordinated, and this is not always associated with superior governance arrangements; indeed, this is an area where clear and easy divisions between the "developing" or "emerging" world and the "developed" or "mature" world may increasingly be breaking down. This volume brings together the accounts of leading experts from around the world; it is explicitly multi-disciplinary, and both consolidates the existing knowledge base, and provides new, novel, and counter-intuitive insights.

The crises emanating from the Global Financial Crisis and the COVID-19 Pandemic have underscored, the emergency role of the State and its smooth, seamless reactivation, for situations when private activity and markets are disrupted. In many countries, SOEs have been a crucial part in delivering on that effort as agents of the State. While SOEs are increasingly sought to play a role during emergency situations, evidence suggests that they misallocate capital and mismanage resources. This is indicative of the conflicts of interests in owning and regulating enterprises as well as between the commercial and non-commercial objectives of SOEs, crony capitalism, the private agenda of public officials, internal management of SOEs, the significant role played by state owned banks and financial institutions and the conflicts that arise in the State's primary role vs. its ownership of enterprises. The studies of eight countries from different regions undertaken for this book, provide answers to these key policy questions related to state capitalism. Generalizing from the results of multi-country studies to arrive at universally applicable predictions, prescriptions, and policy recommendations, is inherently difficult. Individual countries are quite different in their socio-economic, historical, political, and institutional circumstances. So are their experiences, as the eight country studies highlight, even as the book attempts to extrude, from available research, the principal common characteristics of, and practices followed by, successful SOEs independently of country context. Among other conditions, the two most important conclusions that can be drawn from the country studies are that competition and regulation rather than ownership per se is key to efficiency.

International political economy (IPE) is a highly complex discipline, drawing not only from the fields of politics and economics, but also those as varied as philosophy, history and anthropology. International organisations (IOs) often receive a bad press, seen as intrusive, domineering and unresponsive to the needs of the people and countries they are meant to serve. The best way to understand the operation of these international organisations is to bring together those who represent their countries at IOs and those who have been working at IOs at various capacities and then to listen to their experiences. This book develops an alternative approach to the analysis of IOs that takes account of all those involved, whether state representatives, IO leaders and members of the secretariat. Experts with long experience in the WTO, the World Bank, the IMF, WIPO, the FAO and the WHO at senior level consider the workings of the IOs, and a conclusion that explicitly draws out the comparative lessons and contrasts the insights of practitioners from those of external observers. This book takes an alternative approach to the analysis of IOs that takes account of all those involved, whether state representatives, IO leaders and members of the secretariat. With their phenomenal growth rates, India and China are surging ahead as world economic powers. Due to increasing instability in the Middle East, they have turned to Africa to procure oil to fuel their industrialisation process. Africa’s economy stands to be impacted in various ways due to the increasing interaction with these ‘Asian Giants’. This book analyses the acquisition of oil blocks by Indian and Chinese oil corporations in eleven West African countries. It describes the differences in how India and China mobilise oil externally to meet their respective goals and objectives. The book examines the rate of return on capital, rate of interest on loans and the ease of availability of loans, the difference in the level of technology and ability to acquire technology, project management skills, risk aversion, valuation of the asset and the difference in the economic, political and diplomatic support received by the Chinese and Indian oil companies from their respective governments. It is argued that the difference in the relative economic and political power of India and China accounts for the ability of Chinese oil companies to outbid their Indian competitors and/or be preferred as partners by international oil companies. Should Chinese energy investments be excluded from the liberal economic system based on geopolitical assessments only? This book explores the potential regulatory control by the Chinese government over foreign energy investments to achieve their perceived strategic objectives. Host states in which Chinese energy companies make investments have increasingly opposed Chinese energy investments in their national security reviews, based on concerns that these investments have strategic objectives. The book analyses China's investment-related law, regulations, and energy policies to examine how overseas energy investment-making is governed. The book also explores the role of the Chinese government in energy investment promotion and protection. Uniquely, the examination of China's potential regulatory control provides an objective criterion, rather than geopolitical considerations, for host states to assess the nature of Chinese energy investments. China’s expansion and growing influence in Africa is arguably the most remarkable global political and economic development in the 21st century. China’s foray into Africa started in the late 1990s, propelled by its desire to obtain new sources of raw materials and energy for its economic growth, as well as new markets for its manufactured goods. While China’s "no political strings attached" policy proves attractive to many of African leaders, China has been criticized as neo-colonialist, interested solely in stripping Africa of its mineral wealth without proper environmental or social precautions. This book addresses the controversy by exploring the motivations and practices of China’s African engagement, providing a comprehensive account of the intensified interactions between China and African states. The first part examines the debate surrounding whether China has pursued a neo-colonialist path in Africa, by looking at the perception of China by the locals and the challenges that the intensified relationship has posed for African states.
