In 2018, the city of Cape Town faced the prospect of reaching ‘day zero’, that is a combination of natural and human-made factors leading to the complete collapse of its municipal water supply. While the rains eventually fell and a major disaster was averted, the fear of running out of water looms large in the psyche of residents in many cities around the world. Water is a non-substitutable, essential, finite and fugitive resource. It is the lifeblood of human endeavour. Cities, through global processes such as Agenda 2030 and forums such as ICLEI exchange best practices for achieving water security. These forums also are collective social spaces occupied by civil society organizations who share strategies and tactics, and the private sector, who compete for markets and contracts, promoting patent-protected technologies. It is these groups – states, civil societies, private sectors – coming together who determine who gets what water, when, and where. It is the job of academics to understand the how and why, and of (academic-)activists to fight for equity of access and sustainability of use. Evidence drawn from around the world and over time consistently shows that water flows toward money and power. Outcomes are too-often socially inequitable, environmentally unsustainable and economically inefficient. How to shift existing processes toward improved practices is not clear, but positive outcomes do exist. In this collection, we compare and contrast the challenges and opportunities for achieving urban water security with a focus on 11 major world cities: Bangalore, Beijing, Cairo, Cape Town, Chennai, Istanbul, Jakarta, London, Melbourne, Sao Paulo and Tokyo. Through the theoretical, conceptual and practical insights provided in these case studies, our collection constructively contributes to a global conversation regarding the ways and means of ‘avoiding day zero’.

This project breaks disciplinary silos by bringing those who work in climate finance and policy together with development scholars and practitioners to share lessons, understanding, and research with an overall goal of making a contribution to the climate change field so that those at the community level benefit from the multitude of programmes designed for climate impacts. For some 70 years, International Development specialists have been developing programs and delivering funds to those who most need assistance. There is a wealth of knowledge to be uncovered by examining the international development industry for those who are now tasked with delivering climate finance. The academic, policy, and practitioner communities have spent decades researching, examining, and analyzing both development policies and finance independent of each. This volume will seek to bring that research together.

This open access book explores the implications of urbanization in South Asia for water (in-) security in the peri-urban spaces of Dhaka and Khulna in Bangladesh, Bengaluru, Gurugram, Hyderabad, Kolkata and Pune in India, and Kathmandu Valley in Nepal. The book looks into specifically peri-urban water security issues in a context of rapid urbanization and social-environmental changes, including the changing climate and its emerging impacts. It demonstrates how urbanization processes change water flows between rural and urban areas, the implications of this processes for the water security of peri-urban populations, and how new institutions and technologies develop to mediate the relationships between peri-urban communities and water. The book seeks to further the debate on peri-urban water security, including what constitutes the peri-urban, socially differentiated access to water in peri-urban spaces, interventions for improving water access, and emerging forms of cooperation and conflict related to water access in a context of urbanization and climate change. As such, this book is an interesting read for academics with various disciplinary backgrounds, professionals working in the worlds of national and international policy, NGOs, activist groups, research and development institutes, and individual readers interested in water security and urbanization.

In the 21st Century, the world will see an unprecedented migration of people moving from rural to urban areas. With global demand for water projected to outstrip supply in the coming decades, cities will likely face water insecurity as a result of climate change and the various impacts of urbanisation. Traditionally, urban water managers have relied on large-scale, supply-side infrastructural projects to meet increased demands for water; however, these projects are environmentally, economically and politically costly. Urban Water Security argues that cities need to transition from supply-side to demand-side management to achieve urban water security. This book provides readers with a series of in-depth case studies of leading developed cities, of differing climates, incomes and lifestyles from around the world, that have used demand management tools to modify the attitudes and behaviour of water users in an attempt to achieve urban water security. Over the last decade, water security has replaced sustainability as the key optic for thinking about how we manage water. This reframing has offered benefits (including clear recognition of the link between humans, the environment and the right to water) and also posed challenges (the tendency in some quarters to interpret “security” solely in terms of geopolitical or economic “securitisation”). In this collection, the authors offer a radical repositioning of these debates updated to reflect the concerns of our post-pandemic world. The chapters in this volume examine several different themes including how water security articulates with locality and culture, how it operates across spatial scales and its moral/ethical resonances. The chapters in this book were originally published in the journals Water International and International Journal of Water Resources Development.

Between 1970 and 2021, the number of people living in cities increased from 1.19 billion to 4.46 billion, while the Earth’s surface temperature climbed by 1.19 degrees Celsius above its preindustrial levels. Because of the prosperity they helped generate, cities have been a major cause of this climate change. However, it is also in cities that many of the solutions to the climate crisis—in terms of both adaptation and mitigation—will be found, not least because by 2050, almost 70 percent of the world’s population will call cities home. As such, cities are the key to arguably the greatest public policy challenge of our times. To take stock of how green, how resilient, and how inclusive cities globally are today, Thriving: Making Cities Green, Resilient, and Inclusive in a Changing Climate defines a global typology of more than 10,000 cities. It finds that there is wide variation in how green, resilient, and inclusive cities are around the world. It asks how climate change impacts cities and, conversely, how cities affect climate. Vicious cycles in development could occur as cities become more vulnerable to extreme events and the challenges compound and cascade. Finally, this report provides a compass for policy makers on policies that can help cities not only survive but also thrive in the face of the perils of climate change. Policy makers can and must act now to chart a more sustainable trajectory.

This book presents solutions to address water security in rapidly urbanizing cities, and explores the new paradigms of water security in changing contexts.
