This book examines the security arrangements of the Persian Gulf, with a particular focus on Iran's security plans since the beginning of the Islamic Revolution and follows it during Hassan Rouhani presidency. The book provides responses to the questions regarding the security plans of the Islamic Republic of Iran vis a vis the Persian Gulf and why the plans of the Rouhani government in this regard have not been welcomed by the countries of the region. It also analyses the security approach to establish comprehensive and lasting security in this region. Highlighting the importance of Iran's plans during Rouhani's presidency, the author indicates that it provides a codified and clear solution for achieving security in the region from the viewpoint of Iran. These plans have come closer to the logic of realism and has moved away from the idealism of the past plans. Seeking to create a balance against other actors in the region, Iran's plans are not welcomed by the region`s countries, because it seeks to bring other actors such as Russia and China to the Persian Gulf in order to balance against the United States. The book designs a security model for sustainable security in the Persian Gulf and how to achieve a model for regional dialogue. Gulf stability is coming to play a larger role in the foreign policy calculus of many states, but the evolving role of Asian powers is largely under-represented in the International Relations literature. This volume addresses this gap with a set of empirically rich, theory driven case studies written by academics from or based in the countries in question. The underlying assumption is not that Asian powers have already become important security actors in the Gulf, but rather that they perceive the Gulf as a region of increasing strategic relevance. The U.S. military maintains a significant presence across the Arabian Peninsula but it must now confront a new and emerging dynamic as most Gulf Cooperation Council countries have begun to diversify their political, economic, and security partnerships with countries other than the United States—with many turning to ascending powers such as China, Russia, and India. For Gulf Arab monarchies, the choice of security partner is made more complicated by increased domestic and regional instability stemming in part from Iraq, Syria, and a menacing Iran: factors that threaten to alter totally the Middle East security dynamic. Understanding the dynamics of base politicization in a Gulf host nation—or any other—is therefore vitally important for the U.S. today. Gulf National Security and the U.S. Military examines both Gulf Arab national security and U.S. military basing relations with Gulf Arab monarchy hosts from the Second World War to the present day. Three in-depth country cases—Saudi Arabia, Bahrain, and Oman—help explain the important questions posed by the author regarding when and why a host nation either terminated a U.S. military basing presence or granted U.S. military basing access. The contradictory trends of the 'post-Arab Spring' landscape form both the backdrop to, and the focus of, this volume on the changing security dynamics of the Persian Gulf, defined as the six GCC states plus Iraq and Iran. The political and economic upheaval triggered by the uprisings of 2011, and the rapid emergence of the Islamic State of Iraq and Syria in 2014, have underscored the vulnerability of regional states to an intersection of domestic pressures and external shocks. Small states are often believed to have been resigned to the margins of international politics. However, the recent increase in the number of small states has increased their influence and forced the international community to incorporate some of them into the global governance system.
