The Politics Of Collaborative Public Management

eBook Download

BOOK EXCERPT:

Although one often thinks of collaborative management and related group problem-solving as different interests coming together in "peaceful harmony," nothing could be further from reality. Collaboration in real-world action requires steering and negotiation in virtually every situation, with a considerable process that precedes agreement. This progression is, in effect, a "mini" political and managerial process we have come to know as collaborative politics and its management. This volume explores the process and operations of collaboration and collaborative politics, from routine transactions—or "small p" politics—to the significant issue forces, or "big P" politics. Collaboration is defined here as the process of facilitating and operating in multiorganizational arrangements for addressing problems and producing solutions through the contributions of several organizations and individuals. Throughout the book, readers are gradually exposed to analysis of key findings in collaborative politics from the long research tradition in policy and political science. This book adapts a series of stories to highlight some of the dynamics of collaborative politics from a range of jurisdictions. It further analyzes the efficacy of storytelling as a learning tool and contributor to practice in different contexts. With collaborative politics often associated with negotiations among administrative actors, authors Drs. Robert Agranoff and Aleksey Kolpakov demonstrate how interorganizational/interagency collaboration operates and is managed, as well as how it has been modified or adjusted in its fundamental core concepts of bureaucratic organization and hierarchy. The Politics of Collaborative Public Management is designed as a core text for undergraduate and graduate classes on collaborative management and governance.

Collaborative Public Management

BOOK EXCERPT:

Local governments do not stand alone—they find themselves in new relationships not only with state and federal government, but often with a widening spectrum of other public and private organizations as well. The result of this re-forming of local governments calls for new collaborations and managerial responses that occur in addition to governmental and bureaucratic processes-as-usual, bringing locally generated strategies or what the authors call "jurisdiction-based management" into play. Based on an extensive study of 237 cities within five states, Collaborative Public Management provides an in-depth look at how city officials work with other governments and organizations to develop their city economies and what makes these collaborations work. Exploring the more complex nature of collaboration across jurisdictions, governments, and sectors, Agranoff and McGuire illustrate how public managers address complex problems through strategic partnerships, networks, contractual relationships, alliances, committees, coalitions, consortia, and councils as they function together to meet public demands through other government agencies, nonprofit associations, for-profit entities, and many other types of nongovernmental organizations. Beyond the "how" and "why," Collaborative Public Management identifies the importance of different managerial approaches by breaking them down into parts and sequences, and describing the many kinds of collaborative activities and processes that allow local governments to function in new ways to address the most nettlesome public challenges.

Governance Networks In Public Administration And Public Policy

eBook Download

BOOK EXCERPT:

What do public administrators and policy analysts have in common? Their work is undertaken within networks formed when different organizations align to accomplish some kind of policy function. To be effective, they must find ways to navigate complexity and generate effective results. Governance Networks in Public Administration and Public Policy describes a variety of trends and movements that have contributed to the complexity of these systems and the challenges that must be faced as a result. Providing a theoretical and empirical foundation in governance networks, the book offers a conceptual framework for describing governance networks and provides a holistic way to conceive their construction. The text details the skills and functions of public administrators in the context of networked relationships and presents the theoretical foundations to analyze governance networks. It identifies the reforms and trends in governing that led to governance networks, explains the roles that various actors take on through networked relationships, highlights the challenges involved in the failure of networked activities, and illustrates how policy tools are mobilized by these relationships. Be a part of building governance networks 2.0! The author’s website contains support materials such as PowerPoint® presentations, writable case study templates, and other useful items related to building the field’s capacity to describe, evaluate, and design governance networks using the framework of this book. You can post case studies of governance networks, draw on other’s case study materials, and learn about research and educational opportunities. Based on research and real-life experience, the book highlights the interplay between public actors and policy tools. The authors demystify this complex topic of governance networks and explore the practical applications of the conceptual framework. Practical and accessible, the book presents concepts in such a way that readers can engage in these ideas, apply them, and deepen their understanding of the dynamics unfolding around them.

The Impact Of The Social Sciences

eBook Download

BOOK EXCERPT:

In the modern globalized world, some estimates suggest that around 40 million people now work in jobs that ‘translate’ or mediate advances in social science research for use in business, government and public agencies, health care systems, and civil society organizations. Many large corporations and organizations across these sectors in the United States are increasingly prioritizing access to social science knowledge. Yet the impacts of university social science continue to be fiercely disputed. This key study demonstrates the essential role of university social science in the ‘human-dominated’ and ‘human-influenced’ systems now central to our civilization. It focuses empirically on Britain, the second most influential country for social science research after the US. Using in-depth research the authors show how the growth of a services economy, and the success of previous scientific interventions, mean that key areas of advance for corporations, public policy-makers and citizens alike now depend on our ability to understand our complex societies and economies. This is a landmark study in the evidence-based analysis of social science impacts. Foreword in the US edition "The Impact of the Social Sciences in the UK – A View from the US" is by Kenneth Prewitt, Columbia University.
