In the 1980s some developing countries adopted orthodox market-oriented policies in response to international economic crises, others experimented with alternative programs, and still others failed to develop coherent adjustment strategies of any sort. Building on the case studies in Economic Crisis and Policy Choice, these essays offer comparative analysis of these divergent experiences with macroeconomic stabilization and structural adjustment. Barbara Stallings and Miles Kahler explore the external pressures on governments. Peter Evans and John Waterbury examine the role of the state in the adjustment process, Evans through the lens of earlier historical experience with economic restructuring, Waterbury by focusing on the politics of privatization. Joan Nelson analyzes the politics of income distribution in the adjustment process, and Haggard and Kaufman investigate the political correlates of inflation and stabilization. A final essay assesses the prospects for combining market-oriented reforms with political democratization.

In 1990 Zimbabwe embarked on economic liberalisation. The country's economic associations, notably that erstwhile proponent of protectionism, the Confederation of Zimbabwe Industries, had successfully lobbied for gradual reform. While state autonomy has often been regarded as a vital condition for reform, in Zimbabwe societal groups have induced an initially recalcitrant government to reconsider its basic policies. After 1980 the government tried to limit political competition. However, because of the perceived need for racial reconciliation following the guerrilla war, it maintained dialogue with settler-dominated interest groups along the pattern of societal corporatism established in the 1930s. By contrast, African associations, particularly labour unions, have regularly been subjected to regimentation. The government, however, has listened more closely to the demands of African farmers, who want to preserve parastatal marketing and governmental determination of prices. In Zimbabwe key urban groups support liberalisation while key rural groups do not. Theories of urban bias must therefore be qualified.

This volume explores the role of informal networks in the politics of Middle Eastern economic reform. The editor's introduction demonstrates how network-based models overcome limitations in existing approaches to the politics of economic reform. The following chapters show how business-state networks in Egypt, Morocco, Tunisia, Syria, Lebanon, and Jordan have affected privatization programs and the reform of fiscal policies. They help us understand patterns and variation in the organization and outcome of economic reform programs, including the opportunities that economic reforms offered for reorganizing networks of economic privilege across the Middle East.

This book examines the dynamics shaping the economic process of economic liberalisation in Indonesia since the mid-1980's. Much writing on the process of economic liberalisation in developing countries views economic liberalisation as the victory of economic rationality over political and social interests. In contrast, this book argues that economic liberalisation should not be understood in these terms, but rather in the way that political social interests shape processes of economic reform in both a positive and negative sense. Specifically, Rosser argues that economic liberalisation needs to be understood in terms of the extent to which economic crises shift the balance of power and influence within society away from coalitions opposed to reform and towards those in favour of reform. In the Indonesian context, the main coalitions that need to be examined in this respect are the politico-bureaucrats and the conglomerates who have generally opposed reform and mobile capitalists who have generally supported reform. Based on extensive original research, and providing much new material, the book considers the politics of economic policy-making in Indonesia in a range of sectors including the capital market, intellectual property law, the banking industry, and the trade and investment sectors. Analysing why the nature of economic policy in Indonesia has varied over time, this study argues that there is nothing inevitable about a transition to a fully-fledged liberal market order in Indonesia, and outlines possible future scenarios for the country's political economy.

In many discussions of nations' development, we often focus on their economic and social development. Is it becoming wealthier? Is its society modernizing? Agricultural policy reform is one of the major challenges facing India today. Such reform is required to reduce poverty through faster agricultural growth and to promote more sustainable use of natural resources while ensuring food security. Subsidy policies that promote the use of fertilizer and of electricity for groundwater irrigation are in particular need of reform. While subsidies for these two inputs played a crucial role in achieving India's Green Revolution, they have been criticized during the past decade for benefitting large-scale farmers more than smallholders, placing a fiscal burden on the state, and having negative environmental effects. By analyzing the evolution of these input subsidy policies and examining the political processes involved in efforts to reform them, this study throws new light on the factors that have so far prevented a move toward more pro-poor and environmentally sustainable agricultural input policies in India. The authors show that electoral politics, institutional factors, and policy paradigms or belief systems all play an important role in blocking reform. They identify several policy reform options as well as political strategies that can overcome past obstacles to reform. Community-based policy solutions, new coalitions for policy reform, fresh approaches to the policy debate, innovative and consensus-oriented forms of deliberation, and effective use of research-based knowledge can all make positive contributions to Indian policy reform. The analyses and proposals presented in this study will be a valuable resource for policymakers and stakeholders concerned with the politics of agricultural development.

The author argues in this text that the much-vaunted reform and liberalisation of Egypt's economy has been partial and selective, far from beneficial to all Egyptians. While the encouragement of the private sector has indeed benefited some, it has failed to improve the standard of living of others, in particular the lower middle classes and a large part of the landless rural population. Most importantly, economic reform and liberalisation have failed to produce a greater degree of political democracy: notions of political accountability, clean elections, a genuinely free press, the containment of police powers have turned out to be a great delusion which masks restrictions on political participation and civil liberties.
