Recent developments in cultural heritage policy and practice in South-East Europe. Since 2003, the Council of Europe–European Commission joint initiative known as the “Ljubljana Process: rehabilitating our common heritage” has set out to unlock the potential of the region’s rich immovable cultural heritage, working with national authorities to accelerate the development of democratic, peaceful and open societies, stimulate local economies and improve the quality of life of local communities. In 2003, the region was overcoming the effects of the traumatic transition to a market economy. Since then, it has been hit hard by the economic crisis of 2008, and more recently by an unprecedented migration crisis. Despite the challenges facing the region in the field of cultural heritage, the present situation can be seen as an opportunity to use the lessons learned from the Ljubljana Process to avoid the traps laid by the cumulative and sometimes inconsistent heritage-protection legislation of the past 60 years, overcoming the legacy of the top-down approach that privileges the “high art” canon rather than the local heritage that reflects the culture of everyday life and which often means more to most people. The authors suggest that selecting from innovative practice elsewhere could make heritage management smarter so that it more directly meets the needs of modern society and individual citizens. This volume reflects the views of international experts involved in the joint initiative and complements earlier studies on the impact of the Ljubljana Process by experts from within the region (Heritage for development in South-East Europe, edited by Gojko Rikolović and Hristina Mikić, 2014) and from the London School of Economics and Political Science (The wider benefits of investment in cultural heritage. Case studies in Bosnia and Herzegovina and Serbia, edited by Will Bartlett, 2015).

Notions of authenticity lie at the heart of many questions about heritage and identity in the built environment. These questions are most pertinent when buildings have been destroyed in disaster or war, and the built fabric is being reconstructed to reinstate traditional or historic appearances in place of what was lost. Authentic Reconstruction examines this idea of reconstruction, using it as a prompt to examine a range of deeper issues on heritage and the built environment. From post-WWII reconstruction programmes through to the rebuilding of historic cultural landscapes lost in natural disasters, this collection of essays by heritage specialists provides a wide range of case-studies and discussions. Each presents responses to crises and lessons learned, in order to extrapolate general guidelines for future actions by politicians, architects and planners in reconstructing buildings. The book also looks beyond disaster and war, noting how authenticity bears on political intentions and image building, exploring how reconstruction is used to tell a political or historical story, so conditioning the ways in which the built environment is perceived and appreciated by its users. This is not just about the buildings as bricks and mortar, but about perceptions of identity and the social and historical values which buildings and spaces embody for a richly diverse population. This book will be valuable to all who are concerned with heritage as practitioners or consumers, particularly those concerned with reconstruction and the creation of authentic places and experiences: architects, architectural historians, town planners, preservationists, conservationists, and those involved in heritage management and material culture.

The work of the Council of Europe in the field of cultural heritage has increasingly emphasised an integrated approach that combines the promotion and protection of cultural diversity, democratic governance and democratic innovation. This publication on the Technical Co-operation and Consultancy Programme (TCCP) not only presents an overview of the Council of Europe’s work in the field of cultural heritage over the last 40 years, but also lays out the evolutionary progression of the Organisation’s work in this field, offering a comprehensive analysis of its activities and demonstrating the role of heritage in revitalisation and sustainable development. The analysis presents three main perspectives – monuments and sites, historic towns and territories – through the processes and results of major heritage projects conducted within the TCCP, in association with the European Commission, since 2003. It is hoped that the experience and methodologies of the TCCP will provide insight for future initiatives, capitalising on the opportunity to situate heritage in transversal projects that address major contemporary issues such as demographic change, migration, socio-economic crises and climate change.

This book discusses architectural excellence in Islamic societies drawing on textual and visual materials, from the Aga Khan Documentation Center at MIT, developed over more than three decades. At the core of the discussion are the efforts, processes, and outcomes of the Aga Khan Award for Architecture (AKAA). The AKAA recognises excellence in architectural and urban interventions within cities and settlements in the Islamic world which are continuously challenged by dramatic changes in economies, societies, political systems, decision-making, and environmental requirements. Architectural Excellence in Islamic Societies responds to the recurring question about the need for architectural awards, arguing that they are critical to validating the achievements of professional architects while making their contributions more widely acknowledged by the public. Places are locations of value where psychological and cultural needs are satisfied. Human relationships with particular environments play a key role in motivating, developing, and nurturing the life of societies. Undifferentiated space becomes ‘place’ as we understand it better and its built and natural forms become endowed with value. However, misunderstanding the critical importance of heritage locations, particularly based on rejection of local and regional distinctiveness, has often led to their destruction. Featuring essays from across central Europe and beyond, and aimed at practitioners, decision makers and concerned citizens alike, this book raises awareness about the responsibility that we bear for every action taken that modifies the formal and socio-cultural context. Potentially, these actions can negatively impact the cultural landscape. Learning to recognize the essential value of heritage to the ‘place-ness’ of our cities and landscapes is vital in helping us to preserve and enjoy their intrinsic beauty and cultural importance.

Urban regeneration is often regarded as the process of renewal or redevelopment of spaces and places. There is a need to look at tourism and urban regeneration with a particular focus on cultural heritage. Cultural heritage consists of tangible heritage (such as historic buildings) and intangible heritage (such as events). The wider need and impact for such work is that places plan for change to keep up with the shifts in demand in the global economy in order for places to maintain a competitive advantage. Moreover, places need to keep up with the pace of global change or they risk stagnation and decline as increased competition is resulting in increased opportunities and choice for consumers. Each chapter in this book explores a specific form of cultural heritage that is driving change in urban spaces. Intended for a wide readership, the book will appeal to students of urban studies, human geography, heritage studies and international tourism management, as well as experts conducting research in and across these areas.

As part of the Institutional Capacity Building Plan, which is the first of the three components of the Regional Programme for Cultural and Natural Heritage in South-East Europe launched in 2003, the first stage of a "transnational theme-based debate" was organised following an assessment of requests from the countries/regions participating in the regional programme: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo/UNMIK, Montenegro, Romania, Serbia and "the former Yugoslav Republic of Macedonia".It was concerned with current heritage policies and legislation and aimed to take stock of the current position in the countries of South-East Europe. It also highlighted the need to undertake an in-depth analysis of certain key areas where difficulties still arise with regard to implementation.

The value of heritage for society is increasingly underscored. This goes hand in hand with a growing interest for local communities’ involvement in heritage management plans. Although this shift in discourse is acknowledged, its practical implementation seems often too ambitious and not easy to apply. Therefore, the Raymond Lemaire International Centre for Conservation (RLICC, University of Leuven) considered “community participation in valuing and managing heritage” a relevant and timely topic for its annual international conference, the “Thematic Week”. This volume reports on the lectures and fruitful debates dedicated to this theme during the 2014 Thematic Week, which took place January 22nd-24th. The conference entailed an integral and holistic approach towards community participation. Focusing traditionally on the conservation of the historic urban environment and immovable heritage, the RLICC took the opportunity to involve both the intangible and movable heritage fields which have a more apparent relation with community participation in managing heritage. The contributions by different international authors, including theoretical reflections, policy / discourse analyses and practical case studies, show that a balanced approach is needed. They evidence that more research is required on the success and on failure factors associated with community participation in heritage preservation and management projects. It appears that taking full advantage of public participation requires considering heritage as an economic, social and intellectual resource for local communities. These added benefits can enhance the value a community attributes to heritage and encourages them to maintain it. This publication was developed in context of the UNESCO Chair on Preventive Conservation, Monitoring and Maintenance of Monuments and Sites (PRECOM3OS), established at the RLICC in collaboration with Monumentenwacht Vlaanderen and the Faculty of Architecture of the University of Cuenca in Ecuador and financially supported by the Janssen Fund for Preventive Conservation.

Report presents a series of analyses and recommendations for fostering the role of culture for sustainable development. Drawing on a global survey implemented with nine regional partners and insights from scholars, NGOs and urban thinkers, the report offers a global overview of urban heritage safeguarding, conservation and management, as well as the promotion of cultural and creative industries, highlighting their role as resources for sustainable urban development. Report is intended as a policy framework document to support governments in the implementation of the 2030 Agenda for Sustainable Urban Development and the New Urban Agenda.
