Although merit system selection and management of public personnel is thought of as the standard for good governance, public employees frequently are appointed by political officials rather than being members of a career civil service. In fact, there has been an increase in the level of patronage appointments and politicization of public administration over the past several decades as political leaders attempt to impose their control over the public bureaucracy. Although widespread, patronage appointments in the public sector are particularly important in Latin America, where there is a tradition of extensive patronage. The Politics of Patronage Appointments in Latin American Central Administrations seeks to understand the motivations of patrons when they make appointments, the roles appointees play, the skills required to play these roles, and what accounts for different modalities of patronage. It moves beyond the conventional condemnation of patronage to examine the multiple uses of political appointments, which can be crucial for obtaining the services of highly qualified individuals who otherwise might not be willing to work in the public sector.

How do Soviet politicians rise to power? How are national and regional regimes formed? How are conflicting political interests brought together as policies are developed in the Soviet Union? In Patronage and Politics in the USSR, first published in 1991, Professor John Willerton offers major insights into the patronage networks that have dominated elite mobility, regime formation, and governance in the Soviet Union during the past twenty-five years. Using the biographical and career details of over two thousand national leaders and regional officials in Azerbaijan and Lithuania, John Willerton traces the patron-client relations underlying recruitment, mobility, and policymaking. He explores the strategies of power consolidation and coalition building used by Soviet chief executives since 1964 as well as the institutional links and policy outcomes that have resulted from network politics. The author also assesses the manner and extent to which leaders in politically stable and less stable settings, spanning different national cultural contexts, have relied upon patronage networks to consolidate power and to govern. Finally, Professor Willerton explores how, in a period of dramatic change, patron-client networks may have given way to institutionalised interest groups and political parties.

Party Patronage and Party Government in European Democracies brings together insights from the worlds of party politics and public administration in order to analyze the role of political parties in public appointments across contemporary Europe. Based on an extensive new data gathered through expert interviews in fifteen European countries, this book offers the first systematic comparative assessment of the scale of party patronage and its role in sustaining modern party governments. Among the key findings are: First, patronage appointments tend to be increasingly dominated by the party in public office rather than being used or controlled by the party organization outside parliament. Second, rather than using appointments as rewards, as used to be the case in more clientelistic systems in the past, parties are now more likely to emphasize appointments that can help them to manage the infrastructure of government and the state. In this way patronage becomes an organizational rather than an electoral resource. Third, patronage appointments are increasingly sourced from channels outside of the party, thus helping to make parties look increasingly like network organizations, primarily constituted by their leaders and their personal and political hinterlands. Western policymakers, political activists and academics alike see patronage as the chief enemy of open, democratic societies. South Asia poses a frontal challenge for this consensus. Here the world's most populous, pluralist and animated democracy is also a hotbed of corruption with persistently startling levels of inequality. Patronage as Politics in South Asia confronts this paradox with calm erudition: sixteen essays by anthropologists, historians and political scientists show, from a wide range of cultural and historical angles, that in South Asia patronage is no feudal residue or retrograde political pressure, but a political form vital in its own right.
