Education policymaking is traditionally seen as a domestic political process. The job of deciding where students will be educated, what they will be taught, who will teach them, and how it will be paid for clearly rests with some mix of district, state, and national policymakers. This book seeks to show how global trends have produced similar changes to very different educational systems in the United States and Japan. Despite different historical development, social norms, and institutional structures, the U.S. and Japanese education systems have been restructured over the past dozen years, not just incrementally but in ways that have transformed traditional power arrangements. Based on 124 interviews, this book examines two restructuring episodes in U.S. education and two restructuring episodes in Japanese education. The four episodes reveal a similar politics of structural education reform that is driven by symbolic action and bureaucratic turf wars, which has ultimately hindered educational improvement in both countries.

This new volume situates current debates about economic reform in Germany in illuminating historical and structural contexts. Showing how economic reform has become the central issue on the German political agenda, raising contentious issues of policy management and posing deeper questions about political beliefs and identities. It also examines the politics of the reform process, outlining competing views about the root causes of Germany’s economic problems, the appropriate policy responses, and the distribution of costs. It situates the reform process in the wider context of the decline of the German economic model (Modell Deutschland) and Germany’s transition from European ‘pace-setter’ to economic ‘laggard’. Particular attention is paid to the following key questions: What continuities and discontinuities can be seen in Germany's political economy? Are globalization and Europeanization associated with a progressive neo-liberal ascendancy in economic reform? Our economies face constant challenges from many different directions. Structural reforms are implemented every day, either to grasp the benefits of globalization and technological change, or to avoid foundering on unaffordable welfare systems or the rise of new economies. Despite this flurry of reforms, many of their effects are insufficiently understood. What makes reforms a success or a failure? Why do we witness systematically ambivalent attitudes to reforms? Can governments implement reforms differently, without inflicting prejudice to large fringes of the population? This book explores these issues by comparing a number of reforms, across a large set of countries and sectors. First, through an innovative multisectorial input-output analysis, the authors compare the effects of liberalisation reforms in the telecommunication and electricity sectors across Europe. Surprisingly, they find that very similar and well-intended reforms can generate highly contrasted outcomes. It is also shown that governments must consider the effects of each reform on all sectors of the economy. Second, the authors explore how governments can tailor their reform strategy to alter the redistributive effects of reforms. They show that the government's approach to reforms has been very different across time and across countries. A government's approach depends on local institutions, on the nature of the opposition, and on the scope of the reform under way. The authors, however, show that governments do have alternatives. Often, there are ways to tailor reforms so as to protect specific parts of the population; and there are ways to experiment gradually, to avoid costly policy mistakes.

This book addresses the complex phenomenon in higher education of structural reforms in higher education systems. Across the globe, governments initiate comprehensive reforms of their higher education systems because they want their models to be the best and to excel at what they do. This regularly requires governments to change the higher education landscape to achieve their set objectives. Changes can include merger processes, the introduction of a new sector of higher education or a new type of higher education institution or excellence initiative. This book explores the current understanding of how successful such comprehensive reforms have been through an examination of eleven reform cases in European countries. For each reform, the different phases of the policy process – policy objectives, design, implementation, policy tools and evaluation – are systematically described and analysed to provide an overview of the factors that contribute to the success or failure of the reforms.

'Attitudinal change' in the context of economic reforms has been referred to in Rodrik and Subramanian (2005), DeLong (2003), Kohli (1989), and Panagariya (2004, 2008). This dissertation provides empirical support for this literature, establishing an earlier start for India's economic policy liberalisation than presented in stylized accounts. It demonstrates the endogenous nature of the origins of these policy shifts. 'Attitudinal change' literature had directed attention to the need for further research into India's policy changes of the early 1980s and for studying broader comparability issues in other developing countries. This research makes a contribution towards filling these gaps. This dissertation shows that India started its economic liberalisation under the Indira Gandhi administration from 1980 to 1984. These findings depart from the conventional view that India's economic policy changes were initiated by the Narasimha Rao government in 1991, or by the Rajiv Gandhi administration in the mid to late 1980s. The dissertation establishes that policy shifts of the early 1980s had endogenous origins in the political leadership's attitudinal changes. The Indira Gandhi administration of the early 1980s revisited the statist policies of its previous tenure from 1966 to 1977. The new approach entailed more openness towards private enterprise, scaling back the role of the public sector, and starting India's integration into the global economy. The dissertation also discusses the comparable role of attitudinal changes at the start of China's policy liberalisation led by Deng Xiaoping from 1978 to 1982. It focuses on the significance and challenges faced by China's political leadership in bringing about societal attitudinal change. The dissertation concludes by drawing comparisons between India and China, developing a linkage between their endogenous attitudinal changes and economic policy liberalisation.

Which political and institutional factors trigger reforms that enable the poor to benefit from the process of economic growth? How can the incentives of policy makers be influenced in order to achieve such a dynamic? These are the questions this study seeks to address by examining the transition process in post-communist countries. The author argues that political competition within an accepted and respected institutional environment has been a driving force in shaping the direction and success of transition reforms. Evidence shows that in countries with a sufficient degree of political competition, citizens responded to economic crises by calling for economic liberalization. Economic liberalization removed existing distortions, increased economic efficiency and raised public welfare. This activated a dynamic, self-enforcing reform process that also strengthened the political and economic power of the poor. In the absence of political competition, such a process failed to emerge, thereby contributing to the persistence of poverty. Based on these findings, there is good reason to postulate that some level of political competition is essential for transition reforms to improve economic efficiency and public welfare in a sustainable manner.

It looks at Chinese economists’ conceptions of the necessity for change and compares China’s reforms with similar ones carried out by the Soviet Union and Eastern Europe.
