​Winner of the AERA Division B Outstanding Book Recognition Award This book examines the dynamics surrounding the education of children in the unofficial schools in China’s urban migrant communities. This ethnographic study focuses on both the complex structural factors impacting the education of children attending unofficial migrant children schools and the personal experiences of individuals working within these communities. As the book illustrates in careful detail, the migrant children schools serve a critical function in the community by serving as a hub for organized collective action around shared grievances related to issues of education, employment, wellbeing, and other social rights. In turn, the development of a collective identity among teachers, students, parents, and other members in the migrant communities makes it possible for activists to begin to working to address multiple forms of discrimination and maltreatment while simultaneously moving towards the possibility of more profound social transformation.

By concentrating on the topic of school enrolment policy for rural-to-urban migrant children in China, this book analyses the unequal power relations and structural inequalities that can appear in the context of education. The author complements current knowledge by applying theoretical resources of policy sociology, in particular the thinking of Pierre Bourdieu, into analysis of educational policymaking in the Chinese context. He takes a policy trajectory approach to trace the (unequal) power relations and structural inequalities invested and realised in the school enrolment policy. Rooted in rich qualitative data from five metropolises, he examines both external influences of politics, economy and public policy on educational policy agenda setting and discursive practices within the educational policy cycle, inherent in the post-2013 restrictive school enrolment policy. Structural constraints and agency in the local context are also explored, indicating that the intersectional effects of political, economic, and civic logic can result in differentiated modes of policy enactment. The study will be of interest to scholars, students, policymakers and practitioners in helping address policymaking and social justice in education for migrants and other marginalised groups.

Highlighting the changing landscape of Chinese urban state schools under the pressure of recruiting a tremendous number of migrant children, this book examines the quality of state educational provisions from demographic, institutional, familial and cultural angles. Rooted in rich qualitative data from five Chinese metropolitan cities, it identifies the demographic changes in many state schools of becoming ‘migrant majority’ and the institutional reformation of ‘interim quasi-state’ schools under a low cost and inferior schooling approach. This book also digs into the ‘black box’ of cultural reproduction in school and family processes, revealing both a gloomy side of many migrant children’s academic underachievement as a result of troubled home-school relations and a bright side that social inclusion of migrant children in state school promotes their adaptation to urban life. The author concludes that migrant children’s experiences in state (and quasi-state) schools turn them into a generation of ‘new urban working-class’. This book examines citizenship as practiced in China today from a variety of angles. Citizenship in China—and elsewhere in the Global South—has often been perceived as either a distorted echo of the ‘real’ democratic version in Europe and North America, or an orientalized ‘other’ that defines what citizenship is not. By contrast, this book sees Chinese citizenship as an aspect of a connected modernity that is still unfolding. The book focuses on three key tensions: a state preference for sedentarism and governing citizens in place vs. growing mobility, sometimes facilitated by the state; a perception that state-building and development requires a strong state vs. ideas and practices of participatory citizenship; and submission of the individual to the ‘collective’ (state, community, village, family, etc.) vs. the rising salience of conceptions of self-development and self-making projects. Examining manifestations of these tensions can contribute to thinking about citizenship beyond China, including the role of the local in forming citizenship orders; how individualization works in the absence of liberal individualism; and how ‘social citizenship’ is increasingly becoming a reward to ‘good citizens’, rather than a mechanism for achieving citizen equality. Global migration, the rise of popular nationalism, and the quest by diverse racial, ethnic, cultural, linguistic, and religious groups for recognition, civic equality, and structural inclusion within their nation-states have complicated the attainment of citizenship in countries around the world. Virulent and pernicious nationalism in some nations, including the United States, the United Kingdom, Hungary, Switzerland, and Italy, has made it difficult for migrant, refugee, and other marginalized groups to attain citizenship rights and to fully participate in their nation-states. The enormous increase in the number of migrant and refugees in many nations has also complicated citizenship acquisition for marginalized populations. In this book, scholars working in civic education from selected nations share perspectives, policies, research, and strategies for constructing and implementing civic education programmes that will help students from diverse racial, ethnic, cultural, linguistic, and religious groups attain political efficacy and become structurally integrated and fully participating citizens of their nation-states.
