Langholtz examines how psychology and other social sciences can offer both theoretical explanations and practical applications in the resolution and amelioration of potentially violent international conflicts. Since the end of the Cold War and bipolar ideologies, the international community has been willing to intervene using approaches that are founded as much in psychology as in force and these remedies have not been confined to the violent periods of conflicts. This book examines psychological interventions and issues during three phases of conflicts. First, the book examines measures available in advance of a threatening conflict through early intervention and an examination of ethnopolitical issues, economic problems, and potential diplomatic solutions. Second, psychological facets of peacekeeping are examined: the selection of peacekeepers, psychological ambiguities of peacekeeping, and the numbing that comes with widespread suffering. Finally the book examines the psychological measures available to strengthen a cease-fire, deal with mines and related after-effects of war, encourage reconciliation, and hasten the return to a stable and durable peace.

International Peacekeeping is devoted to reporting upon and analyzing international peacekeeping with an emphasis upon legal and policy issues, but is not limited to these issues. It is recognized that in today's world there is a wealth of information available from the internet and through other sources. It is therefore the goal of this Yearbook to make this information available in one publication which both organizes and records events over the course of a year through analytical articles, a chronicle, primary documents, and a bibliography. As long as there have been wars, there have been peace processes to settle them. In the 12th century BC, the Egyptians and Hittites concluded one of the earliest peace treaties still in existence. Peacekeeping as understood as a modern concept emerged out of the League of Nations after World War I. The League fielded many international military operations that were essentially deployments by the victorious Allied powers to oversee local plebiscites. This book offers a detailed examination of the effectiveness of the peacekeeping operations of the African Union. Despite its growing reputation in peacekeeping and its status as the oldest continental peacekeeper, the performance of the African Union (AU) has hitherto not been assessed. This book fills that gap and analyses six case studies: Burundi, Comoros, Somalia, Mali, Darfur and the Central African Republic. From a methodological perspective it takes a problem-solving approach and utilises process tracing in its analysis, with its standard for success resting on achieving negative peace (the cessation of violence and provision of security). Theoretically, this study offers a comprehensive list of factors drawn from peace literature and field experience which influence the outcome of peacekeeping. Beyond the major issues, such as funding, international collaboration and mandate, this work also examines the impact of largely ignored factors such as force integrity and territory size. The book modifies the claim of peace literature on what matters for success and advocates the indispensability of domestic elite cooperation, local initiative and international political will. It recognises the necessity of factors such as lead state and force integrity for certain peace operations. In bringing these factors together, this study expands the peacekeeping debate on what matters for stability in conflict areas. Using a unique application of Third World Approaches to International Law (TWAIL), this book provides a critical, interdisciplinary, examination of the contemporary practice of UN peacekeeping. Is peacekeeping intervention? Since its conception in the mid-1950s, peacekeeping has significantly evolved from traditional, lightly armed, passive operations to robust, multi-dimensional stabilisation peacekeeping operations. This raises questions as to whether this is simply a natural evolution of peacekeeping or whether it marks an expansion of the concept beyond its boundaries, pushing it into the realm of peace enforcement or intervention. In response, this book examines the frameworks which govern UN peacekeeping and seeks to understand the relationship between peacekeeping and the principle of non-intervention. Providing practical examples from the United Nations’ operations in the Democratic Republic of the Congo and drawing upon interviews with key international actors including UN personnel, the book explores the boundaries of peacekeeping, contending that peacekeeping, at times, becomes a form of intervention. This, the book argues, is detrimental both to the concept of peacekeeping and to the host state, and it concludes by offering a series of recommendations to re-affirm peacekeeping’s boundaries and amplify the effectiveness of contemporary peacekeeping. The international community increasingly responds to civil wars, humanitarian crises, and other intrastate conflicts through the instrument of UN peacekeeping. Nearly all of these interventions take place in non-Western areas and involve interactions among militaries and nongovernmental organizations from all around the globe. In this wide-ranging book, Rubinstein draws on decades of his own research on peacekeeping, and on other current and historical cases, to develop a broad understanding of the roles that culture plays in peacekeeping's success or failure. Peacekeeping under Fire shows that cultural considerations are key elements at all levels of peacekeeping operations. Culture influences what happens between peacekeepers and local populations, how military and nongovernmental organizations interact, and even how missions are planned and authorized. Peacekeeping under Fire analyzes how political symbolism and ritual are critical to peacekeeping and demonstrates how questions of power, identity, and political perception emerge from the cultural context of peacekeeping.

While serving in United Nations peacekeeping missions, some peacekeepers sexually exploit and abuse the local population, a fact which erupted into a scandal published by many media outlets in 2005 and 2006. This book analyzes factors which may increase the risk of such behavior as well as measures the UN has taken which may have decreased the number of incidents. Using a mixed methods design, the book argues that previous analyses have been largely undertheorized—with the exception of gender theories—and turns to criminology to look at the phenomenon of so-called “Sexual Exploitation and Abuse” (SEA) in a new light. The three risk factors found to increase the likelihood of SEAs are an environment of sexual violence in the mission’s host country, the presence of internally displaced persons close to the mission, and a lack of supervised or regulated contact with the local population. In turn, the presence of an office whose purpose is to collect reports and investigate allegations, training on preventing SEAs for the incoming peacekeepers, and campaigns to empower the local population on these issues all seem to reduce the risk of sexual exploitation and abuse occurring. By using a statistical analysis followed by case studies of the UN peacekeeping missions in the Democratic Republic of the Congo, Liberia, and the Golan Heights, the author demonstrates the importance these factors have in the peacekeepers’ behavior on the mission, providing a solid basis upon which future policy recommendations can be made.
