As the practices of public governance are rapidly changing, so must the theoretical frameworks for understanding the creation of efficient, effective and democratic governance solutions. First published as a special issue of Policy & Politics journal, this book explores the role of strategic management, digitalisation and generative platforms in encouraging the co-creation of innovative public value outcomes. Few will deny that public service broadcasting?broadcasting that is controlled neither by the state nor by private media corporations?is an essential ingredient in modern democracy. But, as a number of initiatives in transition economies have shown, the inception and development of a strong public broadcasting system is a Herculean task that is easily sidetracked by politics or ideology, or stalled by lack of funding. Especially when state budgets are stretched, the expense is hard to justify. This collection of documents, comments, and cases brings all the major issues in public service broadcasting policy into focus and sets the problems to be addressed in sharp relief. Transitions to Competitive Government demonstrates how government can add value to a region, a nation, a state, its citizens, and their social values through speed, consensus, and performance. It does this in three stages. First, it shows competitive government to be entrepreneurial in seeking resources, jobs, and social services. Second, it provides case studies that offer examples of the challenges faced, strategies utilized, and implementing processes employed by various levels of government. Third, it explicates a global benchmarking process for evaluating government reforms and their progress in yielding increased competitiveness.

This technical note and manual (TNM) explains what accrual accounting means for the public sector and discusses current trends in moving from cash to accrual accounting. It outlines factors governments should consider in preparing for the move and sequencing of the transition. The note recognizes that governments considering accounting reforms will have different starting points across the public sector, different objectives, and varying coverage of the existing financial statements, it therefore recommends that governments consider each of these, and the materiality of stocks, flows and entities outside of government accounts when planning reforms and design the sequencing and stages involved accordingly. Building on international experiences, the note proposes four possible phases for progressively increasing the financial operations reported in the balance sheet and operating statement, with the ultimate aim of including all institutional units under the effective control of government in fiscal reports.

The paper examines labor market developments in the four hard-peg European Union (EU) accession candidates during transition, with a view toward understanding the persistent high unemployment experienced in each country. Despite the significant levels of unemployment in all four countries, labor market developments suggest that the strongest and earliest reformers have had the best labor market performance as well. It is crucial that all four countries continue their policies aimed at encouraging investment and job creation. Accession to the EU will present challenges to labor markets.

In recent years, the IMF has released a growing number of reports and other documents covering economic and financial developments and trends in member countries. Each report, prepared by a staff team after discussions with government officials, is published at the option of the member country.

Exacerbated by the Great Recession, youth transitions to employment and adulthood have become increasingly protracted, precarious, and differentiated by gender, ethnicity, and socioeconomic status. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3½-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.
