First published in 1992. In 1972, the UN Conference on the Human Environment initiated the process of world environmental cooperation. This study is about GEMS (the Global Environment Monitoring System) which the Conference recommended be set up to generate data and information necessary for worldwide environmental assessment. This book examines the genesis and evolution of GEMS, and the complex task involved in establishing GEMS and making it perform its functions. It relates GEMS to the factors which have shaped the international environmental agenda and cooperation since 1972. In particular, it highlights North-South differences and the problems inherent in the international organizations belonging to the UN system, vis-á-vis the novel and multifaceted challenges involved in dealing with systemic, cross-sectoral nature of global environmental problems. The lessons of GEMS and other issues presented in this book are highly relevant to the continuing efforts to set up effective programmes for ‘earthwatching’ and to promote international environmental cooperation. They also relate more broadly to the challenges of managing global interdependence and to the need to devise supporting organizational structures through reform and strengthening of the UN system. There has been a concurrent growth in interest in the institutions that deal with global environmental issues. A vast number of international organizations address these matters; this volume provides an overview of the major global institutions attempting to protect the natural environment. In recent years, the debate on the establishment of a new international agency on environmental protection - a 'World Environment Organization' - has gained substantial momentum. The interdisciplinary collection of essays investigates whether UNCED and its output were appropriate for averting global environmental and developmental catastrophe. The intellectual debate inside and outside UNCED has been dominated by powerful entrenched interests which marginalise rival interpretations of the crisis and block possible alternative ways forward. The crisis is therefore being tackled by a continuation of the very policies that largely caused it in the first place.

These proceedings of a NATO Advanced Research Workshop on "Environmental Reconstruction in Headwater Areas" provide a landmark in the evolution of a distinctive movement, perhaps an emerging new philosophy, within the practice of headwater management. The Headwater Control movement traces its history back to the First International Conference on Headwater Control, Prague, 1989. Throughout this brief history, Headwater Control has remained a typical environment movement 'ad hocracy'. At its meetings, for every convert to the multidisciplinary, integrative, practical, interventionist, and above-all 'green' ideals of the group, there have been several delegates who have found the whole concept both new and slightly incomprehensible. One reason for this has been the Headwater Control practice of trying to bring together scientists, practitioners, policy-makers and non-government environmentalist organisations. The group's larger meetings have always been federal gatherings. Sponsorship has been shared with invited participation from associations representing hydrological science, soil conservation, erosion control, forestry, environmental activism and so forth. These delegations may have included fellow travellers in the work to protect headwater environments, but their main concerns have not necessarily coincided with the Headwater Control group's prescriptions for the environmental regeneration of headwater regions. The Liberec Workshop, whose proceedings are distilled into this volume, provided a first opportunity for the scattered supporters of Headwater Control to talk among themselves and fmd out to what degree there really is a shared vision of the way forward in headwater management, restoration and protection.

2004 — A Choice Outstanding Academic Book International law has become the key arena for protecting the global environment. Since the 1970s, literally hundreds of international treaties, protocols, conventions, and rules under customary law have been enacted to deal with such problems as global warming, biodiversity loss, and toxic pollution. Proponents of the legal approach to environmental protection have already achieved significant successes in such areas as saving endangered species, reducing pollution, and cleaning up whole regions, but skeptics point to ongoing environmental degradation to argue that international law is an ineffective tool for protecting the global environment. In this book, Joseph DiMento reviews the record of international efforts to use law to make our planet more livable. He looks at how law has been used successfully—often in highly innovative ways—to influence the environmental actions of governments, multinational corporations, and individuals. And he also assesses the failures of international law in order to make policy recommendations that could increase the effectiveness of environmental law. He concludes that a "supranational model" is not the preferred way to influence the actions of sovereign nations and that international environmental law has been and must continue to be a laboratory to test approaches to lawmaking and implementation for the global community.
