The question of how political parties are, and ought to be, regulated has assumed an increased importance in recent years, both within the scholarly community and among policy-makers and politicians as the state assumes an increasingly active role in the management of, and control over, their behaviour and organisation This book concentrates on the regulation of political parties in the EU post-communist democracies, and on Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, Slovenia and Romania, in particular. In analysing the various dimensions of party regulation, it builds on the main premises derived from the neo-institutionalist literature in political science, concerning the ways in which the (formal and informal) rules and procedures may influence, constrain or determine the behaviour of political actors. In doing so, it provides a comprehensive overview of the regulation of Eastern European political parties provided by leading experts in the field and casts theoretical and empirical light on the manner in which the constitutional and legal regulation of party organizations and finances have had an impact (or not) on the consolidation of party politics in post-communist Europe since 1989. This book provides a comprehensive overview of the regulation of party finance in post-Soviet countries by leading academics and practitioners in the field. Political parties are the fabric of democratic politics. In 1991 a new Russia emerged after seven decades of one-party dictatorship, claiming to be on the road towards democracy. In this volume the authors analyse the many contradictions, dilemmas, and paradoxes of reconstituting free party politics and democratic rule in a severely traumatized country. Frequently from a comparative perspective they deal with a range of topics, from the behaviour of the new parties in parliament, the role of ideology in cementing party organizations, to the character and prospects of the transient Russian party system.

Party System Closure maps trends in interparty relations in Europe from 1848 until 2019. It investigates how the length of democratic experience, the institutionalization of individual parties, the fragmentation of parliaments, and the support for anti-establishment parties, shape the degree of institutionalization of party systems. The analyses presented answer the questions of whether predictability in partisan interactions is necessary for the survival of democratic regimes and whether it improves or undermines the quality of democracy. The developments of party politics at the elite level are contrasted with the dynamics of voting behaviour. The comparisons of distinct historical periods and of macro-regions provide a comprehensive picture of the European history of party competition and cooperation. The empirical overview presented in the book is based on a novel conceptual framework and features party composition data of more than a thousand European governments. Party systems are analysed in terms of poles and blocs, and the degree of closure and of polarization is related to a new party system typology. The book demonstrates that information collected from partisan interactions at the time of government formation can reveal changes that characterise the party system as a whole. The empirical results confirm that the Cold War period (1945-1989) was exceptionally stable, while the post-Berlin-Wall era shows signs of disintegration, although more at the level of voters than at the level of elites. After three decades of democratic politics in Europe (1990-2019), the West and the South are looking increasingly like the East, especially in terms of the level of party de-institutionalization. The West and the South are becoming more polarised than the East, but in terms of parliamentary fragmentation, the party systems of the South and the East are converging, while the West is diverging from the rest with its increasingly high number of parties. As far as our central concept, party system closure, is concerned, thanks to the gradual process of stabilization in the East, and the recent de-institutionalization in the West and South, the regional differences are declining. This key volume explores how party and campaign finance in post-communist countries have influenced the development of the party system. Based on an analysis of nine case studies, the work examines how the implementation of public finance affects the pattern of party competition and the role of money in elections. One of the lessons from the post-communist experience is that, no matter how well-designed, public finance systems are subject to constant revision as parties, politicians and business elites exploit loopholes which can undermine the integrity of the entire system. Party and campaign finance systems must therefore be considered in a larger discussion involving party regulation and electoral rules.

This book explores the impact of electoral rules on political party development in Central and East Europe. It finds that ‘high district magnitude’ proportional electoral systems encourage centralised organisational development and campaigning – where communication with voters is conducted primarily via mass, social and digital media – while small electoral districts stimulate grassroots campaigning. As a result, low magnitude electoral systems are more likely to create an active role for party members, stimulating membership recruitment. The book further examines how parties organise and campaign on the ground. The analysis of in-depth surveys and interviews with party elites in Estonia, Lithuania and Slovakia sheds light on areas of party life that are rarely examined, including party fundraising. Overall, the effects of electoral systems on party organisation and campaigning reflect patterns previously observed in Western Europe, demonstrating that a degree of convergence has occurred.

This books examines the institutional foundations of coalition government in the ten post-communist democracies of Eastern and Central Europe for the 1990-2010 period: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia. Its central argument is that differences in the arrangement of political institutions systematically explain variations in patterns of multi-party government across these states. The book starts with the premise that electoral systems and constitutional provisions about the powers, the structure, and the relationship between parliament and the presidency determine the degree to which political power is dispersed or concentrated in the political system. On the basis of these institutional features, three groups of states are distinguished with regard to their degree of power concentration; the substantive chapters of the book demonstrate how these institutional combinations and differences shape three specific facets of party government which capture the main stages of the lifecycle of coalitions governments: the formation of electoral coalitions, government formation and government duration. Specifically, three comparative chapters assess the impact of institutional power concentration on the size of electoral coalitions; the likelihood that political parties form a minority government; and the number of days that a government lasts in office. The main finding of the book is that power concentration matters: political parties in those democracies where institutions are designed to concentrate political power tend to form large electoral coalitions, they tend to form majority rather than undersized governments, and they build more durable cabinets. In addition, the book contains a detailed case study of government formation in Hungary and a previously unstudied comparison of indirect presidential elections in four states: the Czech Republic, Estonia, Hungary and Latvia. This book provides a new analytical perspective on the strategies, membership and communication management of political parties in Poland. The authors address why some political parties have managed to strengthen and survive while others have failed to do the same. The research was carried out in the years 2016–2018, when Poland started to be seen more and more as a weakening democracy. As an in-depth, empirically grounded single-country study of party structure and communication, the book gives an opportunity to draw broader conclusions about the process of party development in the Central and Eastern Europe region three decades since the beginning of democratic transition.

Although party membership has been extensively analysed in the EU Members States from Western and Eastern Europe, there is a gap in systematic data collection and analyses for the other countries in the Balkans and post-Soviet region. This book provides new and innovative insights in the area of party membership research to analyse the evolution of membership organizations in political parties from under-investigated countries. Specifically, it seeks to understand the way in which political parties and the national legislation conceptualize the notion of membership within and across countries. It provides original data and affords a first comprehensive, comparative study of party members in the EU neighbouring countries, which resonate particular interest because some of them occupy the "precarious middle ground between a full-fledge democracy and outright dictatorship".
