In the four years since Hurricane Katrina, volunteers and nongovernmental organizations (NGOs) have been instrumental in supporting community efforts to recover and rebuild from the devastation in the Gulf States region. The period also provides a case study of the complex process of human recovery and the resource and policy constraints on NGO involvement in these efforts. Human recovery is the process of rebuilding social and daily routines and support networks that foster physical and mental health and well-being. To capture lessons learned for improving human recovery efforts in future disasters, RAND researchers conducted a facilitated discussion with NGO leaders representing a broad spectrum of organizations in Louisiana. The results of that discussion highlight ongoing challenges facing NGOs in terms of appropriate recovery models and financing, NGO-government coordination, and processes to formalize and operationalize NGO roles and responsibilities. Drawing on these lessons, this paper also offers a series of state and federal policy recommendations and a set of possible future research directions to assess and address barriers to long-term human recovery efforts.

Building resilience to the world’s increasingly damaging environmental hazards has become a priority. This book considers the scientific advances which have been made around the world to enhance this resilience. Although resilience is not new, it is through the idea of resilience that governments, organisations, and communities around the world are now seeking to address the rapidly increasing losses that environmental hazards cause so that fewer lives are lost, and damage is reduced. Alternative ideas and approaches have been helpful in reducing loss, but resilience offers a fresh and potentially effective means of reducing it further. Adopting a scientific approach and scientific evidence is important in applying the resilience idea in hazard mitigation. However, the science of resilience is at an immature stage of development with much discussion about the concept and how it should be understood and interpreted. Building useful theories remains a challenge although some of the building blocks of theory have been developed. More attention has been given to developing indicators and frameworks of resilience which are subsequently applied to measure resilience to hazards such as flooding, earthquake, and climate change. Environmental Hazards and Resilience: Theory and Evidence considers the scientific and theoretical challenges of making progress in applying resilience to environmental hazard mitigation and provides examples from around the world – including the USA, New Zealand, China, Bangladesh and elsewhere. Markets of Sorrow, Labors of Faith is an ethnographic account of long-term recovery in post-Katrina New Orleans. It is also a sobering exploration of the privatization of vital social services under market-driven governance. In the wake of Hurricane Katrina, public agencies subcontracted disaster relief to private companies that turned the humanitarian work of recovery into lucrative business. These enterprises profited from the very suffering that they failed to ameliorate, producing a second-order disaster that exacerbated inequalities based on race and class and leaving residents to rebuild almost entirely on their own. Filled with the often desperate voices of residents who returned to New Orleans, Markets of Sorrow, Labors of Faith describes the human toll of disaster capitalism and the affect economy it has produced. While for-profit companies delayed delivery of federal resources to returning residents, faith-based and nonprofit groups stepped in to rebuild, compelled by the moral pull of charity and the emotional rewards of volunteer labor. Adams traces the success of charity efforts, even while noting an irony of neoliberalism, which encourages the very same for-profit companies to exploit these charities as another market opportunity. In so doing, the companies profit not once but twice on disaster.

Disasters can cause long-term disruptions to the routines of individuals and communities, placing survivors at risk of developing serious mental health and substance abuse problems. Disaster behavioral health services provide emotional support, help normalize stress reactions, assess recovery options, and encourage healthy coping behaviors. They also connect survivors to community resources that can assist the recovery process. Today’s increasing frequency and intensity of disasters merit greater focus on the development of modalities for intervention and mitigation against the psychological impacts of disaster. In the devastation that follows a major disaster, there is a need for multiple sectors to unite and devote new resources to support the rebuilding of infrastructure, the provision of health and social services, the restoration of care delivery systems, and other critical recovery needs. In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." Displacement has traditionally been conceptualized as a phenomenon that results from conflict or other disruptions in developing or unstable countries. Hurricane Katrina shattered this notion and highlighted the various dilemmas of population displacement in the United States. The dilemmas stem from that of inconsistent terminology and definitions; lack of efforts to quantify displacement risk potential and that factor displacement vulnerability into community plans; lack of understanding of differential needs of "displacees" especially during long-term recovery periods; and policy and institutional responses (or lack thereof) especially as it relates to post-disaster sheltering and housing. Although now a growing and respectable research field, crisis management—as a formal area of study—is relatively young, having emerged since the 1980s following a succession of such calamities as the Bhopal gas leak, Chernobyl nuclear accident, Space Shuttle Challenger loss, and Exxon Valdez oil spill. Analysis of organizational failures that caused such events helped drive the emerging field of crisis management. Simultaneously, the world has experienced a number of devastating natural disasters: Hurricane Katrina, the Japanese earthquake and tsunami, etc. From such crises, both human-induced and natural, we have learned our modern, tightly interconnected and interdependent society is simply more vulnerable to disruption than in the past.
