This book publishes selected papers of the 2nd Sino-Finland Higher Education Forum – Transformation of Higher Education in Innovation Systems in China and Finland, held in Tampere, Finland in 2011. The Forum was jointly organised by the University of Tampere, University of Helsinki, Peking University and Beijing University of Technology. The aim was to bring the higher education researchers, policy makers, administrators and other experts together to exchange experiences and views and to explore current challenges of the role of higher education in innovation systems with a particular focus on China and Finland. Ideally, new ideas and best practices could be found by comparing the systems and the policies. Today, the world is in the most serious turmoil it has experienced for many centuries. These multiple crises arise from the fundamental mistreatment by capitalist competition of the carrying capacity of the planet. Even before coronavirus, evidently morbid symptoms of over-development led many spatial planners to write of the threat of a new Dark Age. Many advocated a return to policy decentralisation as the Covid-19 crisis demonstrated once again the failure of ‘global controller’ mindsets to manage complex systems successfully. Dislocation: Awkward Spatial Transitions is a critical exploration of where spatial development processes and rules have gone wrong across many economies. The chapters lay out which mindsets have been responsible for this and gives pointers to new practices that aim to ameliorate the effects of past failings. In the first nine chapters, a mapping of key elements of the prevailing omni-crisis are summarised. These range from an exegesis of the Anthropocene, the rise of populism, the transition to neoliberalist anti-planning, and migration as planning issues with pleas for evolutionary change in spatial policy and process dynamics. Finally, a group of chapters explores the flailing as territorial governances tried to plot the rise of creative cities, 4.0 era industry and services, and in the built form, the role of 'starchitects' in city renewal. In the last part, attention is devoted to territorial innovation, knowledge recombination, sustainable mobility and, finally, green entrepreneurship, as necessary elements of a post-coronavirus, climate change mitigation and sustainable mobility set of survival strategies. The chapters in this book were originally published in the journal European Planning Studies.

The term innovation has been a concept excessively manipulated by government leaders, important businessmen, academicians, consultants and journalists, trying to sell a motive to those who want or need a change, whether they are accustomed to buying products in an exaggerated way with no other purpose than supporting consumer habits, or to those who practically do not need them. We have observed in innumerable cases of world stature that innovation is prompted by the desire to enter and remain in economies of marked consumer capitalism, and in all these cases it has been noted that if the entrepreneurs, companies, cities, regions or countries are not ready to promote and support innovation in a socially inclusive and democratic fashion, these efforts are useless and only superficial changes, not administered to democratize in any true depth, are achieved.

First Published in 1999. The process of globalization is shaped and reinforced by a rapidly changing knowledge environment. As economies become less constrained national frontiers they become more geographically specialized. Thus, important elements of the innovation process tend to become regional rather than national. In this new environment, large corporations are weakening their links with their home country, spreading their innovation activities to source different regional systems of innovation. Regional networks of forms are creating new forms of learning and production. The aim of this book is to broaden, both conceptually and empirically, the 'national systems of innovation' approach, developed by Lundvall, Freeman, Nelson and others. While recognizing the creative nature of economic adjustment in a turbulent world and the highly uneven distribution of economic growth, the national systems approach lacks a mechanism by which to understand innovation when realistic unit of analysis is no longer the nation state.
