There is a clear need to better understand the relationship between two concepts at the heart of peacebuilding: the Rule of Law (RoL), and Security Sector Reform (SSR). If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.

Multilateral organizations - the United Nations (UN) in particular - have played, and continue to play, an important role in shaping the security sector reform (SSR) agenda, both in terms of policy development and the provision of support to a wide range of national SSR processes. This volume presents a variety of perspectives on UN support to SSR, past and present, with attention to policy and operational practice. Drawing from the experience of UN practitioners combined with external experts on SSR, this volume offers an in-depth exploration of the UN approach to SSR from a global perspective.

The authors explore the definition of Security sector reform (SSR) as it has emerged in the international community. The makeup of the security sector is examined, principles are identified for implementing SSR, and outcomes SSR is intended to produce are specified. Supporting case studies assess specific SSR programs. The authors conclude that those conducting SSR programs must understand and continually revisit the policy goals of SSR programs so as to develop concepts that support a transitional process that moves forward over time. State actors must acknowledge and often accommodate nonstate security actors more effectively in SSR planning and implementation, while recognizing both the advantages and the risks of collaborating with such actors. Security Sector Reform (SSR) is increasingly becoming a cornerstone in international security and development cooperation. Indeed, the concept has often been seen as a panacea for many of the biggest threats to the world such as failed states, terrorism and poverty. In particular, this book focuses on the complexities of implementation of SSR across the globe and the actual and potential role for the European Union (EU) to play in SSR. As suggested in the title of the book, this involves not only opportunities, but challenges to be overcome as well. There are three core themes to this book: Policy, Policies and Practice. By presenting the themes in this particular order a greater appreciation of the influences on the process of SSR, from conception to implementation is relayed to the reader. This volume appeals to audiences interested in the EU as a global actor and the interrelationships between foreign, security, defence and development policies.

The notion of "local ownership" has emerged in recent years as part of the contemporary commonsense of security sector reform (SSR). While the argument that externally driven reform processes are unsustainable is now widely accepted, the principle of local ownership has proven difficult to both define and operationalise. With contributions by leading practitioners, both "insiders" and "outsiders", Local Ownership and Security Sector Reform subjects the broader issue of local ownership to critical scrutiny, furthers the debate on what local ownership is and why it matters, and explores how ownership issues have played out in the context of specific SSR case studies.

Security sector reform (SSR) and transitional justice processes often occur alongside each other in societies emerging from conflict or authoritarian rule, involve many of the same actors, are supported by some of the same partner countries and impact on each other. Yet the relationship between SSR and transitional justice, or “dealing with the past” (DwP) as it is also called, remains underexplored and is often marked by ignorance and resistance. While SSR and transitional justice processes can get into each other’s way, this paper argues that SSR and DwP are intrinsically linked and can complement each other. SSR can make for better transitional justice and vice versa. Transitional justice needs SSR to prevent a recurrence of abuses, an essential element of justice. SSR can learn from transitional justice not only that it is better to deal with rather than ignore an abusive past but also how to address an abusive legacy in the security sector. The validity of these assumptions is tested in two case studies: the police reform process in Bosnia and Herzegovina after 1995 and the SSR process in Nepal after 2006.

The persistent gap between theory and practice in SSR can be a source of much irritation and disappointment at failures to implement SSR norms as well as in response to concepts and strategies that seem unhelpfully far removed from local realities. This paper compares ideal-case SSR environments with real-life conditions of implementing SSR. Through offering suggestions for better practice in SSR implementation, it shows that the art of applied SSR can be learned.

This book critically analyzes the European Union’s role in Security Sector Reform (SSR), a topical issue with regards to European security. While the literature on SSR has increased significantly in the past decade, too little remain in the way of comparative analyses of SSR case studies that are geared toward theory development. This collection strives to push the SSR literature in that direction. One key question it focuses on is whether the EU pursues a holistic approach vis-à-vis SSR. Another question the book addresses is why and how the EU activities towards SSR in conflict management, peacebuilding and statebuilding have produced a wide variety of outcomes that range from the failure to reform any or all of the sub-set of security sectors (police, justice, military, etc.) to complete and integrated reform. The volume encompasses all relevant cases of SSR in terms of the financial, human, and political resources involved at the EU level. Cases are drawn from the Balkans (Kosovo; Bosnia-Herzegovina), Africa (Democratic Republic of Congo), the Middle East (Palestinian Territories), Post-Soviet Space (Georgia), and Asia (Aceh, Indonesia). The end product is a welcome contribution to the literature, providing both an empirically and theoretically grounded approach to the study of SSR. This book was originally published as a special issue of European Security.

Not only can services such as cleaning and catering be outsourced, but also governmental tasks such as making, applying and enforcing the law. Outsourcing the law is usually recommended for its cost-efficiency, flexibility, higher rates of compliance and its promise of deregulation. However, lawmaking is not the same as cleaning and rules are more than just tools to achieve aims. In this timely book, Pauline Westerman analyses this outsourcing from a philosophical perspective.
