This book provides the first systematic comparative analysis of climate security discourses. It analyses the securitisation of climate change in four different countries: USA, Germany, Turkey, and Mexico. The empirical analysis traces how specific climate-security discourses have become dominant, which actors have driven this process, what political consequences this has had and what role the broader context has played in enabling these specific securitisations. In doing so, the book outlines a new and systematic theoretical framework that distinguishes between different referent objects of securitisation (territorial, individual and planetary) and between a security and risk dimension. It thereby clarifies the ever-increasing literature on different forms of securitisation and the relationship between security, risk and politics. Whereas securitisation studies have traditionally focused on either a single country case study or a global overview, consequently failing to reconstruct detailed securitisation dynamics, this is the first book to provide a systematic comparative analysis of climate security discourses in four countries and thus closes an empirical gap in the present literature. In addition, this comparative framework allows the drawing of conclusions about the conditions for and consequences of successful securitisation based on empirical and comparative analysis rather than theoretical debate only. Climate change knows no boundaries and its cost must be borne by all earthlings. While the technologically advanced and developed countries are better prepared for responding to climate change, it is the developing countries that are the most vulnerable to climate change impacts because they have fewer resources to adapt politically, socially, technologically and financially. Climate change is, thus, a matter of moral and cultural ethics. Climate change adaptation methods need to accommodate traditional environmental knowledge and practices of different indigenous cultures. This book explores the ability to concerted global action and mechanisms to enable developing countries to adapt to the effects of climate change that are happening now and which will worsen in the future.

This book examines how the armed forces of the United States and Australia have responded to the threat posed by climate change to national security. Drawing on established securitisation frameworks (‘Copenhagen’ and ‘Paris’ Schools), the author uses a combination of quantitative and qualitative techniques to systematically examine more than 3,500 speeches, policies and doctrinal articles since 2003. Importantly, the author undertakes an examination of the intersection between the political and the military spheres, probing the question of how ideology has influenced the military’s uptake on the issue. In this context, the author identifies the difficulty of an ostensibly apolitical institution responding to what has become both a hyper-political issue and an unprecedented security threat. This book examines the multiple strategies proposed by the international community for addressing global climate change (GCC) from both human and state-security perspectives. It examines what is needed from major states working within the UN framework to engage with the multiple dimensions of a strategy that addresses GCC and its impacts, where such engagement promotes both human and state security. Two broad frameworks for approaching these issues provide the basis of discussion for the individual chapters, which discuss the strategies being undertaken by major state powers (the US, the EU, China, India, Japan, and Russia). The first framework considers the multiple strategies, mitigation, adaptation, and capacity-building required of the international community to address the effects of GCC. The second framework considers the differentiation of GCC policies in terms of security and how the efficacy of these strategies could be impacted by whether priority is given to state security over human security concerns. Is global climate change likely to become a significant source of violent conflict, and should it therefore be seen as a national security challenge? Most Northern governments, militaries, think tanks and NGOs believe so, as do many academic researchers, on the grounds that increased temperatures, changing precipitation patterns and rising sea levels will worsen existing social stresses, especially within poor societies and marginal communities across Africa and Asia. This book argues otherwise. This book examines the European Union (EU)'s contribution to the development of the global climate regime within the broader framework of global justice. It argues that the procedural dimension of justice has been largely overlooked so far in the assessment of EU climate policy and reveals that the EU has significantly contributed to the development of the climate regime within its broader efforts to ‘solidarise’ international society. At the same time, the book identifies deficits of the climate regime and limits to the EU’s impact, and explains why the EU policy towards global climate change has shifted over time. Finally, it argues that these policies should not be assessed in terms of being wholly positive or wholly negative, but that they are shot through with ambiguities.
