Great Power Competition for Overseas Bases: The Geopolitics of Access Diplomacy explores the geopolitics of the major powers' overseas basing systems in relation to global strategies and changes in the international system in three fairly distinct phases: the interwar, early postwar, and recent postwar periods. This book links the great powers' competition for overseas bases to several streams of more or less contemporary international relations theory. This monograph consists of seven chapters and opens with an introduction to the diplomacy of basing access, followed by a discussion on the different types or purposes of basing access as they have evolved over the past several decades in response to changes in diplomacy and military technology. The major powers' overseas basing-access networks in the consecutive interwar, early postwar, and recent postwar periods are then reviewed, along with the earlier corpus of geopolitical theory, specifically as it relates to basing diplomacy. Emphasis is on the conflicting assumptions about what reciprocal strategic advantages and disadvantages inhere to the geographic positions of the United States and USSR. The final chapter considers a number of ""functional"" areas of world politics that are closely intertwined with basing diplomacy, and relates the competition for facilities to raw materials access, surrogate wars, strategic deterrence, arms control, balances of payments, arms sales and aid, alliances, and other such staple concerns of international relations. Over the past decade, the international political system has come to be characterized as a Great Power Competition in which multiple would-be hegemons compete for power and influence. Instead of a global climate of unchallenged United States dominance, revisionist powers, notably China and Russia alongside other regional powers, are vying for dominance through political, military, and economic means. A critical battleground in the Great Power Competition is the Middle East, the Horn of Africa, and the Central Asia South Asia (CASA), also known as the Central Region. With the planned withdrawal of U.S. military forces from Afghanistan, the U.S. has stated its intention of shifting attention away from the CASA Region in favor of a more isolationist foreign policy approach. This book provides an in-depth understanding of the implications for this shift related to regional diplomacy & politics, economic opportunities & rivalries, security considerations & interests, and the information environment. This open access book consists of essays selected from Joseph S. Nye, Jr.’s last three decades of writing and illustrate a variety of perspectives on the nature of power, the role of the United States in the world and US-China relations. Through this collection, it is hoped that readers will gain a better understanding of today’s global environment and find that while great power competition may be inevitable in a world as centers of power shift, cooperating to address transnational challenges can be a positive sum game. The contents of this book are divided into four main parts. Part One discusses the origins and political progress of the concept of “Soft Power”. Part Two explores soft power in the American experience, its sources and interaction with US foreign policy, as well as its ebb and flow in the age of Obama, Trump and Biden. Part Three examines the rise of and the opportunities and difficulties for Chinese soft power, focusing on China’s investment in soft power and how this demonstrates its commitment to a peaceful rise. However, it also addresses the question of how can China get “smart” on how it uses soft power. Part Four provides a bird’s-eye view of power shifts in the 21st century and the interactions between the US as an established power and China as a rising power, while also reassuring readers that Thucydidean fears are unnecessary and a Cold War is avoidable. Both countries have to realize that some forms of power must be exercised with others, not over others, the development of soft power need not be a zero-sum game. Ultimately, the US-China relationship is a “cooperative rivalry” where a successful strategy of “smart competition” is necessary and cooperation on transnational challenges like climate change, pandemics, cyberterrorism and nuclear proliferation, will serve to benefit not only China and the US, but the world as a whole.

The term "middle power" is conceptually fragile. Some scholars have even argued for abandoning it. This book argues that the concept needs to be analysed more profoundly and that new analytical tools need to be developed to better understand the phenomenon. The traditional approach, based on Western states, is insufficient and has become increasingly irrelevant in a transformed global environment. Instead of drawing from a single theory of international relations, the contributors have chosen to build upon a wide range of theories in a deliberate demonstration of analytic eclecticism. A pluralistic approach provides stronger explanations while remaining analytically and intellectually rigorous. Many of the theory contributions are reconsidering how the largely "Western" bases of such theorising need revising in light of the "emerging middle powers", many of which are in Asia. Presenting a strong argument for studying middle powers, this book explores both the theory and empirical applications of the concept by rethinking the definition and characteristics of middle powers using a range of case studies. It examines changes in the study of middle powers over the last decade, proposing to look at the concept of middle powers in a coherent and inclusive manner. Finally, it aims to further the discussion on the evolution of the international system and provides sound conclusions about the theoretical usefulness and empirical evolution of middle powers today.

This book argues that the new great power contest between the United States and the People’s Republic of China, which has as its epicentre the complex Indo-Pacific region, is having a detrimental impact on the region’s existing order system. Analysing why the great powers are increasingly at loggerheads, the manifold risks this entails, and how the various stakeholders in the Indo-Pacific can find a durable regional order more constructive than confrontational, the book, avoiding theory, proposes a new equilibrium based on practical ways to manage burgeoning conflict and maintain order and stability by compartmentalising problems and challenges while seeking to maintain a balance among stakeholder interests.
