This book analyses the first two years of South Africa’s response to the COVID-19 epidemic, from its emergence in early 2020. Drawing on the perspectives of a range of public health experts, economists and other social scientists, and development practitioners, this book argues that understanding this early response will be essential to moderate and improve future policy thinking around health governance and epidemic readiness. This book provides a systemic analysis of not only the epidemiological progression of COVID-19 in South Africa, but also the socio-political factors that will be key in determining the future of the country as a whole, including health system challenges, socio-economic disparities and inequalities, and variable (often contradictory and tardy) policy responses. Overall, this book exposes Manichean thinking and the spurious policy dichotomies that pitch public health against human rights, economic recovery against viral vector control, and science against ideology, with lessons not just for South Africa, but also for elsewhere on the African continent, and beyond. It combines theoretical analysis with a compendium of country-focused case studies to provide scientific evidence and decision-making support for the actions that each transportation official must make going forward. This book begins with Part 1, a thematic and comparative section on response and recovery efforts. It provides insights into topics such as mitigation strategies and preparedness of the public transport sector to epidemics prior to COVID-19; responses during the COVID-19 pandemic and recovery from it; public transport services in urban and rural areas during the pandemic; and social (or physical) distancing and any other protective on-board measures. When the Cape Higher Education Consortium (CHEC, South Africa) decided to develop a book on Covid-19 management and responses, higher education was in the midst of its endeavours to manage how we respond to this threat to ensure academic continuity and integrity. Universities mostly followed their own strategies and initiatives reactively, having little time to be proactive. At this point, most higher education institutions have steadied their approaches to teaching and learning and to managing their university services in response to the threat. There is clear evidence that the world as we knew it and in which our practices had been developed, has changed, and will continue to do so with increasing threats and demands on our higher education systems. This book provides the collaborative approaches from a range of academic practitioners and managers to develop some mental model of the practices we adopted and possible lessons learnt in the process.

This book examines the COVID-19 pandemic through socioeconomic lens that draw on history, approaches to state-market relations, and public policy perspectives In 2020, the world experienced the worst pandemic since the outbreak of the Spanish Flu of 1918, which continues to have far[1]reaching implications for the global economy and triggered macro-economic dislocations that severely affected the most vulnerable countries and segments of society. This book was conceived as a response to the disruptive shifts induced by the pandemic, with a particular focus on South Africa. International experience has shown that countries and societies that have gone through tough economic times, either as a consequence of wars or economic depressions, have responded to crises by enacting unpopular policy measures based on difficult tradeoffs, which often made way for innovation. The authors outline policy responses to the COVID-19 crisis and propose several interventions to mitigate its effects. These include developing innovative approaches to fiscal and monetary policies, labour market policies, industrial policies, as well as social policies. Building state capabilities, improving the governance and performance of state institutions, and managing digital change are some of the clear policy interventions that are laid out in this book.

2020 was the first year of the COVID-19 pandemic, the most significant global pandemic since the ‘Spanish flu’ in 1918-1919. This book provides an analysis of the experience of the COVID-19 pandemic in a range of Commonwealth countries during 2020, covering public health, political, economic and international aspects. The Commonwealth, within which about one quarter of the world’s population resides, provides a cross-section of the global experience of COVID-19. The Commonwealth ranges from highly populated countries such as India and Nigeria, to small island states and territories, encompassing also advanced industrialised countries and developing countries. The grouping also extends into many different regions of the world: Africa, South and Southeast Asia, Europe, the Americas and Oceania. In the first year of the pandemic, vaccines were still under development and national response strategies chosen by Commonwealth countries were diverse, spanning eradication, elimination, suppression and mitigation. The chapters in this book show the ways in which governments from a selection of Commonwealth countries responded to the multiple dimensions of the crisis, pointing to the factors that led to effective or less effective policies.
