This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

The ‘Everything But Arms’ (EBA) regulation of the European Union (EU) has been hailed as a groundbreaking initiative for developing countries. Since 2001 EBA grants almost completely liberalized access to the European market for products from the least-developed countries (LDCs). It quickly became the most symbolic European trade initiative towards the Third World since the first Lomé Convention in the 1970s. Given its central position in EU discourse and its continuing relevance for the European and international trade agenda, this book attempts to present a thorough analysis of EBA. ‘European Union Trade Politics and Development’ contains contributions from a diverse range of scholars who collectively present a comprehensive picture of EBA. This volume also contains a broader analysis of EU trade politics towards the South, focusing on agricultural policy reform, Europe’s evolving relationship with ACP countries (ex-colonies from Africa, the Caribbean and the Pacific), it links EBA with Europe’s negotiating position within the World Trade Organization. Contributions to this volume also consider the continuing negotiation leverage of EBA within the Doha Development Agenda, make comparisons with United States trade policy vis-à-vis the LDCs, and focus on the economic effectiveness of EBA in terms of its stated objectives as well as on the institutional skirmishing within the EU.

This book addresses a major gap in the longstanding research on regional organisations: how do their finances work and what do they reveal about the region-building process? It brings together an empirically rich collection of chapters written by experts of regional organisations in Latin America, Africa and Asia. Based on the insights on thirteen regional organisations as well as two chapters dedicated to the influence of external funders, the editors develop typologies to cluster regional organisations according to their financial characteristics: the size of budgets, the sources of funding and the criteria to calculate contributions. Through analysing the process of budgeting and resourcing, the book sheds light on the different nature and functioning of these organisations existing outside of the Global North and puts a specific emphasis on regional organisations in the area of security in Africa and the Global South. It provides explanations to why members pay or do not pay and how budgeting works, and it deals with data availability, the role of donors, overlapping regionalism, cultural transfers between regional organisations and the impact on regional actorness. This volume will be of key interest to scholars and students of African studies and politics, the Global South, the finances of international organisations, comparative regionalism, international political economy and international relations.

This book constitutes a systematic and critical assessment of the nature, evolution, and prospects of the development partnership between the 79-member African, Caribbean, and Pacific (ACP) group of states and the 28-member European Union (EU). A core theme that runs through the work is that the ACP’s partnership with the EU remains an important framework for addressing development challenges in the African, Caribbean, and Pacific regions, but needs to adapt to changes in the global political economy, as well as internal developments in both the ACP and the EU, to sustain its relevance and effectiveness. This is crucial for the ACP group, in particular, given its origins in, and core focus on, development cooperation with Europe. The authors in this volume examine the history of the ACP-EU partnership since 1975; the EU’s relationship with the African, Caribbean, and Pacific regions individually; ACP experiences with economic partnership agreements with the EU; and new political issues, in particular, security, migration, and diasporas. Shedding light on the future prospects of this relationship, this book will be of interest to both scholars and policymakers working on the ACP-EU relationship and related development issues, including trade, aid, security, and migration.

The authors argue that the EU and its member states have the potential to act for global development when they are able to improve policy and actor coherence, such as through better linking of bilateral and community programmes.

This book explores the extent to which EU Free Trade Agreements (FTAs) pursue sustainable agriculture in third country parties. It contends that this should be part of a duty for the EU enshrined in the Treaties to promote its fundamental values in its external action. It suggests that the extent to which this occurs in practice, may be reviewed judicially by the Court of Justice of the European Union. Against this background, selected agreements concluded by the EU with developed and developing countries (Canada, South Korea, Ukraine, Chile, SADC countries and Vietnam) are taken as case studies. The author concludes that, in spite of the remarkable progress made hitherto, EU trade policy is still far from being in line with the increasingly strong commitment of the EU to take the lead in the international arena for environmental and climate matters. This work adopts primarily a legal methodology, but it broaches the subject in interdisciplinary terms. It is addressed not only to (EU) policy-makers, but also to scholars of different fields and to the wider public interested in topics that have become of common concern for the future of our planet. This document details the activities that were undertaken by the Food and Agriculture Organization of the United Nations (FAO) and cooperating agencies (the Department of Agriculture, Forestry and Fisheries of South Africa (DAFF), the Africa Union Inter-African Bureau for Animal Resources (AU-IBAR) and the Southern Africa Development Community (SADC)) leading to the production of a Regional Aquatic Biosecurity Strategy for the Southern African Development Community (SADC) and its subsequent adoption by SADC and incorporation into SADC programmes. These activities include: (1) assessment of national aquatic animal health performance and capacity for 14 of the 15 SADC member countries through the conducting of a Southern African Development Community (SADC) regional aquatic animal health capacity and performance survey; (2) the convening of the FAO/DAFF/AU-IBAR/SADC Regional Workshop on Improving Aquatic Animal Health Management and Strengthening Biosecurity Governance in Africa, held in Durban, South Africa, from 5–7 November 2014, with one of the specific objectives being to develop a SADC Regional Framework for an Aquatic Biosecurity Strategy; (3) the finalization of the draft Regional Aquatic Biosecurity Strategy for the Southern African Development Community (SADC) by the FAO team; (4) the submission of the strategy to the SADC Fisheries Technical Committee (April 2015) and its submission to SADC for official approval by the SADC Council of Ministers (April 2017). Included as annexes to the report are: Annex I. the Southern African Development Community (SADC) Regional aquatic animal health capacity and performance survey: Summary of survey results and analysis; Annex II. The Report of the FAO/DAFF/AU-IBAR/SADC Regional Workshop on Improving Aquatic Animal Health Management and Strengthening Biosecurity Governance in Africa; and Annex III. the Regional aquatic biosecurity strategy for the Southern African Development Community (SADC). The process was long but the most important is that it was done using a systematic approach that lead to good understanding leading to better consensus building, wide ownership and strong government commitment.
