This book presents a study of the complex relationship between the Russian state and big business during Vladimir Putin’s first two presidential terms (2000–2008). Based on extensive original research, it focuses on the interaction of Russia’s political executive with the ‘oligarchs’. It shows how Putin’s crackdown on this elite group led big business to accept new ‘rules of the game’ and how this was accompanied by the involvement of big business in policy formulation, particularly through the organisational vehicle of the Russian Union of Industrialists and Entrepreneurs (RSPP). It goes on to discuss why Yukos and its CEO Mikhail Khodorkovsky were targeted by Russia’s political authorities and the resultant consequences, namely the end of the relatively successful framework via which state-business relations had been managed, and its replacement by fear and mutual distrust, along with a vastly expanded role for the state, and state-related actors, in the Russian corporate sector. The book explores all these developments in detail and sets them against the context of continued trends towards greater authoritarianism in Russia.

Jonathan A. Grant has written a highly original study of the Putilov works—the most famous industrial conglomerate in the Russian Empire during the late nineteenth and early twentieth centuries. With the emergence of a capitalist system in the Russian federation in the 1990s, scholarly debate over the nature of Russian capitalism has been revived, and with this study, Grant issues a major challenge to the conventional wisdom on the nature of the Russian economy in the years before the Bolshevik revolution. Grant argues that the Putilov Company, which manufactured arms for the Russian state and a wide range of heavy industrial equipment for civilian use, adopted business practices that resembled the experiences of large machinery and armaments manufacturers in Britain, France, the Austro-Hungarian Empire, and Germany. This interpretation runs directly counter to the traditional and widely held view that Russian capitalism was shaped by the tsarist state's orders and subsidies and that the tsarist system was incompatible with the development of modern capitalism. Grant makes direct comparisons between Putilov and the famous western firm of Krupp and Vickers, illustrating similar business decisions made by both companies in terms of diversification of the product line and a penchant for private (as opposed to state) markets for primary income. Grant has gone beyond Soviet works on the Putilov plant, examining archival documents of the company and offering critical comments on both Soviet and Western scholarship on Russian economic and social history from the perspective of this important industrial enterprise. Grant not only repeatedly demonstrates that the Putilov firm responded effectively to the changing market for its wide range of industrial products but also shows that the tsarist regime provided far more of the "systemic regularity" needed for capitalist development than generally believed. Grant's work is a significant contribution to this ongoing debate, offering a much-needed case study of Russian business history and a comparative study that extends across national boundaries. This book argues that Putin's strategy for rebuilding the state was fundamentally flawed. Although Russia was the site of some of the last century's most radical upheavals, and although Russian governments are usually characterized by autocracy, corruption, and political decay, the central government has retained a remarkable hold on the vast country. Does its historical progress represent change, or continuity? How has the political culture molded the expectations and behavior of the Russian people over time? What features of the Russian state are the keys to understanding it? The Strong State in Russia provides a succinct account of Russia's "strong state" model by reviewing the external and internal contexts in each major period and tracing its evolution over time. Will it follow the model of the Western capitalist democracies, as those who applied the economic shock therapy of the early 90s hoped, or will it chose its own distinct path of development? In this history of Russia from 1917 to the present, Alexander Chubarov teases out certain themes developed in his previous book on tsarist Russia (The Fragile Empire). One of the key factors to Russia's distinctiveness is its halfway location in the center of the Eurasian landmass. This lends an inevitability to the traditional cultural schism between Westernizing reformers and Slavophiles. Neither approach, says Chubarov, will work on its own. Chubarov offers "a balanced view, abstaining from narrow, ideologically biased assessments," and examines the triumphs (yes) and failures of Russia's Soviet development "within Russia's own cultural and historical context." Without ever minimizing the brutalities of the Soviet period-the state terror, the collectivizations, the labor camps, the deportations of whole peoples-Chubarov demonstrates much continuity between tsarist and Soviet Russia, with the latter often repeating the former's mistakes. Russia, says Chubarov, cannot turn its back on its Soviet experience. Far from being a blind alley or "aberrant phase," the Soviet period was an organic part of Russia history and "was largely successful in turning Russia and most of the other Soviet republics into modern states.">

This book examines the development of the Russian economy from tsarist times to the present through the lens of the oil industry. It considers the role of the state, business-state relations, foreign participation, enterprise performance and technology. Besides providing much rich detail on the changing nature of the oil industry, the book also puts forward important conclusions, including the fact that in the late nineteenth century private enterprise rather than the state was the principal driver of economic development, and that after the collapse of the Soviet Union incumbent managers were more effective in running their companies than financier entrants, whose main concern was short-term gain.

Globalization is a phenomenon which has attracted much attention in the past, but there are still many questions that remain unanswered. This book categorizes globalization into three types: Financial Globalization, the collapse of the Cold War order and the ensuing convergence toward the capitalistic system; and the rise of the emerging nations. The globalization of capitalism has two implications. One is trust in the market economy system and support for a minimal state while another is an aspect of the Casino Capitalism as typically seen by the rampant emergence of hedge funds. This book explores both the light and shadows cast by globalization, endeavoring to identify both positive and problematic effects of the globalization process on the world economy. For this purpose we would first examine the nature and the feature of the world capitalism in relation to globalization. Then we would discuss and investigate the path along which important nations - first the developed nations (the USA, EU and Japan), followed by the emerging nations (BRICs) - have proceeded under the influence of globalization. Focusing on this phenomenon from diverse points of view, which is to be taken by the first-rank contributors in their fields, will be extraordinarily fruitful for understanding not only the world capitalism. This collection, from a selection of leading international contributors, will not only shed light on world capitalism as it is now, but will also offer pointers as to its future directions.

Nearly twenty years after the collapse of socialism, the countries of post-socialist Eastern Europe have experienced divergent trajectories of political development. This book looks at why this is the case, based on the assumption that societies, or social orders, can be distinguished by the extent to which competitive tendencies contained within them – economic, political, social and cultural – are resolved according to open, rule-based processes. The book explores which economic conditions allow for increased levels of political competition, and it tests the hypothesis that the nature of a country’s ties with the international economy, and the level of competition within a country’s economic system, will shape the trajectory of political competition within that society. The book goes on to argue that after several decades of relative ‘bloc autarky’ during the socialist period, the ongoing process of reintegration with the international economy across the post-socialist region has resulted in distinct patterns of structural economic development, and that that these patterns are of crucial importance in explaining the variation in social order type across the post-socialist region. By offering a more precise analysis of the causal mechanisms that link economic and political competition, the book makes a useful contribution to research on the different patterns of political behaviour that have been observed across the post-socialist region since the collapse of the socialist regimes.

This study demonstrates how the emergence of private property and a market economy after the Soviet Union's collapse enabled a degree of freedom while simultaneously supporting authoritarianism. Based on case studies, Vladimir Shlapentokh and Anna Arutunyan analyze how private property and free markets spawn feudal elements in society. These elements are so strong in post-Communist Russia that they prevent the formation of a true democratic society, while making it impossible to return to totalitarianism. The authors describe the resulting Russian society as having three types of social organization: authoritarian, feudal and liberal. The authors examine the adaptation of Soviet-era institutions like security forces, the police and the army to free market conditions and how they generated corruption; the belief that the KGB was relatively free from corruption; how large property holdings merge with power and necessitate repression; and how property relations affect government management and suppression.
