Migration is an expanding global reality, one that allows millions of people to seek new opportunities. But it also involves challenges for migrants and for societies, both in areas of origin and of destination. This report analyses migratory flows – internal and international – and how they are linked to processes of economic development, demographic change, and natural-resource pressure. The focus is on rural migration, the many forms it takes and the important role it plays in both developing and developed countries. The report investigates the drivers and impacts of rural migration and highlights how related policy priorities depend on country contexts that are in continuous evolution. These priorities will be different for countries in protracted crises, countries where rural youth employment is a challenge, countries in economic and demographic transition, and developed countries in need of migrant workers, not least to support agriculture and rural economies.

Intensifying water constraints threaten food security and nutrition. Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

Formed of a collection of papers from the 5th International Conference on Environmental and Economic Impact on Sustainable Development, the included works examine the most serious problems affecting sustainable development. The papers consider the impact of economic constraints on the environment, taking into account the social aspects as well as the over-use of natural resources. Uncontrolled development can also result in damage to the environment in terms of the release of toxic substances and hazardous waste. Therefore, decisions have to be made as to whether some forms of development are compatible with environmental protection, particularly in cases of possible serious contamination and toxicity. More constructive and progressive approaches are required to ensure sustainability. A major motivation is to learn from past failure, to avoid repeating similar mistakes, while attempting to prevent emerging threats to environmental and ecological systems. Fundamental to these concepts is the analysis of the inherent risk and the development of appropriate strategies.

The Near East and North Africa Regional Overview of Food Security and Nutrition provides new evidence for monitoring trends in food security and nutrition within the framework of the 2030 Sustainable Development Agenda. The in-depth analysis of progress made against Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition), as well as the state of micronutrient deficiencies, is complemented by a review on rural transformation policies aimed at addressing food insecurity and nutrition issues. Updated estimates shows that the food security situation on the region continues to worsen since 2011 -2013. For, the Near East and North Africa, 11% of the region’s population – 50.2 million people – are undernourished. The findings of the report showed that the failure to reduce hunger in the area is closely associated with the increase in conflict and violence in several parts of the region, as also highlighted in last year’s edition. While the prevalence of undernourishment has risen from 23 to 26 percent in conflict countries since 2011-13, it has remained stable at about 5 percent in non-conflict countries. This year’s report goes further to explore the relationship between food insecurity, economic growth and rural transformation. It demonstrates that economic growth in the Near East and North Africa region has been slow compared to other regions, and suggests that rural transformation can improve growth rates and generate decent employment through strengthening rural-urban linkages, improving agricultural productivity, and expanding the rural non-farm economy.

Acknowledging the challenges and opportunities raised by Brexit for the agrifood supply chain and agricultural policies across the UK, this book provides the first in-depth analysis of agricultural policy developments across the UK’s four nations rooted in strong theoretical and practical underpinnings. Arguing that the four nations could be more ambitious in departing from the Common Agricultural Policy and extending beyond the ‘public money for public goods’ approach adopted across the UK, it critiques the core attributes of their policies with focuses including the debate over outcome-based schemes, governance mechanisms, impacts on farm diversity and path dependency on the Common Agricultural Policy and English approaches. It promotes a ‘resilient agriculture’ paradigm and utilises social-ecological services, net zero, agroecology and agri-food democracy as the main pathways to achieve this. In doing so, it scrutinises the evolving contextual, political and legal landscape within which devolved and UK agricultural policies are developing from a multilevel governance perspective, examining the implications of WTO law for the UK and its devolved administrations to determine environmental, food and animal welfare standards under the GATT, the SPS and TBT Agreements and financial support schemes under the Agreement on Agriculture. The book assesses the significance of the Northern Ireland Protocol, the Trade and Cooperation Agreement with the EU and other free trade agreements for standards across the UK and access to markets. From a domestic perspective, challenges to devolution and the stability of the Union are highlighted. Elements of unilateral recentralisation are visible via financing mechanisms, the UK Internal Market Act and the Agriculture Act. This book provides a broad understanding of whether law plays a role in influencing patterns of sustainable consumption and, if so, how. Bringing together legal scholars from the Global South and the Global North, it examines these questions in the context of national, transnational and international law, within single and plural legal systems, and across a range of sector-specific issue areas. The chapters identify how traditional legal disciplines (e.g. constitutional law, consumer law, public procurement, international public law), sector-related regulation (e.g. energy, water, waste), and legal rules in specific areas (e.g. eco-labelling and packing) engage with the concept of sustainable consumption. A number of the contributions describe this relationship by isolating a national legal system, while others approach it from the vantage point of legal pluralism, exploring the conflicts and convergences of rules between multiple international treaties (or guidelines) and those between the rules of international and transnational law (or both) vis-à-vis national legal systems. While sustainable consumption is recognised as an important field of interdisciplinary research linking virtually all social science disciplines, legal scholarship, in contrast, has neglected the importance of the field of sustainable consumption to the law. This book fills the gap.

While urban settlements are the drivers of the global economy and centres of learning, culture, and innovation and nations rely on competitive dynamic regions for their economic, social, and environmental objectives, urban centres and regions face a myriad of challenges that impact the ways in which people live and work, create wealth, and interact and connect with places. Rapid urbanisation is resulting in urban sprawl, rising emissions, urban poverty and high unemployment rates, housing affordability issues, lack of urban investment, low urban financial and governance capacities, rising inequality and urban crimes, environmental degradation, increasing vulnerability to natural disasters and so forth. At the regional level, low employment, low wage growth, scarce financial resources, climate change, waste and pollution, and rising urban peri-urban competition etc. are impacting the ability of regions to meet socio-economic development goals while protecting biodiversity. The response to these challenges has typically been the application of inadequate or piecemeal solutions, often as a result of fragmented decision-making and competing priorities, with numerous economic, environmental, and social consequences. In response, there is a growing movement towards viewing cities and regions as complex and sociotechnical in nature with people and communities interacting with one another and with objects, such as roads, buildings, transport links etc., within a range of urban and regional settings or contexts. This comprehensive MRW will provide readers with expert interdisciplinary knowledge on how urban centres and regions in locations of varying climates, lifestyles, income levels, and stages development are creating synergies and reducing trade-offs in the development of resilient, resource-efficient, environmentally friendly, liveable, socially equitable, integrated, and technology-enabled centres and regions.
