Naseem Badiey examines the local dynamics of the emerging capital city of Juba, Southern Sudan, during the historically pivotal transition period following the 2005 Comprehensive Peace Agreement (CPA). Focusing on the intersections of land tenure reform and urban development, she challenges the dominant paradigm of 'post-conflict reconstruction' and re-conceptualizes state-building as a social process underpinned by negotiation. Badiey explores local resistance to reconstruction programmes, debates over the interpretation of peace settlements, and competing claims to land and resources not as problems to be solved through interventions but as negotiations of authority which are fundamental to shaping the character of the 'state'. While donors and aid agency officials anticipated clashes between the Government of Sudan and the Sudan People's Liberation Movement (SPLM) following the CPA, they did not foresee internal divisions that impeded reconstruction in Southern Sudan, raising serious questions about the viability of an independent state. In Juba local elites interpreted the CPA in line with their economic and political interests, using claims to land, authority and political power to challenge the SPLM's agenda for urban reconstruction. In revealing how local actors strategically interpreted the framework of land rights in Southern Sudan, the book offers a basis for understanding the challenges that confront the nascent South Sudan's state-builders and their international partners in the future. Some of the bloodiest conflicts occur on the African continent. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. The authors of this book consider the problems around the concept of ‘post-conflict’ and the blurring of military and civilian roles, analysing the UN roles in the DRC and Sierra Leone, as well as the African Union Mission in Burundi. The main context of the book, however, is the South African Army’s strategy for PCRD in Africa, which was developed with the African Union’s 2006 Post-Conflict, Reconstruction and Development Needs Assessment Guide in mind. This book emanates from this plan. It therefore also explores South Africa’s policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organisations. While this book is not intended as an instruction manual, it hopes to ignite an understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.

The international community has donated nearly one trillion dollars during the last four decades to reconstruct post-conflict countries. Where did the money go? This book argues that foreign aid only fosters reconstruction when post-conflict leaders are desperate for income and thus depend on aid that comes with reconstruction strings attached.

The subject of local government and post-conflict reconstruction sits at the intersection of several interrelated research areas, notably conflict/peacebuilding, governance, and political economy. This volume addresses a gap in the academic literature: whilst decentralisation is frequently included in peace agreements, the actual scope and role of local government is far less frequently discussed. This gap remains despite a considerable literature on local government in developing countries more generally, particularly with regard to decentralisation; but also, despite a considerable and growing literature on post-conflict reconstruction. This volume provides a mixture of case study, cross-case studies, practitioner reflection, and conceptual material on the function of local government in the context of decentralisation in post-conflict countries, from both academics and policy-makers. This collection of in-depth single- and multi-country case study analysis is complemented by practitioner reflections and framed within the 2030 Agenda building on the New Urban Agenda, and particularly the Sustainable Development Goal 16 to ‘promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.’ The chapters in this book were originally published in the online journal Third World Thematics.

This book looks at the impact multinational companies have in post-conflict environments, the role they have and how they are governed, drawing on detailed fieldwork in Azerbaijan, Bosnia and Rwanda.

The trend for international engagement in post-conflict reconstruction has produced a host of best-practice postulates on topics such as local involvement in decision-making, accountability for past atrocities, sensitivity to context, and the construction of democratic institutions of governance. International law has potential relevance for many of these themes, yet the question of how the implementation of best-practice policy recommendations might be affected by international law remains under-examined. This book offers a fuller understanding of the role of international law in the practice of post-conflict reconstruction. It explores how international legal issues that arise in the post-conflict period relate to a number of strands of the policy debate, including government creation, constitution-making, gender policy, provision of security, justice for past atrocities, rule of law development, economic recovery, returning displaced persons, and responsibilities of international actors. The chapters of the book work to reveal the extent to which international law figures in the policy of internationally enabled post-conflict reconstruction across a range of sectors. They also highlight the scope for international law to be harnessed in a more effective manner from the perspective of the transition to peace and stability. The book lays out a basis for future policy making on post-conflict reconstruction; one that is informed about the international legal parameters, and more aware of how international law can be utilized to promote key objectives.

The book offers unique access to theoretical approaches and practical examples of international social work in the context of war and conflicts. The reader gains knowledge about the competences and role of social work, which contributes to mitigating the effects of war and conflict. Violence and conflict are two of the greatest challenges the world will face in this millennium. Indeed, since the turn of the century, it is estimated that approximately four million people have died as a result of armed conflict. Ending these seemingly intractable conflicts is a priority for global stability. However, the signing of the peace accord or the ending of formal hostilities does not automatically bring a return to normality in these fractured societies. In practice, it is more likely that these fractured societies will face a period in the twilight between war and peace, a time when the world turns its attention to new problems and seemingly more pressing matters, leaving the country to struggle towards peace and a new social order. The book’s contributors deal with the challenges faced in creating the foundations for the development of a positive peace from a variety of multi-disciplinary perspectives, such as development studies, politics, psychoanalysis, psychology, sports studies and neuroscience. This breadth of perspectives offers innovative insights into the grey space between war and peace, which is home to millions of people across the globe and explores interventions which aim to create the conditions for positive post-conflict reconstruction.

This book provides a critical analysis of the changing discourse and practice of post-conflict security-promoting interventions since the Cold War, such as disarmament, demobilization and reintegration (DDR), and security-sector reform (SSR) Although the international aid and security sectors exhibit an expanding appetite for peace-support operations in the 21st Century, the effectiveness of such interventions are largely untested. This book aims to fill this evidentiary gap and issues a challenge to 'conventional' approaches to security promotion as currently conceived by military and peace-keeping forces, drawing on cutting-edge statistical and qualitative findings from war-torn areas including Afghanistan, Timor Leste, Sudan, Uganda, Colombia and Haiti. By focusing on specific cases where the United Nations and others have sought to contain the (presumed) sources of post-conflict violence and insecurity, it lays out a new research agenda for measuring success or failure. This book will be of much interest to students of peacebuilding, peacekeeping, conflict resolution, conflict and development and security studies in general.
