This book examines the history of disaster management in South Africa, showing how experts, professionals and policymakers have crafted and implemented disaster policies from the mid-twentieth century to the present day. It assesses the ways in which states become concerned with disasters, the extent to which disaster management contributes toward state formation, and who and what disaster management protects. It also considers the ways in which the politics of protection continuously shift as political regimes change. This book explores goal-oriented action and describes the variety of options offered by strategic management in guiding public organisations. The book is based on the idea that planning is only one option in orienting the functioning of public organisations and applies resource-based and network studies to the public sector. Whilst most of the existing literature on strategic management relates to local government, this book examines developments within central governments and public agencies external to government hierarchies. The book also addresses the strategic distinction between politics and administration often neglected by existing research, and illustrates the connection between goal setting and actual performance of government organisations.

Climate change, economic crises, migration, and terrorism are among the many problems that challenge public governance in modern societies. Many of these problems are spanning political and administrative units; horizontally, vertically, and both. This makes public governance particularly challenging and turbulent. Since public governance mainly takes place through public organizations, like international organizations, ministries, and regulatory agencies, this book examines what difference organizational factors make in the governance process. The volume launches a general organizational approach to public governance. It outlines key theoretical dimensions that cut across governance structures and processes horizontally as well as vertically, thus paving the way for integrating separate empirical analyses into a coherent theoretical whole. Moreover, the organizational (independent) variables outlined in this book represent classical dimensions in the organization literature that are generic in character.
