This book aims to explore the nature and extent of the 'care deficit' problem in European societies and how effective the different care systems are in dealing with these problems through policy innovation. It combines theoretical and conceptual debates, cross-national comparisons and analytically-driven case studies.

This book analyses the circular migration of care workers in Central Europe using the example of Slovak carers in 24-hour care provision for the elderly in Austria. Challenging analyses that focus primarily on care drain and care regimes, Bahna and Sekulová supplement quantitative methodology with qualitative fieldwork to demonstrate the importance of the sending country’s economic context. The authors discuss the dynamics of economic differences between Austria and its post-communist neighbors as preconditions of the crossborder care provision, bridging analyses of policy and legal frameworks with approaches from labor migration study. Even as they scrutinize the relevance of care drain-based analyses, Bahna and Sekulová bring to the fore the interplay of economic differences, social policies, gender and migration regimes with geographic proximity to study long-term impacts of care work, including an analysis of employment after care work.

This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups, providing rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, ‘vertical re-scaling’ of authority and ‘horizontal re-mix’ in the supply system. The consequences of such changes are evaluated from different perspectives – governance, social and territorial cohesion, labour market, gender – and are eventually deemed ‘disruptive’ in both economic and social terms. Family law, gender equality, care arrangements and the consequences of demographic change have long been on the agenda of the European Union. However, these are coloured by national and cultural factors more than any other disputes, and form a barrier to the equalising of status for European citizens. Using an interdisciplinary approach, and bringing together law scholars, political scientists and sociologists, this book looks at the implications of the categorisation of identity in the European Union, and what they mean for the realisation of citizens’ rights throughout the EU.

The Handbook examines contemporary trends and issues in the formation of families over the different stages of the life cycle and how they interact with family-oriented social policies of modern welfare states, mainly in the OECD countries of Western Europe, East Asia and the U.S. Focusing largely on family needs in the early stages of the life course, the conventional package of policies tends to emphasize programs and benefits clustered around measures to support marriage, childbearing, care, the reconciliation of employment and childcare during the preschool years. Drawing on a multidisciplinary group of experts from many countries, this book extends the conventional perspective on family policy by also looking at later phases of the family life course. In taking a life course perspective, this Handbook extends the purview to encompass the three main stages of family life. These are (1) cohabitation, marriage and starting a family; (2) the early years of parenting, care and employment, and (3) the period of transitions and later life: family breakdown and intergenerational supports across the life course.

Work-life integration is an increasingly hot topic in the media, social research, governments and in people’s everyday lives. This volume offers a new type of lens for understanding work-family reconciliation by studying how work-family dynamics are shaped, squeezed and developed between consistent or competing logics in different societies in Europe and the US. The three institutions of "state", "family" and "working life", and their under-explored primary logics of "regulation", "morality" and "economic competitiveness" are examined theoretically as well as empirically throughout the chapters, thus contributing to an understanding of the contemporary challenges within the field of work-family research that combines structure and culture. Particular attention is given to the ways in which the institutions are confronted with various moral norms of good parenthood or motherhood and ideals for family life. Likewise, the logic of policy regulation and gendered family moralities are challenged by the economic logic of working life, based on competition in favour of the most productive workers and organizations. The COVID-19 pandemic has disrupted life globally through virus-related mortality and morbidity and the social and economic impacts of actions taken to stop the virus’ spread. It became evident early on during the pandemic that older adults are especially vulnerable to morbidity and mortality from COVID-19, and the adverse consequences of strategies taken to mitigate its effects. While no more likely to become infected than younger populations, the risk for hospitalization and death rises considerably with age. Residents of long-term care facilities have been among the hardest hit. The pandemic has brought many facets of ageism to the fore. Community stay-at-home messages, lockdowns, social distancing requirements, and visitation restrictions contributed to a concomitant epidemic in social isolation and loneliness. Economic and social impacts have been dramatic; so too has been the disproportionate hardship experienced by members of racial and ethnic minority communities. This book reports original empirical research and perspectives on the ramifications of the COVID-19 pandemic for the older adult population, and draws lessons for policy, research, and practice. Key issues pertaining to the impact of COVID-19 on older adults and their families, caregivers, and communities are highlighted. Four main areas are examined: personal experiences with COVID-19; long-term care system impacts; end-of-life care; and technology and innovation. The chapters in this book were originally published as a special issue of the Journal of Aging & Social Policy.

Population ageing and the globalisation of international migration are challenging the research agendas of social scientists around the world, and posing numerous challenges for policy makers and practitioners whose goal is to formulate and design high-quality and user-friendly policies and services. Both of these phenomena have brought, for example, attention to the fact that more and more people around the world are ageing in countries other than those where they were born. The fact that elderly care sectors around the world need to recruit staff if they are to handle the growing number of older people that will need their services is also something that has been discussed when population ageing and the globalisation of international migration have been debated. The elderly care sector’s reliance on people with migrant backgrounds has namely increased as a result of these phenomena. This collection is therefore situated at the intersection of ageing and migration studies and takes into account the various issues with which this intersection is concerned. The chapters in this volume are written by established researchers in the field of ageing and migration around the world.
