When German physicists Otto Hahn and Fritz Strassman first split the uranium atom in 1938, they might have little imagined the potential power their experiments had unleashed. Since the United States successfully detonated the first atomic weapons in 1945, the entire world has lived in fear of annihilation. Technological advances in weaponry and, importantly, their delivery systems have only heightened the sense of dread. Yet, since the end of World War II, world governments have been unable to agree on a strategy for nuclear disarmament. This led first to the Cold War and ultimately to the proliferation of nuclear weapons throughout the world. This work examines the nuclear question within the framework of international law. The advent of the nuclear age and its impact on postwar peace and law is first covered. This is followed by analyses of the initial United Nations disarmament initiatives and the reasons they were doomed from the start. The globalization of the Cold War, the expansion of the nuclear arms race, and the START treaties and the legacy of 1970s-era detente efforts in the years leading up to the end of the Cold War are then detailed. How the United Nations reacted to the end of the Cold War and the prospects for disarmament in the 21st century are the subjects of the concluding section.

This book analyses the UN’s Agenda 2030 and reveals that progress is lagging on all five interlocking and interdependent themes that are discussed: conflict prevention, development, peace, justice and human rights. Many voices have already been raised, including that of the UN Secretary-General that the Sustainable Development Goals will not be met by 2030 unless there is a re-doubling of efforts. Still, on development as such, there is much striving. The book puts the concept of preventive diplomacy into all of the issues of modern international relations, from the US/China confrontation to the various conflicts bedeviling Africa. It bridges the two worlds of the international relations specialist on the one hand and that of the academic interested in UN affairs on the other hand. There is normally little contact between those two specializations. The authors have taken several current issues to show how the millennium debates and the SDG targets are relevant to "realist school" conflicts, and that there is work under way to operationalize ideas and theories in this respect. This is the first ever discussion of the conflict prevention dimension in the UN’s Agenda 2030 which seeks to advance sustainable development with a view to reinforcing peace and justice on the foundations of respect for universal human rights.

Recent events in Libya have already had a significant effect on the region and beyond, and perhaps one of the most compelling results has been the potential impact on regional powers for the future course of nuclear proliferation. Libya's nuclear disarmament experience has provided lessons learned for those states who have themselves acquired nuclear weapons recently, may be in the process of developing that capability, or may be considering the possibility of doing so. This study argues that the lessons learned from the Libyan case of disarmament will confirm the decision of those countries that have already acquired nuclear weapons and add momentum to the efforts of those countries on their way to developing or considering the acquisition of nuclear weapons as a means of enhancing national and regime security. This dynamic, not surprisingly, will thereby complicate future efforts at nonproliferation and denuclearization. In light of the impact of the Libyan experience on other countries, the author offers several recommendations as the international community pursues nonproliferation and counterproliferation policies, including paying sufficient attention to both material and symbolic rewards to cooperative countries, placing less emphasis on public calls for regime change, and modifying the regional threat environment.

In recent decades the debate on nuclear weapons has focused overwhelmingly on proliferation and nonproliferation dynamics.
