This title was first published in 2001. "Grand aims" refers to the overarching tenets and doctrines that prevailed in US and South African foreign policies towards Africa. This study argues that when modest means were imposed upon American and South African foreign policy-makers, they were often forced to devise new grand aims. Few in-depth resources exist with regard to United States and/or South African foreign policies towards Africa. Those that do are overwhelmingly pre- or early-1990s in focus. This analysis encompasses the years 1990 to mid-1998 and is intended to be relevant to a broad readership, including academics, students, Africanists, historians, political scientists, regional specialists and policy-makers in the public and private sectors on both sides of the Atlantic.

Africa’s changing economic landscape is prompting a shift in how U.S. policymakers view the continent. High growth rates, new technologies, and a rapidly expanding consumer class are driving greater global competition for investment and access to potential export markets, and the United States is recognizing that it will need to step up its game to remain relevant and influential in an increasingly crowded and competitive environment. This will mean placing a stronger emphasis on strengthening trade and investment ties and encouraging U.S. companies to take fuller advantage of expanding opportunities. Playing up these opportunities will not only serve long-term U.S. commercial interests in Africa but will serve U.S. development and diplomatic objectives as well. U.S. investments, done right, can have long-term development impacts in Africa, through technology and knowledge transfer, training, systems development, and partnerships. And a new, more optimistic engagement with Africa’s citizens and entrepreneurs will have strong resonance with the continent’s up-and-coming generation, creating links based on enduring mutual interest.

Sub-Saharan Africa's (SSA) textile and apparel industry has not achieved the growth anticipated under the African Growth and Opportunity Act (AGOA). This report identifies changes to U.S. trade preference programs "to provide incentives to increase investment and other measures necessary to improve the competitiveness of [SSA] beneficiary countries in the production of yarns, fabric, and other textile and apparel inputs." This report provides Congress a range of options put forward by experts for: (1) possible changes to AGOA or other U.S. trade preference programs; and (2) other measures the U.S. gov¿t. could take to help increase investment in and improve competitiveness of SSA textile and apparel inputs production.
